Technical Specifications
All the items like light fittings, cable/wires, switches & sockets, conduits, fans MCB, ELCB,
Energy Meters & Distribution Boards etc. shall be of approved makes given below and shall
have prior approval of make so chosen.
Note:
1. RDSO’s specifications are priced document and can be purchased from RDSO.
2. The specifications of CEE/C/Northern Railway are part of the tender document.
3. Items which are not covered above shall be ISI marked
4. Items which are not covered shall be got approved from CEE/USBRL &
Dy.CEE/C/BANIHAL.
GENERAL.
These explanatory notes are for guidance of field staff. Each work has its own particular
requirements. Engineer in-charge will be responsible for successful execution of work as
per technical specifications.
All electrical works should comply with Indian Electricity Act 2003 and Indian Electricity
Rules 1956.
All electrical installations works shall conform to relevant Indian Standard Code of Practice
and carried out as per relevant safety Code of Practices, Guide for Safety Procedures in
Electrical Work as per I.S. 5216/Pt.I& II/1982 shall be observed.
All components used in installation shall be of appropriate ratings of voltage, current and
frequency.
All minor items viz. hardware items, foundation bolts, termination lugs for electrical
connections etc. as required and necessary for proper working of the equipment shall be
deemed to have been included in the tender, whether such items are specifically mentioned
in the tender documents or not.
The work shall be carried out under the supervision of the Railway Engineer.
The tenderer must inspect the site thoroughly before quoting rates, later on no claim shall
be accepted.
The Railway reserves the right to reject or alter any part of the work executed by the
Contractor which in the judgment of the Railway does not comply with the requirements of
the above specifications. The decision of the Railway shall be final and conclusive for all
purpose and contractor shall have no claim on this account whatsoever.
After satisfactory erection & installation of all items of each quarter shall be commissioned
by giving electricity and checked for its operation acceptance. In case regular electric
connection not available, the installation shall be commissioned with temporary electricity
arrangement.
ANCILLARY WORKS:
All other ancillary works and works incidental to main works shall be carried out ad per
code of practices and manual of instructions of Railways and as per the instruction of
Engineer-in-charge.
INSPECTION
The works shall be accepted after inspection by the competent authority, particularly for
following aspects:
1. SCOPE
This specification covers the Supply, Installation ,Testing & commissioning and delivery of
oil immersed, naturally cooled, three phase, 50Hz double wound, on load tap changer
based distribution transformers of 1500kVA capacity for use on system voltage of 33kV with
AVR and RTCC Panel. The Transformers should be complete with first filling of transformer
oil conforming to IS: 335/ 1993 and all accessories.
3. GOVERNING SPECIFICATION.
a) The transformer shall fully conform to IS: 2026 –1977 and OLTC as per IS: 8448-
1977 (with latest amendments) and the Indian electricity rules wherever applicable,
unless otherwise modified and enclosed guarantee of technical particulars.
b) IS: 10028/1985 (Latest) – Code of practice for selection, installation and
maintenance of transformer.
c) IS: 1271(Latest)–Thermal evaluation and classification of Electrical Insulation.
d) IS: 2099(Latest) – AC 1000V and above.
e) IS: 3347(Latest) – Dimensions of Porcelain Transformer bushings.
f) IS: 3637(Latest) – Gas operated relay (as per requirement).
g) IS: 6600 (Latest) – Guide for loading of oil type transformer.
h) IS: 5(Latest) – Painting.
i) The Transformer oil shall comply with IS: 335-1972(latest) “Indian standard
specification for insulating oil for transformer and switchgears as amended till date.
j) In case of any conflict between the above standards and the stipulations of this
specification, latter shall apply.
k) Any deviation from this specification, calculated to improve the performance and
efficiency of the equipment, proposed by the tenderer shall be given due
consideration in fill particulars with justification thereof are given.
l) In such case the tenderer shall quote according to the specification and the
deviations proposed by him shall be quoted as an alternative.
5. TRANSFORMER TANK:
The tank shall be constructed of mild steel with a single tier construction so shaped
as to reduce welding. The tank shall withstand standard atmospheric pressure
under 95% vacuums for one hour without any leakage or deformation. The tank
shall also be tested for oil tightness for additional pressure of half atmosphere.
Certificates in compliance with these tests shall be furnished.
6. CORE:
(a) The core shall be built up of high grade cold rolled grain oriented silicon steel
laminations, conforming to BS: 601(Pt-II) (Latest). The transformer shall be suitable
for over fluxing up to 20% on any tapping without injurious heating. The maximum
flux density in any part of the core under such conditions shall not exceed 1.9 Tesla
on the basis of M4, M5 and M6 grades as per BS: 601- Part-II (latest).
(b) All laminations used shall be level, free from waves, deformations, scaling of core
plating insulation capable of withstanding trees relief annealing. A core clamping
frame shall be of provided with lifting eyes for the purpose of tanking and untanking
the active parts of the transformers. The core shall be electrically connected to the
frame and tank for providing earthing to drain off any electrostatic potential that may
be built up.
