มาตรฐาน FSC (Forest Stewardship Council) มาตรฐานของญี่ปุ่น

กาหนดให้ผลิตภัณฑ์จากไม้ ต้องมีใบรับรองมาตรฐาน FSC แสดงแหล่งที่มาของ
ไม้ว่าเป็นไม้ที่ถูกต้องตามกฎหมาย ไม่ได้มาจากการบุกรุกทาลายป่า หรือทาลายสิ่งแวดล้อม
2 . PEFC (Program for the Endorsement of Forest Certification) เป็ น อ ง ค์ ก ร ร ะ ดั บ
นานาชาติที่ไม่หวังผลกาไร และมีวัตถุประสงค์เพื่อส่งเสริมการจัดการป่าไม้อย่างยั่งยืน เช่นเดียวกันกับ FSC
องค์กรนี้จัดตั้งขึ้นเมื่อปี พ.ศ. 2542 (1999) มีสานักงานใหญ่ตั้งอยู่ที่เมืองเจนีวา ประเทศสวิตเซอร์แลนด์
PEFC ใช้กลไกตลาดเป็นเครื่องมือในการส่งเสริมการจัดการป่าไม้อย่างยั่งยืน ผ่านการให้การรับรอง
และการติดตราสัญลักษณ์ (Label) บนไม้และสินค้าไม้ เช่นเดียวกันกับ FSC แต่กลไกการกาหนดมาตรฐาน
และการให้การรับรองป่าไม้และ Chain-of-Custody ของ PEFC มีหลักการแตกต่างจาก FSC กล่าวคือ PEFC
ทาหน้าที่เป็นองค์กรแม่ข่าย (Umbrella organization) ที่ให้การประเมินและให้การยอมรับระบบการรับรอง
ป่าไม้ระดับประเทศ (National Certification Scheme) โดยอาศัย หลักการ แนวทางปฏิบัติ และเกณฑ์การ
ประเมิน ที่พัฒนาขึ้นโดยองค์กรระหว่างประเทศที่ประเทศต่างๆ ให้การยอมรับ เช่น ITTO และขั้นตอนการ
รับฟังความเห็นและฉันทามติ (Consensus) จากผู้มีส่วนได้ส่วนเสียในพื้นที่
สาหรับการดาเนินงานในประเทศไทย การยางแห่งประเทศไทย (กยท.) ร่วมกับสานักงานการรับรอง
ไม้ เศรษฐกิจไทย (Thailand Forest Certification Council; TECC) จะเป็ น ผู้อ อกใบรับ รองให้ โดย กยท.
จะเร่งดาเนินการจัดฝึกอบรมเจ้าหน้าที่ของ กยท.ประจาจังหวัดต่างๆ ในหลักสูตร Train the Trainer เพื่อให้มี
ความรู้ ความเชี่ยวชาญ สามารถออกใบรับรองมาตรฐานให้กับสวนยางได้ โดย กยท. ตั้งเป้าว่าสวนยางในพื้นที่
นาร่อง 4 จังหวัด จะต้องได้มาตรฐาน FSC และ PEFC เต็ม 100% ภายในระยะเวลา 3 เดือน และสวนยาง
ทั่วประเทศจะต้องได้มาตรฐานทั้งหมดภายใน 3 ปี1
3. มาตรฐานผลิตภัณฑ์อุตสาหกรรมของไทย ทางสานักงานมาตรฐานผลิตภัณฑ์อุตสาหกรรมของไทย
กาลังจะจัดทามาตรฐานผลิตภัณฑ์อุตสาหกรรมเชื้อเพลิงชีวมวลอัดเม็ด
