SECTION I: INTRODUCTION AND EXECUTIVE SUMMARY

1. INTRODUCTION
This Work Execution Plan details the activities and tasks to be implemented and carried out for
the project "ANDRES LNG TERMINAL EXPANSION PROJECT- ARCHITECTURE WORK",
hereinafter the Project. This plan reflects the best effort and best combination of methods
proposed by Servicios de Ingenieria S.A (hereinafter the Servinca) to complete the work in the
best time and cost offered, complying with all the conditions and requirements specified by
Posco (hereinafter the Client), according to the Contract, and with current legislation.
Servinca meets the necessary conditions to ensure the successful implementation of the Project
during all its stages. Servinca's capabilities, competencies and expertise ensure a product that
meets the highest standards of quality, safety, and the environment. For this, Servinca has a
highly qualified Project Management Team (EDP) with extensive experience in similar projects.

2. EXECUTIVE SUMMARY

2.1. OBJECTIVES
2.1.1. Servinca Objective
SERVINCA S.A fully understands and appreciates the methods that will be required for
the overall execution of this project. SERVINCA project team will be comprised of
professionals at all levels throughout the organization structure to ensure that correct
work practices are in place across all disciplines in order to meet the milestone and
completion dates of the project.

This execution plan is submitted for the client’s approval and subject to improvements
during the Contract execution phases.

The objective of this document is to present the scheme and work methodology that
SERVINCA plans to use for this project. We have indicated the steps and responsibilities
that each department would take to ensure the total compliance of the works of each
area, taking into account the local, international laws, and status for the complete
satisfaction of the client.

The implementation of this execution plan will result in getting the best practices
during the construction process of the project, providing the information, tools and
basic resources for the correct implementation of the processes, including the
following basic information:
 It provides the necessary information to assist in the coordination of the main
activities of Engineering, Procurement, Construction and start-up.
 The general responsibilities of the key departments for Management,
administration, project control and construction according to local and
international requirements are covered.
 Maximize local service and manpower engagement in the execution of the Project,
driven by Servinca previous experience working in the Dominican Republic.

 Achieve the highest Construction safety records, which guarantee an accident-free


Project for all participants, avoiding time and cost impacts, and guaranteeing
personnel safety.
 Deployment and utilization of our project management system, which ensures all
aspects of Project execution and delivery will be properly planned, integrated,
controlled, and communicated, ensuring early and comprehensive knowledge of
issues, supporting and a timely and strong decision-making process.

2.2. SCOPE OF SERVICES


Servinca is responsible for the construction of the ARCHITECTURE WORK, in accordance
with the specifications and will appoint competent supervision personnel for this purpose.
Servinca is taking appropriate steps to ensure the suitability of construction methodology
and standards of safety and that such standard or methodologies that are in compliance
with relevant American standards or those specifically stated in this enquiry documentation
as well as any instructions that affect the contractor’s ability to fulfil its obligations under
the eventual Contract.

2.3. PROJECT SCOPE SUMMARY


 Single containment LNG storage tank of 120,000 m³ capacity;
 Debottlenecking/upgrading of existing boil off gas management system (including flare
system) with additional BOG compressors, gas pipeline compressors, etc. and process
lines required to be used for meeting;
 LNG truck loading station with 2 additional bays;
 1 additional re-condenser
 1 additional vaporization train (*) with provision for adding 2 more vaporizer trains in
future
 New Gas metering station
 Balance of plant equipment including utilities and control system
 Integration with existing LNG Terminal on process, controls, electrical and utilities, etc.

2.4. SCOPE OF WORK – MATRIX

2.5. PROJECT DURATION AND MILESTONE.


Servinca detailed project construction schedule of the tender proposal. The Key Milestone
dates for the project are indicated in the schedule programme.
Our Working hour is divided in Eight (9) hours per day, six (6) days per week (Monday
through Saturday), between the hours of 8:00 am and 5:00 pm with one (1) hour unpaid
lunch break.

2.6. PROJECT LOCATION


Andres LNG Terminal Expansion Project is located in the east part of the Dominican
Republic, inside facilities of AES Andres in Punta Caucedo, Boca Chica. (Picture 1-2) in the
township Boca Chica.

3. HEAD OFFICE ORGANIZATION AND CAPABILITIES


Once awarded with the Contract, Servinca shall establish the Project Management team and
support to coordinate the mobilization process and the commencement of Construction. The
final step of the mobilization process will have our management team and field crews allocated
on site to immediately initiate the project start up.

SERVICIOS DE INGENIERIA S.A (SERVINCA) was founded on December 29th, 1979. SERVINCA is a
company 100% Dominican with Headquarters located in Santo Domingo City. Company
dedicated to provide design and engineering, procurement, construction, fabrication, erection,
testing, commissioning, operation and maintenance of projects in several sectors of national
construction and pathway in International Project. Through 41 years of experience, our
company has built important project in power generation area such as: Transmission and
Distribution Lines, Industrial project Substations, Renewable energy projects, Thermal projects
and Hydroelectric in different sectors of Dominican industry.

3.1. SITE ORGANIZATION & CV FOR KEY PERSONNEL


The Project organization has been designed to lead and manage the execution of the Project
through its different stages in an efficient and effective manner. Likewise, it has been structured
to meet the Client's requirements, guaranteeing the successful completion of the Project.
For this, Servinca will assign a first level project organization, oriented to achieve all the Project
objectives, ensuring an efficient, organized and coordinated project execution during its various
phases and among the Project participants.
The organization has been established assigning roles and responsibilities according to the scope
of the Project and creating an efficient and productive work environment.
Servinca has structured the organization for the Project optimizing the use of resources and the
cost of the Project, and according to the scope, term, and Project requirements.
The organization chart represents the main organizational structure proposed by Servinca to
manage and execute the project, taking into account the scope and the technical and
contractual requirements defined in the proposal documents. The detail of the proposed main
organizational structure is shown in an attached document of the proposal. See Organization
Chart submitted with the proposal.
3.1.1. KEY PERSONNEL
The Project Manager will coordinate with the headquarters of Servinca to classify, select, and
assign the personnel within the organization that will form part of the Project team. This
selection will be based on the Project plan and schedule, ensuring that suitable personnel is
assigned to each position in a timely manner.
Key personnel proposed for the Project include: 1