(i) The core bolts and parts of the core clamping frame shall be insulated from the
core laminations and be capable of withstanding 2500V AC (rms) for one
minute.
(ii) Adequate provision shall be made to prevent movement of the core and winding
relative to the tank, during transport and installation or while in service.
7. RADIATORS:
a) Radiators shall be made from pressed steel.
b) Radiators shall be detachable and interchangeable. Top and bottom shut off
valve shall be provided for each radiator.
c) Each radiator shall be provided with air release valve and lifting lugs.
8. WINDINGS:
a) The windings shall have the insulation levels as specified in data Sheet.
12. TAPPINGS
(a) Tapping shall be provided for a voltage adjustment on the high voltage of
plus 5% and minus 35% of the rated voltage, the tapping being located on
the high voltage winding.
(b) Tap changing shall be effected by means of an in built On Load Tap
Changer switch capable of being locked in position, with AVR and RTCC
panel.
The primary winding of these transformers shall be delta connected and the secondary
winding star (vector symbol Dy -11). The neutral of secondary shall be brought out to a
separate insulated terminal.
14. CONSERVATOR
A. The following testes shall be carried out during manufacture of the transformer:
i) Oil leakage test:
a) All tanks and oil filled compartments shall be tested for oil tightness by being
completely filled with air/oil of viscosity not greater than that of the insulating oil to IS:
335 at ambient temperature and subjected to a pressure equal to the normal static oil
heating including atmospheric pressure plus 35 kg/m² measured at the base of the
tank. The pressure shall be maintained for a period of not less than 12 months for oil
and 1 hour for air, during which time no leakage shall occur.
The tank of one transformer together with all its fittings including bushing in position
shall be subjected to a pressure test as laid down in clause 21.5 of IS: 1180( Pt.- I)-
1981.
The tank of one transformer shall be tested for an internal pressure of 38mm of Hg
for one hour. The permanent deflection of sheet after release of vacuum shall not
exceed the values specified below:
21. A certificate of compliance with the above tests shall be furnished by the
manufacturer for each transformer; however, if considered necessary by the
purchaser, the above test on one of the unit shall also have to be arranged by the
manufacturer in presence of the purchaser’s representative.
22. TYPE TEST:
The following type tests shall be carried out on one proto type:
Temperature rise test:
This test shall be carried out as per clause 4 of IS 2026 (Pt.-II)- 1977, the temperature
rise under full load at lowest tap or the minimum HV voltage shall not exceed the
limits below:
The temperature rise shall not exceed the limits of 55 degree centigrade (measured
by resistance), for transformer windings and 45 degree centigrade (measured by
thermometer), in top oil when tested in accordance with IS 2026 amended up to date.
1.2/50 microsecond impulse voltage of 250kV crest value shall be applied as per
clause 11&12 of IS 2026 ( Pt-III)-1977 (as per amendment from time to time to the HV
winding Live end, the other HV terminal being earthed and the winding connected to
the core and earth. Oscillogram for the voltage as well as neutral current shall be
recorded during impulse test.
The short circuit test shall be done in accordance with clause 16.11 of IS: 2026-1977
with the following provision. After the tests the winding shall be dismantled and
carefully examined for signs of damage or coil distortion. Copies of short circuit test
and impulse voltage withstand test as per IS: 2026 (latest) from a recognized test
house laboratory and heat run test certificates must be furnished. In case short circuit
test more than five year old, then fresh test shall be conducted free of cost by the
form at a reputed laboratory.
(b) Heat run test shall be conducted by the manufacturer, free of cost, when the
material is being inspected by an authorized representative of the Railway/RITES.
25. LOADING:
In accordance with IS: 6600-1972, amended up to date, the transformer shall be
capable of being overloaded as per guidance given therein.
The inspection shall be carried out as per sampling plan of relevant IS specification by
the representative of Railway/RITES. The tenderer should provide satisfactory evidence,
acceptable to the purchaser to show that he is a licensed manufacturer and has
adequate plant and manufacturing capacity and has a “quality assurance programme”.
The tenderer will submit quality assurance plan being followed at the manufacturer’s
works for ensuring quality of the product offered. A sample inspection chart for
inspecting the plant should be supplied along with the bid. The inspection chart should
indicate all the tests that are carried out during the plant manufacturer.
He should furnish a statement giving a list of supplies made by him in the last 3 years of
the items offered by him or similar items, along with the purchaser’s name and address,
order number, date and quantity supplied and their performance and whether the
supplies were made within the delivery period. In the absence of the above information,
the tender is liable to be rejected.
27. DEVIATIONS
The tenderer should certify that the transformers offered fully meets the
specifications. Various design features incorporated in the transformer to fulfil
different technical performance requirement shall be fully explained in the offer.
However, minor deviations from these specifications which do not effect, or in any
way interfere with the stipulated performance standards or would result in improved
safety/reliability or would reduce recurring maintenance/operating cost can be
considered for acceptance. The tenderer in such eventuality shall clearly indicate the
details of these deviations and their implications along with the bid. The inspection
charts should indicate all the tests that are carried out during the manufacturing.
