Title of the Activity: 17th PHALGA Annual National Conference

Exclusive Dates and Venue: May 24-27, 2022 at Paradise Garden Resort and Convention Center,
Boracay Island, Malay, Aklan

Brief Description: A 4-day convention cum seminar was conducted which is an annual event designed
to keep the Local Government Accountants (LGAs) abreast of the latest updates from various National
Government Agencies whose policies directly affect the functions of LGAs. Annual National
Conferences are conducted to convene LGAs for the following objectives:

1) Update the LGAs of the recent updates from DBM, COA, DILG and GPPB to aid them in their
functions in their respective LGUs;
2) To convene members of the Philippine Association of Local Government Accountants through a
General Assembly to consolidate concerns of the LGAS that the association may collectively
lobby;
3) To provide motivational sessions to LGAs, other than the technical sessions to improve their
mental and psychological health;
4) To enable the PHALGA members who are also Certified Public Accountants to earn the
required Continuing Professional Development (CPD) for the renewal of PRC license;

Knowledge Lessons Learned: The 4-day session was a productive learning experience for both
technical and non-technical sessions. Issues that were plaguing the LGAs were addressed.

a. Inspirational/ Motivational Session – LGAs learned to appreciate the different life experiences
that led to achieving their dreams and goals in life.
b. DBM Updates – by Director John Aries S. Macaspac, Local Government and Regional
Coordination Bureau, Department of Budget and Management – we learned about FY 2023
NTA Shares of LGUs and FY 2023 Local Budget Preparation; Updating of PFM Manuals and
FY 2022 Local Government Support Fund Components
c. COA Updates – by Mr. Joselito Caballero, DREM,MBM,RVC,MIPREA, Senior Technical
Audit Specialist, COA – we learned the tedious processes of One-time Cleansing of PPE
Accounts
under COA Circular-2020-006; and the Property and Supply Management System (Disposal and
Appraisal of Government Properties)
d. DILG Updates – the esteemed Atty. Odilon Pasaraba, Assistant Secretary of DILG discussed on
incentivizing good governance including the processes on SGLG Assessment for FY 2022
e. Updates on RA 9184 by Atty. Dennis Santiago, Executive Director V of the Government
Procurement Policy Board - Technical Support Office (GPPB-TSO) discussed the recent policy
updates on the Implementing Rules and Procedures of RA 9184 and how the IRR addressed the
policies needed in times of the pandemic.
