This module was designed to identify and discuss some international rules and
research forms. The objective of this module is to give primary knowledge about some
international rules and research forms that will be used in conducting a formal
research study/project. The terms and words used are within the levels of the users.

This specific module will help you distinguish different research forms
(SSP_RS8-RPS-Ib-4) and recognize international standard and rules in the conduct of
research (SSP_RS8-RPS-Ib-c-5).

After going through this module, the learners are specifically expected to:
1. understand the importance of highest ethical standards
2. classify some international standards and rules in the conduct of research
3. familiarize and distinguish between the different research forms

Classification of International Rules

In conducting a formal scientific research, students should know and follow


some international rules and standards. These rules highly technical and difficult to
remember. Though complicated and numerous, these rules can be classified by the
general areas of their application. Some of the classification are as follows:

- Human Participants Rules

- Vertebrate Animals Rules

- Potentially Hazardous Biological Agents (PHBA) Rules

- Hazardous Chemicals, Activities or Devices Rules

Ethical Standards
Elaborating and enumerating the international rules would be a difficult task.
However, we only need to focus on the general objectives of these rules. They are made
to uphold moral aspects. No matter how technical and complicated the international
rules are, they are assured to comply with the highest ethical standards.

Ethics Statement

Student researchers, as well as adults who have a role in their projects, are
expected to maintain the highest ethical standards. These standards include, but are
not limited to:

1. Integrity

Honesty, objectivity, and avoidance of conflicts of interest are expected during


every phase of the project. The project should reflect independent research done by
the student(s) and be free of fraudulent data and/or plagiarism and represent only
one year’s work.

2. Legality

Compliance with all federal, state, and local laws and regulations is essential.
All projects must be approved by a legal scientific institution that is recognized
locally and nationally. Native, genetically altered, and/or invasive species, (e.g.
insects, plants, invertebrates, vertebrates), pathogens, toxic chemicals or foreign
substances reintroduced into the environment is prohibited. It is recommended
that students reference their local, state, or national laws and regulations.

3. Respect for Confidentiality and Intellectual Property

Confidential communications, as well as patents, copyrights, and other forms of


intellectual property must be honored. Unpublished data, methods, or results may
not be used without permission, and credit must be given for all contributions to
the research.

4. Stewardship of the Environment

It is the responsibility of the researcher and


the adults involved to protect the environment
from harm. Introduction or disposal of native,
genetically altered, and/or invasive species,
(e.g. insects, plants, invertebrates, vertebrates),
pathogens, toxic chemicals or foreign
substances into the environment is prohibited.
It is recommended that students reference
their local, state, or national regulations and
quarantine lists.

6. Animal Care

Proper care and respect must be given


to vertebrate animals. The use of non-
animal research methods and alternatives
to animal research are strongly encouraged
and must be explored before conducting a
vertebrate animal project. The guiding
principles for the use of animals in
research includes the following Four R’s:

7. Human Participant Protection

The highest priority is the health and well-being of the student researcher(s)
and human participants.

8. Ethics on Potentially Hazardous Biological Agents (PHBA)

It is the responsibility of the student and adults involved in the project to


conduct and document a risk assessment, and to safely handle and dispose of
organisms and materials.

Research Forms

International rules and guidelines include the


forms necessary to document adherence to the
rules. These forms constitute written documentation of
what will occur, or in some cases, has already occurred,
in a research project. They are designed to provide the
information that is needed to review the project to ensure
compliance with the rules and with laws and regulations
that apply to the project. These forms are usually used in “Science & Engineering Lesson

Checklist for Adult Sponsor (1)
- This form asks for basic information about the Adult Sponsor. It should be
completed by the Adult Sponsor in collaboration with the student
researcher(s). This form is required for all projects.

Student Checklist (1A)


- Student Checklist (1A) asks for detailed information about the researchers.
It also asks for an abstract for all projects after experimentation and is
usually attached to a completed Research Plan/Summary of Instructions.
This form is required for all projects.