Before giving the inspection call for testing of the prototype of the transformer, the
Manufacturer shall submit a detailed test schedule consisting of circuit diagram for
each of the tests and nature of the test and duration of each test and total no. of days
required to complete the test in one stretch. Once the schedule is approved, the test
shall invariably be done accordingly. However, during process of type testing or even
later, railway representative reserve the right to conduct any additional test(s) besides
those specified herein, or any equipment/sub system so as to test the system to his
satisfaction for gaining additional information and knowledge. In case any dispute or
disagreement arises between the OEM and Railway during the process of testing as
regards the type test results, it shall be brought to the notice of the CEE/NR whose
decision shall be final and binding.
Only after clear written approval of the results of the tests on the prototype is
communicated by the purchaser to the manufacturer, shall he take up the baulk
manufacture of the equipment-which shall be strictly with same material and process
as adopted for the prototype. In no circumstances shall material other than those
approved in the prototype.
29. WINDING:
The 33kV class distribution transformers shall be copper wound (electro type quality)
32. The transformers shall be installed in accordance with IS: 10028(Part-II&III) Code of
practice for Installation and maintenance of transformer. Necessary support
channels shall be grouted in the flooring.
33. The Transformer shall be moved to its location and shall be correctly positioned.
Transformer wheels shall be either locked or provided with wheel stoppers. All parts
of the transformers which are supplied loose, such as conservator, radiator banks,
Buchholtz relay; dial thermometer bushing etc. shall be fitted on the transformer.
Transformer oil supplied in drums shall be topped up into the transformer after duly
testing/filtering upto the correct level required.
34. Wiring of devices such as Buchholz relay, dial thermometer etc. shall be carried out
as per drawings, Earthing of neutral and body of the transformer shall be done in
accordance with section (7) of these specifications.
35. Drying out of transformer winding will be necessary when the di-electric strength of
the oil is lower than the minimum value as per IS:10028 or the transformer has not
been energized within 6 months of leaving the works or where the radiator assemble
is done at site. The transformer shall be dried out by one of the methods specified in
SI: 10028. Drying out with centrifugal or vacuum type filters will, however, be
preferred. The contractor shall carry out the process of drying without interruption
and shall maintain a log sheet indicating time, oil temperature and insulation
resistance.
36. After complete drying out of the transformer, oil sample shall be collected by the
contractor and shall be tested for dielectric strength as specified in IS:335/1993 with
approved test kit.
37. All devices such as dial type thermometers, Buchholz relays and main alarm and trip
contacts shall be checked for satisfactory operation.
38. All tests specified in 3.2.14 of these specifications shall be carried out by the
contractor in the presence of inspecting officer/consignee free of cost.
39. The control wiring between RTCC Panel, OLTC shall be done by the contractor
using copper control cable of good quality.
1. SCOPE:
These specifications cover the detailed requirements for design, fabrication, supply,
installation, testing and commissioning of 33KV indoor, factory assembled, Type Tested, 3
pole Metal Enclosed SF6 insulated Vacuum Circuit Breaker High Voltage Panels of 3
Phase 630 Amp Capacity suitable for b/c 25 KA for fault current. This also includes any
material, equipment, appliances and incidental work not specifically mentioned herein or
noted on the Drawings/Documents as being furnished or installed, but which are necessary
and customary to be performed under this contract.
2. TYPE OF PANELS:
The degree of enclosure protection shall be IP-3X for primary devices i.e. Vacuum Circuit
Breaker and three position disconnector and IP-65 for switchgear enclosure. Panel shall be
powder coated with highly resistant epoxy resin covering.
3. Ratings:
All panels assembled to form a board shall be suitable for the nominal operation voltage
and rupturing capacity as specified.They should be rated as specified with a minimum of
630 Amps and suitable for operation on 33KV, 3-phase, 50Hz system. Type test certificate
for the breaking capacity of the panel shall be supplied.
4. Type:
The HV panel Board shall be metal clad, indoor, floor mounting, free standing type. It shall
be totally enclosed dust, damp and vermin proof.
5. General Construction:
Switchgear panel shall consist of the following functional components:
7. Switchgear Vessel
The switchgear vessel made of hermetically welded stainless steel accommodates the
active, live parts of the switchgear:
- Vacuum interrupters
- Three-position disconnector
- Panel bars
The vacuum interrupters shall operate linearly from the outside mechanism, without
kinematic deflections inside the enclosure. It shall be operated by the outside mechanism
without gaskets through hermetically sealed metal bellows which are welded into the
module partition.
The Operating mechanism of Vacuum circuit breaker shall be motorized with stored energy
spring mechanism. The operating mechanism shall be maintenance free having trip free
mechanism as per IEC. Auxiliary switch contacts for control and signaling shall be
available. It shall have indications for “Spring Charged” and “Mechanical Position”.