3.2. TEMPORARY FACILITIES AND MOBILIZATION PLAN


Servinca will install the temporary campsite where designated by the owner. This camp will
require a flat area for the installation of communications, temporary offices, warehouse storage
area for materials, sufficient parking space for equipment and security.
Our employees will be mobilized to their respective work areas, they will be provided with the
resources and equipment necessary to carry out their assigned tasks. They will also be trained
with talks, courses and all the knowledge required to start their work in accordance with quality
standards, company safety standards and specific project rules.
Servinca recognizes and supports the commitment of the Client's policies to provide a
sustainable development of the communities, for this purpose we will be in full collaboration to
select and hire local personnel and resources (example, labor, suppliers of materials and
services, equipment rental etc.) who will be involved in the different stages of the project within
the specific areas, which demonstrate the necessary capacity to maintain the levels of technical,
commercial, quality and safety competence established within the standards of our company.2
The project camp area will be established with the required basic installations to execute the
works, such as:

 Office area for indirect personnel.


 Dining room.
 Workshop area.
 Fuel dispensing tank.
 Drinking water storage tank.
 Warehouse.
 Bathrooms.
 Materials collection area.
 Security.
 Sanitary and electrical facilities.

4. PROJECT PLANNING
For Servinca, Project Control is essential for the success of the Project and therefore applies it
in all its stages, starting with the proposal. Applying a structured and systematic approach, using
techniques and tools accepted in the industry. Likewise, it uses adequate communication
methods to ensure that all stakeholders understand their obligations and responsibilities as
detailed in the Project plans.
The Project Manager is responsible for the implementation of Project Control which has the
following key objectives:

 Prepare a competitive schedule and budget during the bidding stage that represents the
best execution strategy, that meets the Client's objectives and that integrates the
specialized knowledge of suppliers and subcontractors.
 Implement a monitoring and control system in order to:
 Evaluate and adequately forecast the results of the Project (cost and time)
 Identify and evaluate deviations from the baseline (actual status and trend)
 Identify constraints and execution risks, to prevent and/or mitigate their occurrence
 Produce accurate information on the Project in terms of cost and time
 Guarantee the timely distribution of useful information to the Client and/or
Supervision
 Support decision making to ensure compliance with the Project objectives

Servinca applies a structured approach, which contemplates 1) the standards and tools used in
the industry, 2) the knowledge and specialized information of suppliers and subcontractors and
3) the experience of Servinca's personnel, in similar projects.
Servinca studied the information provided by the Client during the tender to prepare the
proposal.

4.1. PROJECT SCHEDULE UPDATE


During the first weeks after the award of the contract, Servinca will update the proposal
schedule. This update will consider the information provided by the Client after the award of
the contract.
If the information provided by the Client after the contract award modifies the execution
strategy of Servinca or the Project key dates, Servinca will notify the Client to:
 Warn of the differences found respect to the tender documentation
 Update the technical-economical proposal, in particular the execution strategy, schedules
and key dates
4.1.1. Baseline Schedule
The updated schedule of the proposal will be presented to the Client for review and approval,
after which it will be the baseline schedule for the Project. The Project baseline schedule will
be used to:
 Evaluate the progress of the Project
 Develop follow-up schedules
 Prepare reports to the Client

4.2. MONITORING AND CONTROL OF THE WORKS


Having approved the baseline of the Project, Servinca will carry out the following actions to
ensure the execution of the Project within the time and cost.

 Designate a Project team with experience in similar projects, and clearly define their roles
and responsibilities in the Project.
 Implement project control tools to ensure compliance with the schedule (e.g., last planner
system and earned value)
 Prepare a communication plan to keep the Client informed regarding the performance of
the Project
 Support the Project team through the technical and logistic capabilities of the companies
that integrate Servinca
4.2.1. Leadership and Management of Construction Activities
To ensure proper leadership and management of Construction activities, Servinca will:
 Designate superintendents and/or construction supervisors by work front
 Designate personnel to monitor the performance of subcontractors and suppliers
 Implement an equipment workshop, which will ensure that construction equipment is
operational
 Carry out daily meeting to 1) assign tasks to work crews, 2) assess the performance of the
crews
 Evaluate the application of incentives to workers for meeting construction goals
4.2.2. Construction Performance Measurement
Servinca will measure the construction performance, for which it will record the progress by work
front, as well as the resources used. For this purpose, Servinca will define project team members
in charge of:
 Collect field information
 Validate the data received from the field
 Data analysis and reports preparation

4.3. KEY PLANNING FACTORS


As a result of the study of the Project's scope, Servinca defined the construction strategy
that will be implemented for the successful execution of the Project. Next, Servinca
presents the key factors of the Project that have been identified during the planning stage.

Last Planner System
Servinca will use the Last Planner system, a planning and control tool that promotes collaborative
work. Through the implementation of this methodology, Servinca will use three (03) schedule
levels, which are explained below:
Master Schedule: a schedule that will allow the revision of the construction strategy, work
fronts, key dates, and critical path, based on the baseline schedule.
Three Weeks Schedule: which will allow to set medium-term goals, identify and resolve
restrictions.
Weekly Schedule (weekly work plan): which will define the activities to be executed based on
available work resources and fronts

Earned Value
Servinca will implement the earned value technique to measure project performance in terms
of cost and time. The indexes to be used will be:
SPI, an index that will allow to evaluate the compliance of the schedule and forecast the end
date of the Project.
Follow-up Schedules
Servinca will develop follow-up schedules comparing them against the current baseline of the
Project, in order to:
 Identify areas and activities that are delayed, on time or ahead of time
 Analyze the critical path, and warn of the emergence of new critical paths
 Assess the progress of the Project and its main work fronts
 Analize the progress of the Project: quantities installed against planned quantities
 Compare productivity rates of main activities against productivity rates planned for the
Project.
 Analyze productivity trends during previous periods.
 The analysis set out above will be used to determine whether the projected end date
and progress forecasts

Meetings and Reports


Servinca will implement formal meetings and reports to 1) keep project stakeholders informed
in a timely manner, 2) review project performance in terms of cost and time, and 3) take
preventive and corrective actions to meet project objectives.
Servinca will review with the Client the project control reports that it will issue for the
monitoring and control of the Project.

