other purposes.

• The mandate of the Environmental Management Bureau (EMB) in

implementing the Clean Air Act
• Prevention and control of stationary sources of air pollution
(industrial air pollution control)

Air Pollution
• Pollution is the introduction of
harmful materials into the
environment. These harmful
materials are called pollutants.
• Air pollution is the presence of
toxic chemicals or compounds
(including those of biological
origin) in the air, at levels that
pose a health risk.
• The release of pollutants such
as gases, particles, biological
molecules, etc. into the air that
is harmful to human health and
the environment.
Sources
• Anthropogenic: Most air pollution
is created by people, taking the
form of emissions from factories,
cars, planes, or aerosol cans
• Natural: smoke from wildfires or
ash from volcanoes, occur naturally
Classification of
Sources
• Stationary - such as power plants, oil
refineries, industrial facilities, and factories.
• Mobile - such as cars, buses, planes,
trucks, and trains.
• Area – such as agricultural areas, cities,
and wood burning fireplaces.
Effects On Humans and Environment
• Pollutants damage the quality of air, water, and land.
• Diseases – Air pollution has resulted in several
respiratory disorders and heart diseases among
humans. Many people die every year due to the direct
or indirect effects of air pollution.
• Acid Rain – the burning of fossil fuels releases harmful
gases such as nitrogen oxides and sulfur oxides in the
air. The water droplets combine with these pollutants,
become acidic and fall as acid rain which damages
human, animal, and plant life.
• Like people, animals and plants, entire ecosystems can
suffer effects from air pollution. Birth defects, diseases,
and lower reproductive rates have all been attributed to
air pollution.
Stationary Sources
➢ Emissions come from fuel combustion, production
process or both.
➢ Fuel-related emissions are generated by boilers, gen
sets, kilns and furnaces used in manufacturing activities,
and in electricity generation. Fuel used include coal,
bunker oil fuel, and fuelwood or bagasse.
➢ Process emissions depend on the inputs and processes
involved in production.
➢ Pollutants include PM, NOx, SOx, VOC, CO and other
toxic pollutants.

▪ Exempted Fuel Burning and Non-Fuel Burning Equipment emit negligible air pollutants defined
under Section 5-A of RA 8749 and Section 1 Rule 6 of DAO 2000-81 and will not cause harmful,
detrimental, or injurious to human health and safety & will not adversely affect commercial,
industrial and other purposes.

Clarification on MC 2007-003 for existing sources which do
not require stack testing for permitting purposes:

a) Boilers rated equal and less than 50 HP;

Step 3: Sign in to your OPMS account
and link your CRS registration
Step 4: Click on the Permit to Operate navigation.
Step 5: Click on the Add Transaction
button.
Step 6: Fill in all the necessary fields.
Step 7: Once done, click on the Proceed button
Step 8: Click the Add button. Fill in all the necessary fields and click the Save button.
Step 9: Once done, click on the Proceed button
Step 10: Click on the Proceed button (if emission testing is not required) until Step 5
Step 11: Download application form and notarize the form. Then, click on the Proceed button.
Step 12: Scroll down to view and upload the requirements to be uploaded.
Step 13: Click the Add files button and select the file to be uploaded.
Step 14: Select the requirement for which the uploaded file is for.
Step 15: Then, click the Upload button. Repeat for all of the requirements.
Step 16: Click the Finalize Application button.
Step 17: Read and understand the Terms and Conditions. Agree to the Terms and Conditions and
certification. Then, click the Submit button.
Step 18: Wait for a notification from EMB for further action.