Manufacturer to provide in addition to motorized operation, provision for manual operation
of the mechanism. Tripping signal for circuit breaker and operation counter shall be
available.
The motorized disconnector and earth switch operation shall be in SF6 filled switchgear
vessel. The slow moving parts of the mechanism shall be outside the vessel. Manual
operation of disconnector and earthing switch shall also be possible. Position indicator shall
be provided on the front side pf the panel. Auxiliary contacts shall be provided for control
and signaling operation. Locking device shall also be provided for the three position
disconnector.
- Selecting ''disconnector function'' or ''earthing switch function'' shall release the operating
shaft of the associated switching operation only.
- The operating lever cannot be removed until the switching operation has been completed.
- The circuit-breaker cannot be operated until the operating lever of the three-position
disconnector has been removed and the control gate is moved to the center position.
- The feeder locking device prevents the circuit-breaker from being switched off echanically
at the panel.
9. Cable Connections:
The Cable compartment shall be accessible from the front.Provision for connecting upto
three cables per phase shall be there. Cable testing shall be possible directly at the
terminations. Capacitive voltage detection system at the terminations in the bushings.
The secondary devices (numerical relays, metering, etc) shall be mounted in the low-
voltage compartment. The electrical connections to the primary part and from panel to
panel shall be through flexible wire harnesses using plug connectors.
External control cables shall be possible to be inserted from below /top of the panel on the
left side of the panel through a cutout in the panel base.
Rating plate of the panel shall be fixed on the inside of Low voltage compartment door.
(a) Protection:
The Relays shall be microprocessor based numerical relays with O/L, E/F and S/C
protection, and differential protection of transformer as specified.
Tripping relay shall be used for tripping signal to the Shunt Trip Coil of Circuit
Breaker operating on 30V DC supply Power pack/110 V VT supply.
(b) Alternatively Auxilliary power can be supplied using convertor, battery chargers and
lead acid Ni-Cd batteries of suitable rating to give 30V DC output and to cater to
load of the control system in the VCB Panels. The ratings of the auxiliary power
system shall also be got approved from the VCB Panel manufacturer.
(c) ) Relays:
Numerical Over current Relays shall be provided in incomer and outgoing VCBs as
specified in the bill of quantities and shall have adjustable setting for current from
50% to 200% and earth fault from 10% to 40% or 20% to 80%. Numerical
Differential relays shall be provided for transformer outgoing VCBs. These should be
of manual reset type. All relays shall have a digital display LED indicator which will
indicate operation for each function. It shall be possible to reset it only by manual
operation. The number and types of relays shall be as specified. Numerical type
Differential relay shall be provided for each outgoing VCB for transformer and shall
be of 2 winding type, compatible for future SCADA system. The auxiliary control
relays can be of electro-mechanical type.
17. Documentation:
Contractor to submit detailed General Arrangement Drawing of VCB along with the tender
documents. The VCB dimensions shall be in line with layout drawings for respective
substations attached with the tender. No deviation shall be entertained. On award of
contract the General Arrangement drawing shall be approved by NR, thereafter, the
contractor can go ahead with procurement of VCB Panel. Contractor shall also submit
Installation Manuals for VCB Panel, relays or any other equipment installed in VCB panel
along with the supply of material at site. The Contractor shall also be responsible for
Technical specification 11/33KV XLPE Underground Cable & 1.1KV grade XLPE
Cable.
1. General Specifications:
(i) “Technical specification for manufacture & supply of 11/33KV XLPE Underground
Cable shall be as per the RDSO Technical Specifications NO. DSO/2009/EM/SPEC/
0002, REV. “O” JULY 2009” with latest amendment.
(ii) “Technical specification for manufacture & supply of 1.1KV grade XLPE Underground
Cable shall be as per the RDSO Technical Specifications NO.RDSO/ 2009/EM
/SPEC /0006,REV. “O” with latest amendment.
Specifications for laying of Cable shall be as per the CPWD General specifications for
Electrical Works Part–IV, Sub- Stations, 2007/latest.
For loading into and unloading from vehicles, a crane or a suitable lifting
tackle should be used. Small sized cable drums can also be rolled down
carefully on a suitable ramp or rails, for unloading, provided no damage is
likely to be caused to the cable or to the drum.
3. Installation
General
Cables with kinks, straightened kinks or any other apparent defects like defective
armouring etc. shall not be installed Cable shall not be bent sharp to a small radius
either while handling or in installation. The minimum safe bending radius for XLPE
cables shall be 12 times the overall diameter of the cable. At joints and terminations,
the bending radius of the cables shall not be less than 15 times its overall diameter.
a. Route :-Before the cable laying work is commenced, the route of the cable shall
be decided by Rly.
b. Proximity to communication cables: Power and communication cables shall be
as far as possible cross each other at right angles. The horizontal and vertical
clearance between them shall not be less than 60cm.
c. Methods of laying: The cables shall be laid direct in ground, pipe (for road
crossings etc.) or in trench as specified.
a. Trenching: For laying cable/s directly in ground, the trench shall be made as per
drawing below. Width and depth of the trench for single and multiple cables is
shown in following drawing. Excavation of the trench shall be done by suitable
means –manual or mechanical. The excavated soil shall be stacked firmly by the
side of trench. Such that it may not fall back into the trench.
a. Sand cushioning: The trench shall be then provided with a layer of clean, dry sand
cushion of not less than 8cm in depth before laying the cables therein.