Research Plan/Project Summary Instructions


- This document includes the rationale, research questions, procedures, data
analysis and others. It also contains some subject-specific guidelines that
are applied in the research project. This document is usually attached to the
Student Checklist (1A).

Approval Form (1B)


- Approval Form (1B) confirms that parents or guardians of the researcher(s)
understand the risks and possible dangers involved in the Research
Plan/Project Summary. This form is to be filled out by the students,
parents, and completed by a local Scientific Review Committee. It is required
for each student, including all team members.

Regulated Research Institutional/Industrial Setting Form (1C)


- This form must be completed after experimentation by the adult supervising
the student research conducted in a Regulated Research Institution,
industrial setting, or any work site other than home, school, or field.

Qualified Scientist Form (2)
- Qualified Scientist Form (2) may be required for research involving human
participants, vertebrate animals, potentially hazardous biological agents,
and hazardous substances and devices. This form confirms that a Qualified
Scientist reviewed and approved the Research Plan/ Project Summary prior
to the start of the experimentation. It must be completed and signed by a
Qualified Scientist/Designated Supervisor.

Risk Assessment Form (3)


- Risk Assessment Form (3) asks for the list of all hazardous chemicals,
microorganisms, or devices that will be used in the research project. It also
identifies the risks and hazards involved in the process. This form must be
completed by the student researcher (in collaboration with Qualified
Scientist/Designated Supervisor) before experimentation.

Human Participant Form (4)


- Human Participant Form (4) is required for all research involving human
participants not at a Regulated Research Institution. If at a Regulated
Research Institution, researchers should use institutional approval forms for
documentation of prior review and approval.

Human Informed Consent Form


- This form is used to provide information about the research participant (or
parent/guardian) and to document written informed consent, minor assent,
and/or parental permission.

Vertebrate Animal Form (5A)


- Vertebrate Animal Form (5A) is required for all research involving vertebrate
animals that is conducted in a school/home/field research site. It asks for
some specific information such as the common name of animals and
number of animals used in the research project. It is to be completed by
local Scientific Review Committee.

Vertebrate Animal Form (5B)


- Vertebrate Animal Form (5B) is required for all research involving vertebrate
animals that is conducted at a Regulated Research Institution. It asks for
some specific information such as the species of animals used, number of
animals used, procedures that involving the animals, and may others. It is
completed by a Qualified Scientist / Principal Investigator.

Potentially Hazardous Biological Agent Risk Assessment Form (6A)


- This form is required for research involving microorganisms, rDNA,
fresh/frozen tissue, blood, blood products and body fluids. It identifies all
potentially hazardous biological agents to be used in this experiment and
describes their method of disposal. This form is to be filled out by a
Qualified Scientist / Designated Supervisor in collaboration with the student
researcher(s) and completed by a local Scientific Review Committee.

Human and Vertebrate Animal Tissue Form (6B)


- This form is required for research involving fresh/frozen tissue (including
primary cell lines, human and other primate established cell lines and tissue
cultures), blood, blood products and body fluids. This form also identifies

vertebrate animal tissue will be used in this study. It is to be completed by
the Qualified Scientist / Designated Supervisor.

Continuation/Research Progression Projects Form (7)


- Continuation/Research Progression Projects Form (7) is required for projects
that are a continuation/progression in the same field of study as a previous
project. It identifies all components of the current project that make it new
and different from previous research. This form must also be accompanied
by the previous year’s abstract and Research Plan/Project Summary. This
should be completed by Student Researcher.

Below are specific international rules that we should follow as we conduct a


formal research project/study. Under which classification do you think each of

1. Livestock or fish raised for food using standard agricultural/ aqua


cultural production practices may be euthanized by a qualified adult for
carcass evaluation.
2. Student researchers may not publish or display information in a report
that identifies the participants directly or through identifiers linked to
the participants (including photographs) without the written consent of
the participants.
3. Propagation of recombinants containing DNA coding for human, plant, or
animal toxins is prohibited.
4. Student researchers must acquire and use regulated substances in
