INTRODUCTION
Currently the communication
models applied by local authority in
Aceh province in promoting the
policies of Islamic sharia
dominantly using a structuralism
perspective and synchronized by
the theory of Lilleker. (Lilleker,
2006) On the other hand, (Blumler,
2015) assumed that theories of
political communication that
leading scholars produced before
and after the advent of media
abundance, digital communication,

the majority of Aceh's population is
Muslim, the rules formulated in the
form of Islamic Sharia Qanun
cannot be separated from social
interaction with non-Muslims as a
minority community. (Helmi &
Fadhlullah, 2020). (Misran, 2017)

Implementation of Islamic shari'ah in
Aceh is identified as the historical-
sociological value. This provision is
developed based on the reaction of
the Acehnese people who expect the
rules of shari'ah are born through the
Qanun. The principles of sharia
codified in the qanuns of Aceh are
grounded on the Qurʾān and the
Sunna. The formalization of the
sharia into the qanuns has gone
through democracy and complies
with the Indonesian law (Rani et al.,
2020). This statements supported by
the views from (Melayu et al., 2021)
mentions the implementation of
Islamic sharia. It was affected by
some issues as the legal politics of
the Aceh Government are not serious
in implementing and many Acehnese
people who do not fully understand
the contents. (Buehler & Muhtada,
2016) states shari'a regulations in
Indonesia diffused unevenly across
space and time. Explanations put
forward in the literature on the
diffusion of morality policies in other
countries such as geographic
proximity, institutions,
intergovernmental relations and
economic conditions did not explain
the patterns in the diffusion of shari'a
regulations in Indonesia well.
Instead, shari'a regulations in
Indonesia were most likely to spread
across jurisdictions where local
Islamist groups situated outside the
party system had an established
presence. In the Aceh’s context, the
sharia implementation in Aceh has
been sufficiently supported by sharia
institutions (MPU and Sharia Office),
religious figures, community, and
available punishment execution for
the violators. However, some aspects
need to be improved, especially
those that are related to the role of
other law enforcers such as police,
prosecutors, and judges; and
sustainable socialization. (Suma et
al., 2020) (Agustiansyah, 2018)

Islamic law in the Southeast Aceh
region is still stagnating. The
Wilayatul Hisbah still faces various
obstacles in enforcing Islamic law
especially related to institutional

worsened by the absence of legal
awareness of the community in

technologies, and leverages existing
data of various forms (such as
documents containing legislation
and directives, structured data from
government agencies’ operational
systems, social media data, etc.), in
order to develop a new digital
channel of communication between
citizens and government. Making
use of appropriately structured and
semantically annotated data, this
channel enables ‘richer’ and more
expressive interaction of citizens
with government in everyday
language, facilitating and advancing
both information seeking and
conducting of transactions
(Androutsopoulou et al., 2019).
(Dunan, 2020) stresses social media
are changing the way government
public relations communicate and
do their duty. After the enactment
of a presidential decree number 9 of
2015, government agencies have
been using social media as one of
their communication channels.
Digital transformation of
communication channels consists in
the collection and processing of
digital data, which will be most
productive in web environment so
the web communication channels
are still having great prospects for
development of interaction with
citizens. (Shevtsova &
Dneprovskaya, 2021).
2. Types of Government
Communication Channel

follower on Facebook page, there

important. The affective and
symbolic nature of social media but
also point to higher levels of
interaction to instances where
governments themselves engage in
dialogue with citizens and
proponents of government
communication as they complicate
the notion that social network sites
can be a generative source of
rational critical thought and
deliberative conversations (DePaula
& Dincelli, 2018). (Mishaal & Abu-
Shanab, 2017) describes using
multimedia with different types
lead to more communication from
the stakeholders compared with
posts that didn't use it. Such
richness in media improved the
communication intensity and lead
to communication success. The
second major contribution of this
study is to build the TPCC index for
measuring communication success.
Such composite index is an
integrated measure from four major
indices; transparency, participation,
collaboration, and comfort.(Sanina
et al., 2017) argues that Government
organizations need to select the
proper composition of various
communication channels to achieve
the most efficient results. On the
other hand, (Wu, 2017) clarifies
many municipal governments adopt
to maintain citizen relationship
management and the capacity for
government service delivery and
various types of governmental
information and communication
technologies (ICTs), especially when
the innovative technology has just
been adopted.(Bonsón et al., 2019)
explains a significant relationship
between the population of a
municipality and its citizen's
engagement, and there is a
significant negative relationship
between audience and engagement
and between activity and
engagement. (Li, 2020) states
various communication strategies
and their influences on citizens and
implications for public policies and
programs, develops a conceptual
framework, and proposes a research
agenda for future studies.
3. Communication Government
Strategies
Effective communication strategy is
a two-way process that involves
clear messages, delivered via
appropriate platforms, tailored for
diverse audiences, and shared by
trusted people. Ultimately, the long-
term success depends on developing
and maintaining public trust.