The cable shall be tested for continuity and insulation resistance before laying.
The cable shall be pulled over on rollers in the trench steadily and uniformly without jerks
and strain. The entire cable length shall as far as possible be laid off in one stretch. PVC/
XLPE cables less than 120 sq mm size may be removed by making one long loop in the
reverse direction.
Note: For short runs and sizes upto 50 sq mm of MV cables, any other suitable method of
direct handling and laying can be adopted without strain or excess bending of
cables. After the cable has been so uncoiled, it shall be lifted slightly over the rollers
beginning from one end by helpers standing about 10m apart and drawn straight.
The cable shall then be lifted off the rollers and laid in a straight line. The cables
shall be tested for continuity of cores and insulation resistance and the cable length
shall be measured, before closing the trench.
b. Sand Covering: Cables laid in trenches in a single tier formation shall have a
covering of dry sand of not less than 17cm above the base cushion of sand before
the protective cover is laid.
In the case of vertical multi tier formation, after the first cable has been laid, a sand
cushion of 30cm shall be provided over the base cushion before the second tier is
laid. The cables in top most tiers shall have final sand covering of not less than
17cm before the protective cover is laid.
e. Back filling
(i) Unless otherwise specified, a crown of earth not less than 50mm and not
exceeding 100mm in the center and tapering towards the sides of the trench
shall be left to allow for subsidence.
(ii) Where, road be rms or lawns have been cut out of necessity or kerb stones
displaced, the same shall be repaired and made good except for turfing/
asphalting, to the satisfaction of the Engineer-in – Charge, and all the earth and
rock shall be removed to places as specified.
f. Route Markers: Route markers shall be provided by the contractor along the runs
of the cables at locations approved by the Engineer-incharge and generally at
intervals not exceeding 100m. Cable Route Markers shall be as per approved/
specification of Northern Railways.
Laying in Pipes:
In locations such as road crossing, entry to the buildings, paved area etc. cables shall
be laid in GI or RCC pipes. Pipes shall be continuous and clear of debris or concrete
before cables are drawn. Sharp edges, if any at the ends shall be smoothened to
prevent damage to cable sheathing. The same shall be arranged by the contractor at
no extra cost to Railway.
These pipes shall be laid directly in ground without any special bed. No sand
cushioning or tiles need be used in such situations.
a) Road Crossings:
i. The top surface of the pipes shall be at a minimum depth of 1m from the
pavement level when laid under roads, pavements etc.
ii. The pipes shall be laid preferably askew to reduce the angle of bend as the
cable enters and leaves the crossing.
iii. When pipes are laid cutting the existing roads , care shall be taken so that the
soil filled up after laying the pipes is rammed well in layers with watering as
required to ensure proper compaction. A crown of earth not exceeding 10 cm
should be left at the top.
iv. The temporary reinstatements of roadways should be inspected at regular
intervals, particularly after a rain, and any settlement should be made good by
further filling as may be required.
v. After the subsidence has ceased, the top of the filled up trenches in roadways
or other paved areas shall be restored to the same density and material as the
surrounding area in accordance with the relevant CPWD building specifications
to the satisfaction of the Engineer-in-Charge.
vi. Manholes shall be provided to facilitate feeding/drawing in of the cables with
sufficient working space for the purpose. They shall be covered by suitable
manhole covers.
Cables used for connection between feeder pillar to Main distribution boards shall be
XLPE Insulated, PVC sheathed conforming to IS: 7098 (Part-1) 1988. The Cables
Testing
a) Testing before laying :- All cables, before laying shall be tested with a 500V
Megger for cables of 1.1kV grade. The cable cores shall be tested for continuity,
absence of cross phasing, insulation resistance from conductors to earth/armour and
between conductors.
b) Testing before backfilling: All cables shall be tested with tests as above before
coveringthe cables by protective covering and backfilling.
c) Testing after laying: After laying and jointing, the cable shall be subjected to a 15
minutes 2kV pressure test. DC pressure testing shall be preferred over AC testing.
In the absence of facilities for pressure testing as above, it is sufficient to test for one
minute with 1000V Megger for cables of 1.1kV grade.