4.4. PERFORMANCE ANALYSIS AND FORECAST


The monitoring and control of the execution of the Project will allow Servinca:
 Warn deviations from schedule key dates and costs.
 Identify risks and restrictions that impact the key dates and/or the cost of the Project.
 Implement preventive and/or corrective actions to ensure compliance with the Project
objectives.

4.5.1. PROJECT WBS
The Work Breakdown Structure (WBS) responds to a deliverable oriented hierarchical
breakdown of a project. The main objectives behind a WBS, and the criteria applied for the
preparation of the Project WBS, are:
 Ensure that the full Project scope is precisely defined and organized, adding
common and related tasks

Provided that the facilities are located within the mine site, and that the Client will carry out
different works inherent to its own commercial activity either by the Client's personnel
and/or by other ccontractor, the following form of action is proposed to avoid setbacks for
both the Client and the Servinca:
 Request the Client weekly general coordination meetings, with other Contractors and
the mine operation, to align work plans and schedules
 Identify common access roads / roads with other Contractors and the mine operation,

4.7. ADVERSE WEATHER CONDITIONS MANAGEMENT PLAN


To reduce the impact of weather conditions in the work area and mitigate the effects on
civil and electromechanical works, the following considerations are taken.
 Direct and indirect personnel on site have been provided with the appropriate PPE for
the conditions in the rainy and snowy season, such as raincoats and rubber boots.
 For welding work, tents will be placed to reduce the effects of wind and rain

.1. Site Preparation and leveling (Cleaning of top soil layer; Cleaning of top soil and soil
Improvement;
The terrain presents on average a low vegetation, However,the topsoil will be removed from all land
surfaces affected by embankment work.
The clearing operations will be carried out with the necessary
precautions for preventing damage to the existing adjacent
constructions. This activity is the first to be done once the site access
available and once the notice-to-proceed ordered. This activity will
be done in two (2) sequential steps: Removal of the top soil and
Passage with grader disc above soil.

Clearing of the soil layer and leveling – Description


The topsoil will be removed from all land surfaces affected by fill
work as was describe previously.
This kind of works include removing organic top soil and disposal, transport and temporally stockpiling
inside plant boundary.

For clearing it is considered a Stripping of 30 cm thickness of the vegetal soil layer to be removed. The
main objective of this activity is the preparation area where will be founded LNG Tank, Generation
SET, dike and impound basin and others foundation. This activity will be done in two (2) sequential
steps: Passage with grader disc above soil and leveling with use of compactor work.

Soil Improvement
Soil improvement includes the mix with soil using Portland cement type-1 (mixing ratio is cement 4%
and soil 96%, weight base)

.2. Earthworks
Earthworks – Excavation – Cut in different type of soil.
Once the land clearing work is finished, the excavation works will begin,
adjusting to the alignments, slopes, dimensions or other information
indicated in the plans of the project or those indicated by Client’s project
director.
This item describes the execution of the excavation of rock soil, including
details of the supply of labor, materials and equipment necessary for the
removal, loading and transportation to the assigned stockpile area.

Excavation will be done on the correct lines and levels in all types of soil. This will include, when
necessary, adequate shoring to keep the excavations safe, as well as the supply, assembly and
maintenance of adequate barricades around the excavated areas and warning signs necessary to ensure
the safety of personnel.
All excavation work will be done using mechanical equipment, in the opinion of the client or for reasons
of the land, the work must be done manually.
The methodology to be followed is using excavator with hammer because for works executed previously
at project the type of soil is rock.

The Ripping rock includes works such as:


 leveling, compaction at final level.
 shoring and protection work for existing objects which may be encountered during the work.
 dewatering with a provision of sum and pump, if required.
 transport and temporary stockpiling inside plant boundary.

All cutting material result of excavation process will be loaded and transport with truck up to 1.5 @ 3km
approximately from the cut site. The Volume material will be measured during the cut process or by the
topography team. If the excavated material is suitable for use in the filling process, it will be used, but it
is denoted that a soil analysis should be performed, paying attention to the CBR of the soil that must at
least be above 80.

Earthworks – Fill and Compacting. - Soil


humidification
The filling works include the activities of
placement, watering and compaction of
granular material for the shaping of the
worked surface where the foundation will be
executed.
The material free of organic matter or other
harmful material will be selected from the
excavation product material. If the
excavated material is suitable for use in the
filling process, it will be used, but it is
denoted that a soil analysis should be
performed, paying attention to the CBR of
the soil that must at least be above 80.

Any material not suitable for filling will be discarded and disposed of in previously established places,
replacing it with a suitable material, which will be taken from existing loan mines in nearby places.
The fill will be placed in uniform layers to the depth determined for the corresponding cross section,
using the materials from the loan areas approved for the project and / or material product of the
excavations realized. The filling material will be placed in uniform layers that do not exceed 30 cm
thick once.
The spreading process for filling material will be done in a way that does not produce segregation
and that provides uniform layers without cavities or variation of textures do not exceed 30 cm in
thickness once compacted. The compaction will be carried out with several vibrating rollers,
according to the type of material and thickness specified, using Dinapac CA 25 10 Ton vibrating
rollers, for compaction in clay soil and rollers type Cat 815F, as well as we will use manual rollers
or roller of 3 ton in ditches for laying cable.

It is not allowed to fill with rocky materials in the areas where the installation of photovoltaic
structure is planned. We are considering to do random compaction tests in different areas; to
ensure the level of density and stability required for the project. Compaction with parameter of
90@95% in the proctor / density analysis must be done. If necessary, water will be added or
removed, to obtain the optimum humidity required.
During the construction stage, is considered using water truck tank to dust controls. Soil
humidification service with will be done with 2 trucks water tanks in uninterrupted work periods.

.3. Concrete and Structural work

Formwork

Before starting all the formwork works must be close to the place
where they will be mounted.

