UPDATE
On said DTPO, Brgy. Kagawad Constancio Executive Summary of Significant
Albon of Brgy. Sto. Domingo was shot by two Incidents Monitored by NOC dated October
(2) unidentified armed suspects. The victim 4, 2013
was brought to Capitol Medical Center for
treatment. The suspects fled onbooard a
single motorcycle after the incident .

On said DTPO, victim’s wife Gemma Ando NOC Journal #4886 dated October 21, 2013
averred that she heard a gunshot emanating
from their living room. Prompting her to came
down from the stairs and saw that her
husband was sitting on their couch with blood
oozing on the right portion of his head. The
victim was rushed to Karuhatan General
Hospital, Valenzuela City for medical
treatment but he was succumbed to death at
about 10:00 AM of same date while
undergoing treatment thereat

On said DTPO, while victim along with his Spot Report from Manila Police District
supporters were preparing their election dated October 27, 2013
watcher for the coming election on October
28, 2013, a still unidentified male suspect,
who was sporting a bull cap, passed by and
suddenly stopped at their location and uttered,
to wit: "CHAIRMAN" with a drawn hand gun
pointed to the direction of the victim and when
victim looked back to the said suspect, the
latter shot the victim, hitting the same at the
right side of the shoulder. Subsequently
thereafter, suspect fled on foot to the direction
of Bonifacio Drive and made good of his
escape, while victim was rushed by his
relativews and supporters to Manila Doctores
Hospital for immediate medical attention.
On said DTPO, party 1 claimed that on the Spot Report from EPD NCRPO dated
given time, date and place of occurrence while October 28, 2013
on his way home after casting his vote for
Barangay Chairman of Barangka Ilaya, this
City, he overheard that the person
accompanied by Party 2 are non-resident
voters of their barangay. Hence, he fondly told
the latter to inform his companions not to vote
from their barangay. In that instance, party
no.2 became mad and successively pounched
him at his face. On the
other hand, party 2 claimed that on the given
TDPO while on his way to Ilaya Elementray
school, brgy. Barangka Ilaya to exercise his
right to vote, Party No. 1 blocked his path and
prevented him to vote and accused him as a
flying voter, which ensued to a heated
argument between them until he was stuck on
his face with a fistick blow by party no.1 while
his (party 1) constituents surrounded him. The
incident was ende whenthe responding
lawmen arrived and escorted him to vote
since he was a registered voter of Brgy.
Barangka Ilaya, Mandaluyong City. Both
parties personally appeared at this station to
file their respective complaints.

OOA 7:50 PM, Nov 2, 2013, along 2637 Significant Incidents monitored by NOC
Severino Reyes St, Tondo, Manila,Armando dated November 2, 2013

Zone 19, District 2, Tondo,Manila, was shot by
Eduardo Manansala aka “Eddie Pusa”. The
victim was brought to Chinese Gen. Hospital
but declared dead at around 8:31 PM.
Suspect fled after the incident. Progress
report will be rendered ASAO.
On said DTPO, the victim was driving his NOC Journal # 5154 dated November 5,
motorcycle on his way home and 2013
upon reaching the place of incident, he was
blocked by the suspects boarded their
motorcycles.
Thereafter, the suspects pulled out their
handguns and at gunpoint divested from the
victim the following items:
 One (1) men’s gold necklace worth
Php80,000.00;
 One (1) men’s gold ring worth
Php12,000.00;
 One (1) men’s Swatch watch worth
Php8,000.00; and
 One (1) men’s wallet containing cash
money amounting to MOL Php16,000.00,
firearm license, PTCFOR, driver’s license,
Brgy Chairman ID and other important
documents. The suspects fled towards A
Bonifacio Avenue of said barangay after the
incident. Follow- up investigation/operation is
being undertaken by the elements of La Loma
PS-1, QCPD for the possible identification and
arrest of the suspects.

 UPDATE

Please be informed that per verification made with all available

file of the Caloocan Police Station's CIRAS, there appear no
records of the two (2) incidents that occurred in 2013, From all
indications, the files of these incidents in question were among
those case folders that were scroched during a structural fire
that struck the Caloocal Police Headquarters sometime on
November 2017. Nevertheless, formal erofocation will be made
with the Caloocan Prosecution Office on February 21, 2022 for
retrieving any or all records related to these incidents.

The victim executed an Affidavit of Desinterest dated February

23, 2022 that he is no longer interested in pursuing the case
Mandaluyong CPS forwarded a request for a case update to the
Office of the Prosecutor Mandaluyong City. Likewise, be
informed that the complainants were now both dead.