Heat Shrinkable End Terminations/ Straight Through Joints for 33kV 3Cx120 sqmm cable
shall conform to IEEE-48, VDE0278 & IS: 13573. End Terminations and Straight A.C. Dry
withstand voltage of 75kV for 1 Min. Impulse voltage withstand capacity shall be 170kV for
10 shots. Corona Extinction voltage shall be more than 38kV. End Terminations/ Straight
Through Joints shall consist of following components:
- Terminal connector
- Conductor
- Terminal sleeve
- Rain Shed
1. Scope:
This specification covers the Supply, Installation, Testing and commissioning of 3
phase 4 wire ,Copper Sandwich Feeder Bus Trunking System suitable for operation
at 433V, 50Hz, from 3 Nos 1500 KVA Transformer LT Termination box to Main LT
2. General Construction:
Bus bar Trunking shall be of sandwich type construction. It shall be 3 Phase with
100% Neutral and 50% PE conductor enclosed in all aluminum housing. Bus bar
Trunking shall be rated for operational voltage of 690V with insulation voltage of
1000V and shall be suitable for 50/60Hz frequency. The Bus trunking are to be

trunking route showing plan and elevation shall be got approved from Northern
Railway by the contractor. The Bus Trunking shall be IP-65 in construction suitable for
outdoor application, The End flange, and Flexible bus-bar for connection into
Transformer LT Termination Box and Main LT Panel vertical and horizontal bends.
The bus bar trunking housing shall be constructed of extruded aluminum on all the
sides to reduce hysteresis and eddy current losses and shall be provided with a
suitable protective finish of epoxy powder coated RL 7032 Housing shall be light in
weight for ease of installation and maintenance. Color indication of RYBN should be
there on the housing for phase sequence identifications. The bus bar trunking
housing shall be totally enclosed non ventilated, extruded aluminium for protection
against mechanical damage and dust accumulation. Housing shall be non corrosive
and shall be able to withstand 1000 hours of salt spray test.
Bus bar conductors shall be high conductivity copper (with 99.95% conductivity). Bus
bar conductors shall be tin plated copper throughout the length. Each bus bar shall be
insulated with two layers of Class B rated 130ºC Insulation, providing significant
insulation level and resistance impact. The temperature rise at any point in the bus
bar trunking shall not exceed 55 º C rises above ambient temperature when operating
at rated load current. Internal neutral conductor shall be 100%, which can meet with
the requirements of various power systems for eliminating harmonic effects in the
installations where non-linear loads are present. The bus bar trunking joint shall be of
the on-bolt type which utilizes a high strength steel bolt(s) and Belleville washers to
maintain proper pressure over a large contact surface area. The bolt shall be torque
indicating and at earth potential. Each joint shall also have a colour coded thermal
indicator for indicating the rise in temperature over and above ambient by changing
colour at 60 degree centigrade to BLACK/GREEN/RED of that particular length,
enabling clear visual inspection, without the use of any tools. The voltage drop (input
voltage minus output voltage) specified shall be based on the bus bar trunking
operating at full rated current and at stabilized operating temperature. The copper bus
conductor shall be encased in light weight, rust free, metallic enclosure, having high
conductivity/low resistivity for ground path and also working as a good medium for
heat dissipation. The copper bus bars inside the encasing shall be tin plated and
wrapped in B class insulating material thus limiting the temp rise to 130Deg C. Short
time withstand rating for 1second of the Bus Trunking shall be 65kA. Bus Trunking
shall generally conform to following standards: IEC 60439-1,2004, 60439-2 & IEC
60529.
1. SCOPE
This specification covers, design, manufacture, supply, installation, testing and
commissioning of 1500 KVA capacity Silent DG Set complete with diesel engine,
conforming to IS:10000, ISO 3046 or DIN 6271 Rating 1or latest, copper wound alternator
conforming to BS: 2613/IS:4722 capable of delivering continuously power out put at 3
Phase 4 wire 415 Volts AC supply, The generating set shall be complete with accessories,
auxiliaries and AMF control panel etc. The DG set to be placed on DG set foundation in
enclosure outside the Sub Station Building as shown in the Equipment layout drawing of
Sub Station Any equipment not specifically mentioned herein but essential for
completeness of the equipment may also be supplied.
The set shall be working as single unit for catering to mixed load comprising electrical
power and for charging battery, average power factor of load being 0.8 lagging. The set
should be suitable for operation at the following site conditions.
2. SITE CONDITION
Height above mean sea level not exceeding ---- 1600 meters
The Diesel Generating Set shall be capable for delivering continuously (0n 24 hours basis)
power output at 1500 rpm at site conditions specified under clause 2 of this specifications
and the engine shall confirm to IS:10000, ISO :3046 or DIN 6271 Rating 1 or latest..
The output available from diesel engine under site condition should be specified. The diesel
engine shall be capable for working on 10% over load for 1 hour in any 12 hours running.
4. OIL ENGINE
The diesel engine shall be cold starting vertical direction injection 4 stroke cycle 6 cylinder
model, water cooled (through heat exchanger/radiator), electric battery start, directly
coupled to the alternator on a combination base plate through a flexible coupling.
A suitable extension pipe shall be used with exhaust air chest so that the silencer can be
mounted.