For the areas to be formwork with metal forms, it will be applied


with demolding brushes to the entire surface of the formwork so
that when removing them there are no detachments on the surface
of the bases. Then the formwork will be fixed and / or located
according to the identification previously marked by topography.

Corner guards will be placed to have a better finish of the bases and to protect the corners of them.
To form the formwork the molds of the structure will be prepared according to dimensions
established in the drawings. One or more timber will be placed transverse to the formwork (if
necessary) to avoid possible lateral collapse of the formwork.

This formwork must be staked to avoid losses of concrete and kneading water; also rigid as a whole
so that they do not suffer deformations during concreting for which they will be conveniently
propped up on both axes.

Once the transversal wood fixation is finished, it will be verified that they are aligned. Then the
struts will be fixed on the edges and on the top of the block (if necessary) to avoid finishing with
corners that can affect the completion of the concrete.

Once the assembly is finished, the necessary alignment checks, dimensions and dimensions will be
made to guarantee the verticality of the formwork itself, which will be controlled with a bubble
level by the surveying staff. The uniformity of the top base finish will be checked at the engineer
level.

Reinforcement steel works

Reinforcement steel supplied by SERVINCA shall be of good adherence, free of fats or oil, dirt,
concrete debris or another material that interferes in the behavior between concrete and steel.

SERVINCA will provide the Labor, Equipment, Materials and tools necessary for the construction of
the concrete works required for the project, as identified in the conceptual design and to be
confirmed with the Approved issued for Construction drawings and Project specifications.

Cutting, Bending and Overlapping.

1.The cutting bars must be made cold, always with the bars at right angles to the longitudinal axis
of the bars, with the steel bars perfectly straightened and according to the lengths indicated in the
drawings.

2.All reinforcement must be cold bent, unless the structural engineer allows otherwise, and no
reinforcement must be bent if it is partially embedded in the concrete, except when indicated in
the design drawings or allowed by the calculator. However, the conditions of the work may make

it necessary to bend bars that are embedded in the concrete, in which case the engineer must
determine if the bars can be bent cold or if it is necessary to heat them. The folds should be gradual
and should be straightened as required.

The bending will be made at the construction site and the diameter of the bending must be
adequate to avoid breaking the rod, for such cases the following recommendations will following:

 Regardless of the bending tolerances, all parts of the rods must have the specified coating.
 If the reinforcement is to be folded on site, the diameter of the pin from which the steel
bends should not be smaller than the size recommended in the ACI 318 standard.
 It is not allowed to bend the steel so that it can weaken the material.
 The reinforcement is heated to bend it only when approved by the designer, as heating can
change the characteristics of the steel. For the project we consider the folds, hooks and
anchors of cold rods and according to what is specified in Table 3.
 During the concrete placement, manual vibrators will be used to assure the good
adherence between concrete and steel, when required, diminishing the possibility of
empty spaces that could affect the desired resistance.

3.The splices or overlaps of parallel rods, subjected to tensile stresses and in the same structural
element, should be alternated as long as this is possible. Overlap in more than 33% of the
reinforcement in the same section is not allowed. For electro-welded meshes, a minimum
overlap length of 50 cm should be used for the main wires.

Reinforcement installation

Due do the complexity and importance of this activity, it is recommended assembly and
installation of the reinforcement, or the assembly of prefabricated elements such as steel
meshes, be made exclusively by first-class operators, directed by their foremen and work
supervisor, according to the complication or demands that the work imposes, since their
knowledge and experience in the trade qualifies them to faithfully interpret the specifications,
symbology and indications of the project plans.

It should be clear that the assistants can only support the operators in the transport of the
material, pass the tools, collaborate with the assembly helping to support the elements, install
the wire ties, help install the mechanical connections if they exist and, if applicable, place the
formwork separators for the concrete.

The reinforcements must be installed sufficiently firm, level, plumb, well tied and with the
correct inclination in the case of sloping elements, so that they remain in place during the
emptying and vibrating of the concrete, which is in its plastic state and therefore it exerts vertical
and horizontal forces typical of fresh concrete, and retain the thicknesses of specified coatings.
To this end, spacers (wedges) are conveniently spaced apart, and of one dimension according to
the thickness of the coating.

The reinforcement is placed at a minimum distance from the concrete surface (margin) to avoid
buckling under certain conditions of compression loads, avoid collapsing when exposed to the
weather, or loss of resistance when exposed to fire.

In standard ACI 301, ACI 318 and ACI 345, typical depths
recommended for coating are given. This coating
should be at least as thick as shown in the project
specifications. The reinforcement must be properly
spaced, spliced, firmly tied in position to give the
required margin for all concrete surfaces.

Concrete Placement

Once the procedures described above have been finished and


with the release of work by the client, we will proceed to pouring
concrete from the structure under construction. The concrete
work will be planned one or two weeks prior to its execution, this
time in advance we will use it to prepare a specific pouring plan,
in this way we will determine the most appropriate method to be
used according to the type of element and procure the necessary
equipment, resources and tools

Concrete must be dosed according to the Concrete Mix Design to


provide a resistance to understanding, as established in the ASTM
standards for use.

Prior to the start of the work, the client must be supplied, for
verification, the characteristics of the concrete to be used
(characteristics of the aggregates, cement, water and any
additives to be used).

Before Pouring concrete, the following should be taken into


account:

 All concrete mixing and transport equipment must be clean.

 Debris must be removed in the spaces that will be occupied by the concrete.
 The formwork must be coated with a suitable release agent.
 The reinforcement must be completely free of other coatings harmful to concrete.
 The surface of the hardened concrete must be free of grout and other harmful materials or
before placing additional concrete on it. For this case on surfaces already hardened, an
additive for the cold joint will be placed with the prior authorization of the client.
 A quality certificate and technical data sheet must be delivered prior to start pouring.

The Pouring will be executed continuously and uninterruptedly, with no more construction joints
than those already planned and authorized, and it will be particularly monitored that during the
concrete pouring operation, the reinforcements and the formwork are kept in their theoretical
position.

No re-softening of the concrete, adding water or by other means, will be allowed, except that with
the written authorization Client, additional mixing water may be added to the concrete transported
in mixer trucks or agitators, provided that such concrete, to its discharge, meet all the required
requirements, and do not exceed mixing times.

