SUBJECT ADDENDUM TO THE PROVISIONS OF DILG MEMORANDUM


CIRCULAR NO. 2020-112: GUIDELINES ON THE MANILA
BAYANI AWARDS AND INCENTIVES (MBAI)

1. Background

1.1. This Department issued Memorandum Circular No. 2020-112 on August


26, 2020, with the subject: "GUIDELINES ON THE MANILA BAYANI
AWARDS AND INCENTIVES” (MBAI), establishing a mechanism to
recognize exemplary performance of Local Government Units (LGU)
relative to their responsibilities under the Manila Bay Clean-up,
Rehabilitation, and Preservation Program ( MBCRPP)

2. Purpose

2.1. This policy is issued to provide an addendum to the provisions of DILG


MC No. 2020-112, specifically on the identification of LGUs as Hall of
Famers under the MBAI.

3. Scope/Coverage and Funding

3.1. This policy shall cover the 187 Cities, and Municipalities covered by the
MBCRPP within the National Capital Region (NCR ), Region III, and
Region IV-A:

3.2. The funding for the entirely of the Manila BAYani Awards and Incentives
shall come from the existing MBCRPP fund.

4. Policy Guidelines

4.1. On the Identification of MBAI Hall of Famer

4.1.1. LGUs that have been ranked as 1st placer based on the results of
the National Interagency Committee (NIAC) National Validation
under the MBAI for three (3) assessment periods shall be identified
as an MBAI Hall of Famer (HOF).

4.1.2. The coverage of the identification of MBAI HOF shall be from the
2019 MBAI National Validation.

4.2. On the Provision of Cash Incentive

4.2.1. A cash incentive amounting to One Million Pesos (Php


1,000, 000.00) will be awarded to LGUs that have been identified as
MBAI HOF. Said incentive shall be released provided that the LGU
shall first meet the criteria cited in Item 5.3. 1.2 of MC No. 2020-112
on the immediately preceding year following the LGUs ' conferment
with the MBAI HOF award. Cash incentive shall not be released if the
LGU fails to meet the aforementioned condition.

4.2.2. The cash incentive shall be utilized for the LGUs’ implementation of
programs, projects, and activities (PPAs ) that contribute to the
fulfillment of its mandate under the MBCRPP.

4.2.3. The MBAI HOF shall also be conferred with a special citation award
during the MBAI Awarding Ceremony.

4.3. On LGU’s Participation to the National Validation on the

4.3.1. The LGU shall continue to be assessed under the MBAI, however,
upon qualifying for the award under 4.2.1, the LGU shall not be
considered in the determination of both Regional/National Top
Performing LGUs under the MBAI for the assessment year.

5. Effectivity

This Memorandum Circular shall take effect immediately.