A fuel tank for storing the fuel oil with the capacity corresponding 10 to 12 hours
consumption of the D.G. set shall be provided. The piping as required shall be design as to
be free from leakage and air locks. The fuel tank shall be supplied with a level gauge to
indicate the oil level in the tank. Exhaust Pipe to be extended by the contractor, as required
at site. The rates shall include cost of any exhaust piping required to lead the exhaust
fumes of engine outside the enclosure.
The engine shall be required to operate on Diesel Fuel Oil grade “A” to IS:1460. Governor
the engine shall be supplied with Governor to maintain the engine speed at varying load
within +3% of the rated speed. The engine shall be complete with standard accessories and
protective devices including the following:-

Pilot Lamp
Failure Indicator

5. ALTERNATOR
The 1500 KVA Alternator shall be exciting brush less, copper wound, self regulating with
Screen Protected enclosure suitable for feeding 415V,3phase, 4 Wire, 50Hz AC system
with neutral point brought out. The alternator shall conform to BS:- 2613/IS: 4722 and
winding shall conform to class -B insulation. Voltage regulation shall be +/-5% of the
voltage under varying load. Permissible overload shall be of 10% for one hour in12hours
operation. The alternators have permanent lubricated, sealed bearing.
A. GENERAL
Auto main failure unit shall be capable of starting the Diesel Generating set in the event
of main power supply failure or low voltage below the specified value.
The DG set shall start automatically on full load current within 10 seconds of the supply
failure and on restoration of the main supply shall stop within 3 minutes after the
changeover of supply has taken place in Main LT Panel. The control cables required for
the wiring between DG set and AMF Panel shall be in the contractor’s scope of work
under schedule of rates.
B. CONSTRUCTION FEATURES
The AMF Panel shall be totally enclosed made of mild steel of at least 14/16 SWG
CRCA sheet, free standing floor mounted type and totally enclosed type. The cubical
shall have proper powder coating of 40 microns of approved colour to give long lasting
finish. Wiring circuit diagram of the AMF panel should be affixed inside the cubical so
that when front hinged panel is removed it is clearly visible. All the switchgears, control
devices, push buttons, indication lamps should be clearly labeled to indicate their
operation. The wiring connection in the control panel shall be ferruled.
The following control device and equipments shall be suitably housed in the cubical.

The Tenderer will submit the detailed drawing/circuit diagram of AMF Panel indicating
therein size of the cubical prior to manufacturing.
D. ARRANGEMENT
The engine shall be directly coupled to the alternator through flexible coupling and both the
units including the radiator/heat exchanger shall be mounted on a rigid fabricated bed plate.

E. TESTS
The generating sets shall be tested at the makers works by nominated representative for
NR for:
iii) Proper operating of protective devices provided for safety of the generating set and AMF
panel.
G. ACOUSTIC ENCLOSURE
The acoustic enclosure shall be mad of 14/6 SWG CRCA sheet.
The Enclosure shall be made of modular construction with the provision to
assemble and dismantle easily at site.
The sheet metal components shall be hot dip pre treated before powder coating.
The enclosure shall be powder coated (inside as well as outside) with a special pure
polyester base powder. All nut and bolts/external hardware shall be made from
stainless steel.
1. SCOPE
This specification covers, Supplying, laying, testing and commissioning of LT U/G cable
1X630 Sq.mm XLPE insulated, PVC sheathed 1100 Volt grade armoured aluminium
conductor cable in the trench 0.8 Mts deep with supply and laying of GI wire 8 SWG along
the entire length of cable including supply and providing bed of soft sand 75 mm below the
cable and 75 mm .
ii. The cable shall be laid in conformity to IS 1255/1984 (Latest Version) from L.T.
Switch board to AMF control panel, AMF control panel to DG set & L.T. Switch
board. The Tenderer will submit the detailed drawing of Connection.
1. SCOPE
This specification covers design, manufacture, testing, supply, installation and
commissioning of 17 Panel LT Switch Board of low voltage switchgear panels suitable to
operate on 433volts, 50 cycles, and three phases 4-wire system comprising with :(i)
Incoming ACB 2500 A, 4 pole with micro processor release (MDO type) (minimum 65KA
B/C) (lcs = lcu = lcw) - 03. Nos. (ii) Bus Coupler 2500A ACB 4 Pole fixed type manually
operated (Without CTs & PTs)-2Nos (iii) O/G 400A 4 Pole MCCB Pole 35 KA B/C = 4 Nos
(iv) O/G 250A 4 Pole MCCB Pole 35 KA B/C = 4 Nos (v) O/G 125A 4 Pole MCCB Pole 25
KA B/C = 2 No to be provided with LT system in sub-station at budgam .
2. ENVIRONMENTAL CONDITIONS:
The equipment shall be suitable for the following environmental sub-zero temperature
weather conditions in J & K state, as given below:
Air Circuit Breaker shall be with Microprocessor adjustable overload release with
communication port. Current Breaking Capacity (Ics = Icw) of ACB shall be 55KAmps shall
be suitable to operate on 433V 50Hz, 3-phase supply. The breaker shall be continuously
rated for specified current ratings to operate at a height of 1600m above MSL. ACB shall be
electrically operated and draw out type in construction as specified in schedule of rates.