The placement cannot begin, as long as client has not approved the formwork, the reinforcement,
the embedded parts and the preparation of the surfaces that are to be left against the concrete.
These surfaces must be completely free of dirt, mud, debris, grease, oil,

In all cases, the concrete should be deposited as close as possible. The methods used for the
placement of concrete should allow a good regulation of the deposited mixture, preventing its fall
with too much pressure or colliding with the forms or the reinforcement. For no reason will the
free fall of concrete from heights greater than one and a half meters (1.50 m) be allowed.

To achieve the compaction of each layer before the next one is deposited without delaying the
discharge, a sufficient number of vibrators must be used to
consolidate the concrete that is being received, within
fifteen (15) minutes following its placement within the
forms.

During the concrete placement stage, the following tests will

Formwork removal.

Formwork Removal, must start by removing the upper shoring towards the bottom, taking care
not to damage the parts that can be reused in other formwork, for which they must be stacked
properly, mooring them in manually manageable groups, so that Do not get lost or trimmed for

.4. .Construction of Fencing and gate.

The perimeter fence to provide physical security to the installation and limit access to the
installation will consist of prefabricated parts and galvanized cyclone mesh of 2.5 m high No.9
AWG caliber. This scope includes the supply of materials, civil works, installation of double leaf
folding doors, and installation of barbed wire in 3 rows, placement of posters "Danger High
Voltage etc.

The main gate is installed at the entrance of the site. The gate characteristics are the following:

 Chain link
 2.5 meters high
 3 barbed wires Hot dip galvanized
 Foundations: concrete (or screw)
 Grounding System

The services are performed according to the drawings of the project where it is defined: size,
positioning, quantity and length of the pieces to be installed.

 The first step to follow is the location of the lines that limit cyclonic meshes with
topography. The total planned length of the fence should be measured, locate the main
posts, corner posts and access doors using the final stakes of each main post.
 We proceed to dig all the holes of the main posts to be executed every 3m by hand with
pick and shovel, with an additional 10 cm deep to add the gravel or concrete.
 The main or line posts of the required diameter Ø are installed in the center of the
previously excavated holes. The pole is marked at ground level using a marker or chalk.
The height above the line must be equal to the height of the mesh, plus 50 centimeters.
The post is leveled using a carpenter or plumb level, then the post is positioned until it
is level. The post must be fixed in position using pieces of wood placed at an angle to
secure the post in its level position.
 The holes are filled with 210kg / cm2 resistance concrete, called anchor dead. This
concrete will be linked with hand-held spinning top on site and placed around the pole.
The surface is smoothed with a shovel, leaving a small inclination outward so that the
water slides to the side of the post. This procedure is repeated until all the main posts
are installed. Wait the necessary time for the concrete to cure according to the
supplier's specifications.
 Along the entire perimeter of the cyclonic mesh, a beam will be made to tie the beam,
which will also go to the entire perimeter of the mesh. They will be made of corrugated
steel # 4 and # 3 with stirrups in bars # 3 @ 20cms.
 At the beginning and end of the mesh a rope will be placed between the main posts in
galvanized wire. The rope should be taut, close to the ground, and positioned on the
outer face of the posts. The position of each mesh post is marked. The exact spot is
measured and marked with a stake or paint spray.

Installing accessories

It proceeds to install and slide the smooth wire in # 9 caliber by fixing it on each post horizontally.
Wire fixers secure the woven mesh to the posts and will be placed every 30 centimeters. The
flat and long surface of the band should be facing away from the fence. The corresponding
couplings to each post are also installed. The main posts with simple couplings. All screws and
nuts are tightened, but not too tight. Leave them a little loose to make adjustments.

6. COMMUNICATIONS PLAN
The Communications Plan aims to establish the administrative framework for communications
within the Project, defining the main stakeholders for Project management. The management
of communications facilitates the formulation, compilation, distribution, storage, recovery, and
final disposal, timely and appropriate, of the information generated from the Project. This
comprises the following main stages:
 Identification of Main Stakeholders: identify and register the main Project stakeholders and
its representatives
 Communication Plan: determine the need of information and communication among Project
stakeholders
 Distribution of Information: make necessary information available to interested individuals
and groups in a timely manner
 Monitoring and control of Communications: evaluate communications performance to
ensure all issues are addressed and resolve

6.1. DEFINITIONS
 Formal Communications: communications that have or could potentially impact the
Contract Agreement including but not limited to associated schedule and/or costs.
 Routine Communications: include day to day operational communications given
person to person, via email, etc. Such communications shall not be identified as
requests for information, nor shall they substitute for any other written requirement
pursuant to the provisions of the Contract.

6.2. MAIN STAKEHOLDERS


The Project Communications Plan identifies the main lines of communication necessary for
an adequate dissemination of the Project information; this includes the identification of the
Project participants and the information they require. The main participants of the Project
are:

6.3. AUTHORIZED REPRESENTATIVES


All written correspondence from Servinca will be signed by Servinca’s authorized

Correspondence of Employer shall be issued in the name of Employer’s authorized
representative and shall be signed by Employer authorized representative.

Informal communication between the Client and Servinca will be promoted for the benefit
of the Project, although control over it will be maintained to ensure that the interested
parties are aware of them.

6.4. PROJECT COMMUNICATIONS


During the execution of the Project, the Client and Servinca will maintain permanent
communication, which will include the exchange of information by different means and of
different types. This information will serve to, among others:

 Request the revision and approval of document(s)
 Request the other party to take an action

6.5. COORDINATION MEETINGS


The coordination and progress meetings are a fundamental element to ensure that the
main topics of the Project are presented, reviewed, and evaluated by the participants of
the Project, the main objectives of the meetings are:
 Inform participants about specific Project topics
 Coordinate actions to be taken in the Project with the participants
 Review and evaluate the progress of the actions previously taken
For the Project, the main coordination meetings between the Client and Servinca will be

weekly. These meetings will provide a forum for review of Servinca’s operations,
assessment of progress and schedule, discussion and resolution of problems
facing the Servincaand Client, and coordination of the activities of all parties
concerned.

