Stationary Sources

▪ Exempted Fuel Burning and Non-Fuel Burning Equipment emit negligible air pollutants defined
under Section 5-A of RA 8749 and Section 1 Rule 6 of DAO 2000-81 and will not cause harmful,
detrimental, or injurious to human health and safety & will not adversely affect commercial,
industrial and other purposes.

INDUSTRIAL FACILITIES RELATING TO AIR QUALITY
EMB MC 2016-008
Clarification on MC 2007-003 for existing sources which do
not require stack testing for permitting purposes:

a) Boilers rated equal and less than 50 HP;


b) Diesel generator set equal to and less than 300 kW; and
c) Other sources that has the potential to emit equal to and
less than 10 tons/year of any regulated air pollutant under
RA 8749 and DAO 2000-81.

Application through OPMS
Step 3: Sign in to your OPMS account
and link your CRS registration
Step 4: Click on the Permit to Operate navigation.
Step 5: Click on the Add Transaction
button.
Step 6: Fill in all the necessary fields.
Step 7: Once done, click on the Proceed button
Step 8: Click the Add button. Fill in all the necessary fields and click the Save button.
Step 9: Once done, click on the Proceed button
Step 10: Click on the Proceed button (if emission testing is not required) until Step 5
Step 11: Download application form and notarize the form. Then, click on the Proceed button.
Step 12: Scroll down to view and upload the requirements to be uploaded.
Step 13: Click the Add files button and select the file to be uploaded.
Step 14: Select the requirement for which the uploaded file is for.
Step 15: Then, click the Upload button. Repeat for all of the requirements.
Step 16: Click the Finalize Application button.
Step 17: Read and understand the Terms and Conditions. Agree to the Terms and Conditions and
certification. Then, click the Submit button.
Step 18: Wait for a notification from EMB for further action.
