1 Scope

This Saudi Aramco Engineering Procedure (SAEP) defines the methodology and
responsibilities for the execution of Process Automation System (PAS) projects
utilizing the Main Automation Contractor (MAC) concept.

This procedure is applicable to all Saudi Aramco capital projects which include Process
Automation Systems.

2 Conflicts and Deviations

Any conflict between this document and other Applicable Mandatory Saudi Aramco
Engineering Requirements (MSAERs) shall be addressed in writing to the EK&RD
Coordinator.

Any deviation from the requirements herein shall follow internal company procedure
SAEP-302, waiver of a Mandatory Saudi Aramco Engineering Requirements.

RMPS Rotating Machinery Protection System

4.2 Terms

Commercial Off The Shelf: All personal computers, monitors, printers,


peripherals, Ethernet switches and other commercial off-the-shelf (COTS)
equipment provided by the vendor as part of its approved PA system.

Main Automation Contractor: A highly qualified, large projects experienced,


and well-resourced control systems contractor assigned to engineer,
supply/procure and manage Process Automation Solutions and associated
instrumentation for all project process areas and facilities.

Process Automation System: A network of computer-based or microprocessor-


based electronic equipment whose primary purpose is process automation.
The functions may include process measurement, control, safety, data acquisition,
advanced control and optimization, historical archiving, and decision support.
Examples of PA solutions are either standalone or integrated systems such as
DCS, SCADA, TMS, DSS, ESD, and PLC-based systems. PA solutions may
include software applications and tools to meet functional requirements.

Project Types:

Expansion:
a) Units: Adding process unit(s) within an existing operating facility
b) Equipment: Adding additional process equipment within an
existing operating facility

Grass Root: A totally new operating facility

Total Replacement: Replacing an existing PA system with a totally new


system from the same vendor or others.

Upgrade: Upgrading an existing PA system (total/partial) to a newer


system by the same vendor.

5 Instructions

5.1 Applicability

5.1.1 MAC shall apply to all Saudi Aramco capital projects involving Process
Automation Systems.

5.1.2 MAC should be pre-selected by SAPMT with the MAC scope clearly
defined and rolled directly under the LSTK contractor(s).

5.1.3 In Projects with multiple LSTK contractors, MAC should be pre-selected


by SAPMT with the MAC scope clearly defined and rolled directly
under the LSTK contract. Each LSTK scope shall cover the PA scope
specific to its area. One LSTK contractor shall have the overall
responsibility for PA system integration.
Commentary Note:

SAPMT may elect to contract directly with a MAC for project types limited
to PA equipment expansion, upgrade, total replacement and
modernization if it has been determined that an LSTK contractor is not
deemed necessary.

5.1.4 MAC shall be the single point responsible body for the overall PA system
scope including integration, rationalization, and standardization.

5.2 MAC Execution Methodology

5.2.1 PA project execution shall follow current Saudi Aramco procedures


SAEP-14 and SAEP-16.

5.2.2 SAPMT shall generate a MAC bid package during project proposal /
FEL-3.

5.2.3 The MAC bid package shall include the following as a minimum:
a) PAS Functional Specification Documents (FSD) and preliminary
project Scope of Work as detailed in SAEP-1610. The scope of
work includes the following:
1. PA equipment listed in Appendix A.
2. PA engineering services listed in Appendix B.
3. Construction services specified in Appendix C.
4. Operation services specified in Appendix D.
b) Project Schedule
c) Instructions to Bidders
d) Purchase Order Terms & Conditions

5.2.4 MAC bid slate and execution plan shall be developed and submitted for
approval in parallel with the development of the MAC bid package.

5.2.5 MAC selection shall be based on a technical and commercial bid


evaluation. Refer to SAEP-1622 for details on technical bid evaluation
procedures.

5.3 MAC Scope during Project Proposal / FEL-3

5.3.1 Selected MAC should be contracted by SAPMT on a time unit rate basis
to provide PA specific technical support during Project Proposal
development.

5.3.2 MAC scope during PP / FEL-3 / Beneficial Engineering shall include the
following as a minimum:
a) Updated FSD / PCS Scope of Work documents.
b) System Architecture Drawings.
c) Typical Cabinet layout drawings.
d) PIB/CCR layout showing PAS cabinet locations.
e) Third Party Interface/Integration.
f) Security and Network administration architecture.
g) Report of potential cost savings / new technologies to be considered
for the project.
h) Detailed report of the scope changes from the MAC agreement
scope with cost impact / summary.
i) Database format for transfer of data between MAC, third party.
equipment suppliers, major packaged equipment vendors, and LSTK
contractor(s) based on INtools (or equivalent) software package.
j) Project management and execution plan identifying locations,
organization structure and manpower requirements for all projects
phases.
k) Matrix of roles and responsibilities and communications protocols
between MAC, LSTK contractor(s), and Saudi Aramco. MAC shall
validate and confirm requirements for the system/sub systems
design and estimates based on the approved FEL-3 / Project
Proposal drawings and documents.

5.3.3 All required deliverables such as 5.3.2 shall be included in the MAC
agreement package.

5.4 MAC/LSTK Scope Validation

LSTK shall verify the Process Automation scope under his responsibility.
Identified changes and clarifications shall be discussed and resolved by SAPMT,
MAC, and LSTK contractor(s). Based on the validation process, changes
affecting MAC and LSTK scopes shall be adjusted accordingly.

5.5 MAC Scope during Detail Design

The following activities shall be included during detail design:


a) LSTK contractor(s) shall establish formal coordination between the MAC
and major packaged equipment vendors to ensure that supplied instruments
and control systems are compatible with the MAC system for overall PA
solution and integration. This is essential in cases where major packaged
equipment is purchased independently by LSTK contractor(s).
b) Selected MAC shall be part of the LSTK(s) team early during detail design
phase to provide engineering to complete detailed design per the approved
project schedule. Refer to Appendix B.
c) MAC shall establish formal communication links with 3rd party subsystem
vendors to ensure that numerous system interfaces are correctly implemented.
d) MAC shall establish proper documentation management control for all
equipment under his scope of responsibility, including 3rd party equipment
to ensure completeness, latest revision level, and formal turnover to Saudi
Aramco.
e) LSTK contractor(s) is typically responsible for engineering and
procurement of all instruments, control valves and other field equipment.
f) Clear responsibilities shall be defined during MAC execution between
MAC, LSKT contractor(s), and Third Party Vendors. Refer to Appendix E.

5.6 Selected MAC shall provide on-site assistance to LSTK(s) as defined in


Appendix C.

6 Responsibilities

6.1 Saudi Aramco Project Management Team

d) Identifying MAC scope changes to DBSP and initiating Scope Change
Request (SCDR) from approved DBSP in accordance with SAEP-14.

MAC Scope Boundaries (Construction Services)

Following construction services shall be selected to be included in the MAC scope.


Selection of these services shall be adjusted to meet the project specific requirements.
Commentary Notes:

Construction services outside the boundary of this appendix and not directly related to
Process Automation Systems (i.e., building construction, etc.) should be obtained via
applicable company contracting procedures.

Construction Services" that fall outside the guidelines contained in Supply Chain
Management Manual Procedures CU02.02 Requesting Services ("Requesting Installation
Services with Material") and CU02.03 Requesting Services ("Requesting Incidental
Service Visits to Saudi Arabia") shall be obtained via applicable company contracting
procedures

1. Installation Supervision for the following:


a. Field Fiber Optic cables Installation.
b. Cabinet installation and power-up, including system, marshalling and
network / server cabinets.
c. System grounding installation.