ACB shall meet necessary specification as per IS:13947-2. ACB shall be suitable to protect
against Overhead, short circuit and Earth faults. ACB of Northern Railway approved make
shall be used. For LT panel in SS-03, the Air Circuit Breaker size shall be limited to 450mm
width and accordingly the width of the one ACB compartment in the Main LT panel shall not
exceed 550mm.
ON LOAD CHANGEOVER:
The challenger shall be of digital type suitable for mounting in LV panel. The changeover
shall have high mechanical life and shall provision for padlocking and shall confirm to IS:
13947-3. This shall be of approved makes.
METERS:
Meters shall be of Digital type suitable for measurement of voltage, Amperes, Frequency,
Power factor. Suitable to operate on current range of 0-5 Amps and voltage of 230V AC.
Indicators shall be of LED type suitable to operate button shall be of approved makes.
The cubical distribution would be fabricated from specially selected smooth finished 2mm
Thick CRCA sheet. The design of this panel would be arranged free standing type on floor
dust & vermin proof. This would have sufficient structural reinforcement to provide rigidly
during transportation and installation etc and also ensure a flat level surface. The opening
of doors would be locked by threaded knobs. The LT panel shall of IP 52 Construction with
SURFACES:
The panel would be duly phospatised and powder coated. All the Corners shall be properly
grinded to give round corners.
PANEL WIRING:
The panel wiring would be carried out with single core, super flexible colored PVC
insulation of 660 volts grade copper wire as per IS: 694/1997 the standard size of wire
should be 2.5 sq mm. for CT circuit 1.5 sq mm. For PT and other circuits, wire should be
terminated with Dowell’s solders less coppers ring lounge /fork cable lugs. The size of cable
lugs should be suited to the size of the wire terminated. Cable lugs would be provided with
insulated sleeves to reduce the possibility of short circuits. The panel wire would be
bunched together and bound to wiring strips provided inside the panel. Should be neatly
arranged and connected to equipments terminal and terminal block with easy accessibility.
Control wiring shall be suitably rated MCBs of minimum breaking capacity of 10KA wiring
shall be of approved makes of cables.
The panel boards should be suitable for cable entry (PVC sheathed cable of 1.1 KV
minimum conductors) from bottom would be provided in the base frame to make the entry
dust flight. Detachable gland plate of sufficient thickness should be provided on the top of
the base fixing the cables. Cable glands shall of Dowell’s/Comet makes.
BUS BARS:
The bus bars shall be Aluminum and shall be suitable for carrying the rated current
continuously. The bus bar chamber should be so designed to allow easy interchange ability
of switch gear etc. All bus PBC colour coded sleeves/PVC non adhesive taps. The bus bars
would be supported by non-hygroscopic insulation material with high bus bars coupling
insulators used for connecting up the bus bar of the adjacent section of bus bar are of
bolted type.
APPROVED MAKES:
All the switch gear items, accessories, induction lights and instrumentation, wires, etc shall
be used from approved makes of CEE/NR list of December, 2007. Any deviation, if
required, prior approval shall be obtained from CEE/USBRL Project, Northern Railway.
All manufacturer/supplier will submit the detail design calculations and Engineering drawing
for approval of Northern Railway before taking up the manufacturer of the panels, with
wiring diagram and layouts. Manufacturer of the LT panel shall be approved by Northern
Railways.
MAKE OF EQUIPMENTS/INSTRUMENTS:
All the equipments used for projection panels shall be fire retardant including wiring etc.
The switch gear/instruments shall be used from the approved make list of CEE, Northern
Railway. Whenever these equipments/instruments are not appearing in approved list, the
same shall be got approved in advance from Northern Railway.
INSPECTION:
WARRANTY:
The equipments system shall be guaranteed against manufacturing defects and for its
smooth functioning for a period of minimum 2 years from date of supply and 18 months
from date of commissioning whichever is earlier.
INSTALLATION:
NOTE:
i) All Incoming and Outgoing MCCB provided as per detail given in BOQ.
ii) All Incoming and Outgoing cable should be suitably earthed with cable
glands.
General arrangement and wiring drawings shall be got approved by the
successful tenderer before manufacturing the board.

6. Knife type HRC fuses with base of suitable capacity should be provided for backup

9. TPN Copper bus bar of 400A capacity fitted on insulators and PVC sleeves colour
coded provided.
11. Inter connection of capacitor duty contactors to bus bars has to be done with suitable
size PVC copper conductor cable of 1.1 KV grade with suitable lugs. For control
wiring of relay, meters, equipments and indicating light etc. has to be done with lugs
wherever required. Inter connection from 630 A. MCCB has to be made with suitable
size copper bus bars as required. If any other item is required to complete the work
that shall be supplied within quoted rates only.
NOTE: General arrangement and wiring drawings shall be got approved by the
successful tenderer before manufacturing the board.
