The purpose of the Fire Risk Management Document
is to provide evidence of requirements on appropriate
measures to managers, operators, fire safety
evaluators, employees and contractors to ensure that
an adequate level of Fire Safety is maintained
throughout the life of their Facilities/Stations.

The Fire Safety Management Procedure applies to
existing and the new Facilities/Stations such as power
plants, power transmission stations, warehouses,
administrative buildings and projects.

To ensure adequate fire safety in any facility and for the
safety of people and property an appropriate level of
defense must be maintained at the core by achieving

• Prevent fires from the start.


• Detect and quickly extinguish fires that have started.
• Prevent the spread of those fires that have not been extinguished,
thus saving people and reducing damage and loss of property.

The first step in establishing facilities Fire Safety Procedures that
include describing all preventive measures is to perform a fire
risk assessment.

 Identification of Hazards.
 Determine the Sources of Ignition.
 Identification of people at risk of fire.
 Determine the escape methods from the building.
 Define Fire Alarm Systems.
 Identification of Firefighting Systems and Equipment.
 Define Fire Safety Procedures.

• The Fire Safety Coordinator should lead a team to conduct a fire
hazard survey for each site.
• The team should consist of qualified persons to provide the suitable
input regarding the hazards.
• Surveys/Risk Assessments for the Environment should be carried
out continuously or .
• Ensuring the Availability and Adequacy of numbers, types and
sizes of Firefighting Systems/Equipment.
• Ensure that all personnel know where control equipment are
stored.
• The Evacuation Plan should be prepared and trained on a quarterly
basis.

• A comprehensive list of buildings with their Fire Protection
properties should be kept.
• Every facility and project site must establish a
comprehensive Fire Safety Program.
• Automated Fire Protection Systems must be kept in the
automatic mode.
• The competent authority in the OA must be reported
immediately if any defect is found.
• All systems and equipment must be Inspected and Tested to
required standards.
• The data for each examination and test must be recorded.

• Considering any structural features that may promote the spread of fire, such as (open
staircases, large spaces above ceilings or under floors).

• Fire Extinguishers should be placed in clearly visible locations.
• Ensure that the maximum movement distance is maintained to be
23 meters between Fire Extinguishers.
• Protective and Preventive equipment must be kept free of any
object obstructing access.
• Ensure that portable Fire Extinguishers are installed in such a
way that the operating instructions are directed to the outside.
• All areas where Fire Protection Equipment is located must be
demarcated according to the Safety Procedure.

• Provide Fire Protection and Protection Systems/Equipment in order to protect life
and property and ensure continuity of operation.
• Ensure that all required Inspections, Tests and Maintenance are carried out in
accordance with the requirements of the National Fire Protection Association
Codes.
• The Fire Safety Coordinator must verify that all tests are carried out.
• All those involved in the examination of systems and equipment should be
able to identify any defects in the systems and equipment.
• Keep records of all personnel who are trained to test the Systems and the
equipment for review.
• Anyone who has used the Fire Extinguisher must inform the ISD “Industrial
Security Department”.
• Documentation of Inspection, Testing and Maintenance work.

• Using the information to describe the best ways for staff to
respond to fire alarm and Fire Emergencies.
• Emergency Action Plan Procedures must meet the OHS
“Occupational Health and Safety” Administration requirements.
• All exit paths must be kept clear of obstructions.
• The Emergency Action Plan Procedures must be issued in both
Arabic and English, approved and updated periodically.
• Informing all building occupants of the means and methods of
escaping from buildings.

• Communicate the Emergency Action Plan Procedures to all
employees.
• Train all staff on Emergency Action Plan Procedures.
• All new employees should be familiar with the procedures.
• Keep the full set of Plan Actions for the Emergency Action.
• Designate Fire Safety Coordinators in writing by the director of
the department as Emergency Coordinators and receive the
appropriate training.
• Establish, Assign and Train the Emergency Response Teams to
manage all Potential Emergencies.

• Providing Electrical Alarm Systems in the workplace for all levels of the
building.
• Indication of Alarm Trigger points on site plans included in Emergency
Action Plans.
• Alarm Trigger points are clearly marked on site.
• The Site Manager ensures that Emergency Alarms are tested once every
month.
• Make all people entering the site aware of the sound of the alarm during
the orientation training.

• Training of the Fire Prevention and Protection Coordinator
and his alternative on techniques and action plans for the
Fire Prevention and Fire Emergency Response Programs.

• The Fire Safety Coordinator and supervisory staff monitor the
evacuation process.
• The Fire Safety Coordinator must ensure the following after the
training/drill:-

• The Fire Coordinator must designate a sufficient number of people
as Fire Safety Volunteers, based on the size of the site and the fire
risk.
• Train all assigned volunteers in appropriate Firefighting Techniques.
• Appointment and Training of Fire Safety Volunteers in accordance
with the attached general instructions.
• Prominently display the names and contact numbers of all
volunteers on bulletin boards throughout the site.
• The Fire Safety Coordinator must ensure that volunteers participate
in the training/drills.