 Contractor Coordination Meetings will be scheduled as required to discuss
problems requiring Contractor infaces and coordination
 Special Meetings
 Special meetings will be organized as required to discuss and plan works and
resolve problems, etc.
 Contract Closeout Meeting
 At completion of Servinca’s works or as soon thereafter as practicable, a Contract
Closeout Meeting will be held between Client and Servinca. The purpose of this
meeting is to reach an agreement on all outstanding item, i.e., contract
modifications, final payment amounts, etc.

6.6. PROJECT REPORTS


Reports are a fundamental method to transfer and record information. The reports are
designed according to the type of information required by the different parties, adjusting
the level of detail to the expected use.
For the Project, the main reports to be delivered to the Client are:

 Report related to Workforce: Servinca must provide the Client with personnel data on
all Site employees on the date of site engagement/site disengagement, safety and
workforce reporting in electronic formats.
 Project Control Reports: as coordinated and agreed with the Client
 Safety Reports: including but not limited to, the following information:
 HSE Statistics
 Incident investigation reports
 HSE Monthly Reports (according to the structure established in HSE Plan)
 Quality Control Reports: as coordinated and agreed with the Client
 Hiring and training local: including but not limited to, the following information:
 Monthly hires of locals per region
 Cumulative local manpower
 Unskilled labor per zones hired this month and cumulatively
 Training hours of locals
 Workers that have been dismissed
If required by the Client, additional reports may be prepared for presentation and as
necessary, the additional staff that is incorporated for said purposes will be additional to
this proposal. All reports will be delivered to the Client through documentary control.
To comply with other communication requirements of the Project, the following reports
and additional documents will be used:
6.6.1. Change Order
Official document used to make contractual changes, which will be activated once
changes are detected in the scope of the Project, communicating to the Client the
impact of these, in cost and time. Servinca will use this or other means defined by the
Client and/or its representative to report and document change processes.
Any additional work will require the prior written approval of the Client and / or their
representative.
6.6.2. Valuations / Payment Request
Official document used by Servinca to request monthly payment for the value of the
works carried out according to the Contract. Prior to the delivery of the valuation, an
evaluation will be presented to the Client or its representative, in which the estimated
amount that needs to be reviewed and approved is indicated, accepting the amounts
included. This document will include at least the following information:
 Cost approved
 Cumulative amount of the previous period
 Cumulativa amount of the current period
 Monthly value amount
 Amounts pending of payment

Likewise, the administration of the valuations will be in accordance with the Contract. In the
event of discrepancies in the valued amounts, Servinca will present a modified valuation
excluding the amounts and/or concepts in dispute.

6.7. MEANS OF COMMUNICATION


The means of communication are the ways of transmitting information. The main means of
communication within the Project, excluding verbal communication that will be used in the
Project, will include:
 Letter: Main means of formal communication. All communication by letters will be
between the official representatives of Servinca and the Client or their representative.
Usually, the use of letters will be restricted to communicate contractual matters.
 Request of Information (RFI): formal mean of communication use to request
clarification of the technical information of the Project.
 Transmittals: Document that allows you to send documents inherent to the Project in
execution.
 Submittals: Document that allows directing the review of a technical specification
proposal, drawing, materials and equipment that Servinca proposes to use in the
Project.
 Minutes Meetings: Written record of what was discussed and agreed in the different
meetings that take place during the Project. These can be internal meetings with the
Client or with third parties. The meeting minutes must be signed by the meeting
participants to validate the approval of the agreements.
 Emails: Communications between Servinca and Employer by e-mails is permissible for
the expedient transfer of preliminary technical data and non-contractual information.
E-mails may also be used as a mean of transmission of signed documents attached as
PDF files.
 Reports: The reports delivered to the Client may include general topics or queries that
serve as initial communication between the parties regarding a specific topic of the
Project.

6.8. CONTROL AND COMMUNICATION RECORDS


The control of communications sent and received by physical or digital means is carried out
through logs or records. Logs will be established for the different communication media of
the Project, including the following information: 1) date of communication, 2) general data
of the document, 3) description of the document, 4) information on the response request,
and 5) some important aspects such as impacts, responsibilities, etc.

6.9. CONTROL OF DRAWINGS AND SPECIFICATIONS


Servinca will keep a file where it will record the entry of all drawings, designs or sketches
received from the Client for the execution of the work; as well as all the modifications to
these. Servinca will have a documentary control system that will ensure the use and
availability of updated versions of the drawings and specifications.

6.10. DISPUTE RESOLUTION PROCESS


The dispute resolution process in case of disagreements will be handled according to the
conditions of the Contract.

7. PROCUREMENT PLAN
The Procurement Plan focuses on establishing the general guidelines for the acquisition of
materials and services necessary according to the requirements of the Project, complying with
the technical, quality, safety, health and environmental criteria, and contractual requirements.
The process of acquiring materials and services for the Project can be summarized in the
following main stages:
 Planning
 Purchase
 Monitoring and control
 Close out
The acquisition of materials and services supplied by local companies, will be directed mainly
from site. For purchases and services that are not found locally, the acquisitions will be made in
conjunction with the headquarters of Servinca.
This procurement plan focuses on the supply of materials provided by Servinca.

7.1. PLANNING
The planning phase of the Procurement process began during the bidding period,
identifying the main materials, equipment, and tools to be acquired Servinca and which are
required for the activities to be developed in the Project.
In the planning phase, the deadlines and dates required for the materials, equipment and
tools have been identified and prioritized in accordance with the Project schedule.
The planning phase of the Procurement process was carried out based on:
 Client information (bidding documents, technical specifications, etc.)
 Identification of materials with long period of supply
 The conditions and restrictions for transporting and obtaining materials in the Project
area
 The evaluation of the documentation prepared by Servinca’s procurement team

The main procurement packages were established based on this analysis, defining the

The Procurement planning phase will be reviewed at the beginning of the Project, in order
to identify changes or any new information for the acquisition of materials, equipment and
tools necessary for the Project.
The main procurement packages identified for the Project are:

7.2. ACQUISITION
As part of the development of the proposal, Servinca has requested and evaluated quotes
from a preliminary list of suppliers according to the established procurement packages. The
results of the evaluations have served as the basis for the development of this proposal.
The following were some of the criteria evaluated:
 Scope compliance
 Technical compliance
 Compliance with commercial requirements
 Cost, schedule, etc.
At the beginning of the Project, the preliminary list of suppliers will be reviewed, adapting
to any changes or new information on the operation. This list will serve as the basis for the
acquisitions required during the Project.
Servinca will proceed to issue the purchase and/or service order for the acquisition of
materials, equipment, or services in accordance with the Project schedule. The issuance of
the purchase and/or service order establishes the initial contractual relation with the
supplier in which the technical characteristics, duration and delivery method of the material
and/or service to be fulfilled by the suppliers have been established.

7.3. MONITOR AND CONTROL


For the monitoring and control of acquisitions, a detailed record of all purchase and/or
service orders will be kept, verifying that all suppliers comply with the agreed technical and
commercial conditions, especially with the delivery dates.
The main task that Servinca will carry out are:
 Keep close communication and coordination with suppliers to ensure that they comply
with the conditions of purchase orders in terms of quality, quantity, delivery dates,
inspections, certificates, etc.
 Detect possible changes in delivery dates, proposing solutions.
 Follow up on the issuance and approval of drawing, procedures, technical
specifications, or any other documentation required for the purchase order or service
order.
 Keep an updated purchase order list detailing delivery dates, required dates for the
Project, and any other relevant information that may affect delivery.
 Immediately report any problems or delays regarding supplies to the Project Manager
and Construction Manager.
 Coordinate with supplier to avoid delays in transportation, handling, storage and/or
distribution.

 Inform suppliers of any non-conformity in the material received (missing or excess


parts, damage, etc.).

7.4. CLOSE OUT


The closing phase corresponds to the verification of compliance with all the contractual
conditions of the acquisition with the suppliers and the closing of the purchase order. This
will include, among others:
 Satisfactory delivery of all purchased material or satisfactory receipt of service by the
final recipient. Complete documentation reviewed and approved.
 Satisfactory delivery of all the technical documentation duly reviewed and approved
by Servinca and duly ordered.
 Satisfactory delivery of all commercial documentation, including guarantees, etc., duly
reviewed and approved by Servinca, and duly documented.
 Satisfactory delivery of all quality and safety documentation.
 Closing of all contractual variations between the supplier and Servinca, duly
documented.

8. SUBCONTRACTS PLAN
The objective of this plan is to outline the main structure, actions and processes that will be
implemented in relation to the Project’s subcontracts, including the selection of subcontractors
and administration of the subcontracts.
Servinca has defined the scope to subcontract based on different strategies and reasons, all
aimed at meeting the objectives of the Project and the Client, under the best technical and
economic conditions. Among the strategies and reasons, the following have been considered:
 Identification of works whose subcontracting is convenient for reasons of cost, time or
quality
 Lack of resources needed to run jobs
 Similar works have not been executed where the Project will be executed

9. MATERIAL HANDLING PLAN

9.1. MATERIALS
The material handling plan focuses on establishing general guidelines for the shipment,
transport, storage and control of materials and equipment for the Project supplied by
Servinca, in compliance with the quality, safety, health and environment requirements, and
with the criteria and requirements established in the main contract and by Servinca. This
process can be summarized in the following main steps:
 Shipping and transportation
 Reception and storage
 Delivery to field and return to warehouse
 Control and inventory

9.2. SHIPPING AND TRANSPORTATION


Shipping and transportation cover from the packaging of the material or equipment at the
point of origin to the final delivery in Servinca's warehouses on site.
Purchases will be contracted with the deliveries to the Servinca warehouse on site. Servinca
will verify that:
 All materials delivered match the corresponding documentation in type,
characteristics and quantity, contrasted against the shipping list, and documentation
of the purchase order.
 The protection and packaging meet the technical requirements of the corresponding
purchase order and the material and/or equipment is intact. Any material with
damage, defects, or missing parts due to poor packaging or handling, will be returned
to the supplier who will correct the defect at their own cost.
 All documentation is complete, including packing lists, MSDS, hazardous materials list,
etc., and meets contractual requirements. Suppliers will be contacted if any
documentation is missing; if the missing documentation cannot be obtained from the
suppliers, the material may be returned.
 The supplier will send all the corresponding documentation, including the documents
mentioned above, with the cargo. When the supplier transports the material or
equipment to site, it will also inform about it delivery plans, including: data of the
transport company (in the case of a third party), shipping itinerary, handling and
unloading recommendations, etc.

9.3. RECEPTION AND STORAGE


Reception and storage include activities associated with:
 Reception of materials including the preparation of all associated documentation.
 Storage according to supplier recommendations and industry best practices for
different types of materials.
 Inventory control of all materials, including consumable materials; and communication
and coordination with the procurement team for resupply

Servinca will set up, equip, maintain, and manage all the temporary facilities necessary for
these purposes. Likewise, main temporary facilities, storage facilities for materials, sized to
accommodate the expected number and volume of material in the Project.
Copies of safety, quality, transport, and storage documentation will be kept in the
warehouse, being easily accessible.

9.4. CLIENT SUPPLIES


The Client will be responsible for the purchase, shipment, customs clearance, transport to
site, unloading and storage in their warehouses and/or in their storage areas, of all the
material and equipment they supply for the Project, including the general administration
of procurement, and handling of materials and equipment, in accordance with the
contractual conditions.
The material and equipment supplied by the Client will be collected by Servinca in the
Client's warehouses, and transported to Servinca’s warehouses, storage areas (or pre-
assembly) or to the work fronts, according to the project schedule. The Servinca will inspect
all the material and equipment before taking possession of them, unless its own
characteristics do not allow it, verifying that:
 All documentation is available, including shipping lists, quality documentation,
maintenance and operation manuals, MSDS, etc.
 All material and equipment must match the corresponding documentation in type,
characteristics and quantity.
 All protection and packaging material is in good condition.
 Materials are not damaged or affected
The exception to this condition will be when due to the characteristics of the material
supplied by the Client, or due to the packaging conditions, it is not possible or practical for
Servinca to verify the status, quantity, or other necessary condition to confirm that the
material or equipment complies with all the conditions indicated in the relevant
documentation. In such cases, Servinca will take possession of the material or equipment,
noting the visible conditions and clarifying those that cannot be corroborated. The Client
will be notified and invited to verify the conditions of the material or equipment when it is
to be unpacked or used, at which point it will only be possible to confirm the conditions of
the material or equipment.
Depending on the characteristics of the material or equipment, these will be transported
to the Servinca's warehouses, storage areas, pre-assembly areas, or directly to the
corresponding work front. In any case, the materials and/or equipment will be included in
the warehouse inventory control.

9.5. DELIVERY TO FIELD AND RETURN TO WAREHOUSE


SERVINCA will maintain a detailed control of the materials that have been delivered to the
field, and of those that have been returned. This will ensure that stocks are properly
managed and that they do not reach levels that may affect the progress of the Project.
The delivery of any material from the warehouse will be made by authorized personnel,
who will sign the corresponding request when accepting the transfer of custody and

control. Warehouse personnel and personnel collecting the material will carry out a visual
inspection of the material to:
 Confirm that the material matches those requested in type, characteristics and
quantity.
 Verify that all protection and packaging material are in good condition
 Verify that the material is not damaged or affected
The final return to the warehouse of any equipment or material will be duly recorded to
maintain adequate control over the updated inventory.
Damaged materials will be disposed according to the corresponding Project procedures.
The final amount of surplus material will be recorded, including all material characteristics.
Surplus material will be removed from the job site following proper procedures.
Warehouse staff will close the inventory control, preparing and issuing the corresponding
documents to the Project Manager, Construction Manager, Servinca 's headquarters.

10. QUALITY ASSURANCE AND CONTROL PROGRAMS


Servinca´s Quality assurance and control program is focused on ensure that all work is
performed in accordance with the requirements of the specifications. After 41 years of
experience in the local market our company has registered Quality practices that allows us
to deliver a ¨best is class¨ product, improving our company standards to the point of placing
us as leaders in the Construction market, focused on the Electrical / Mechanical / Civil
Engineering, supply and Construction sector.
All the construction activities procedures will be described, along with all the appropriate
forms and protocols that will help the quality and construction teams gather the necessary
data, to ensure that all activities are completed within project specifications and respective
standards.
The QA/QC Team will have direct responsibility and control of the recordkeeping and
submittal of all documentation required by project specifications. For this project Servinca
will develop protocols and testing as Penetrometer tests and Interconnection Testing.
In the same manner that HSE has established a training program to help assist workers to
ensure they are properly trained for safety requirements, the QA/QC Department has also
developed a training program to pursue that all workers are fully aware of the project
quality requirements so all procedures are properly followed to ensure prompt acceptance
for each phase of the project.

11. HSE AND ENVIRONMENTAL


Servinca has a Health, Safety and Environment Program according PVDC´s Policies. Along with
several other documents that will ensure the completion of all construction activities in a safe
manner and in compliance with all Safety, Health and Environmental standards according to
OSHA regulations and Standards 522-06 of Republica Dominican issued by Ministerio de
Trabajo.
Our HSE plan is based on the OSHA regulations and has Zero tolerance rules for the occurrence
of disciplinary events detailed in our plan as unsuitable. SERVINCA will put all necessary efforts
to guarantee the Safety and Health of our team, including the personnel and surrounding
communities of the project, having as our goal to maintain our Zero lost time incident record
during the execution and completion of the works.

12. PRE-COMMISSIONING AND COMMISSIONING PLAN

12.1. INTRODUCTION
The plan describes the main structure, processes and actions that will be implemented in
the Project in relation to the Pre-commissioning and Commissioning activities, according to
the scope of the Project.
This plan has been developed and designed according to the standards of Servinca, and the
requirements of the Client, provided in the bidding documentation.

12.2. DEFINITIONS
 Component: corresponds to a single electrical or mechanical equipment that can be
isolated (separated) for the purpose of testing.
 System: is a defined group of mechanical or electrical components, interconnected by
cables and/or pipes that have been designed to carry out a specific function within the
plant configuration.
 Area: denotes a physical location in the Project. In particular, the earthworks,
concrete, and structures are grouped by areas for the preparation of the Turnover
Package to the Client.
 Inspection: corresponds to the visual verification of the correct installation using the
engineering documentation as a reference.
 Test: refers to the application of mechanical pressure, pneumatic, fluids, and/or
electrical current through a standard procedure to verify compliance with certain
functions, responses, and operating conditions of components.
 Calibration: corresponds to the application of electrical current, temperature,
pressure, or other variable of known value to obtain measurements within a specified
tolerance.
 Inspection, Measurement and Testing Equipment (IME Equipment): are the
equipment, instruments, or other devices used to carry out inspections,
measurements and tests, and which are regularly calibrated and/or adjusted to
guarantee the precision of their results.
 Test Records: these are the records of all the tests carried out during the Project.
 Punch List: it is a document where pending or observed activities are listed. The Punch
List is prepared by system or area according to the needs of the Project.
 Turnover Package: is the compiled, assembled documentation required by the Main
Contract to carry out the Project Systems Turnover to the Client. Among other
documents, the Turnover Package contains: test records, list of RFIs, plans and other
technical documentation.

12.3. SUPPORTING AREAS


The Pre-commissioning tasks and activities will be supported by the Project departments
that worked during the construction phase.
Among others, the following departments will continue in the Project during the Pre-
commissioning stage:

The safety and environment department will mainly support the implementation and
monitoring of the procedures related to the necessary activities. Among others, special
attention will be paid to the correct application of:

Document Control
During the execution of the activities, in particular the tests, information will be generated
that will then be delivered to the Client. Through the documentary control team, all the

Project Controls
Tasks and activities will be planned, scheduled, and controlled to ensure compliance with
the deadlines established in the Project schedule. Project control activities during the Pre-
commissioning stage will focus on:

 Schedule the systems turnover to the Client

12.4. TECHNICAL REQUIREMENTES


The execution of Pre-commissioning activities and tasks will require prior verification of key
technical aspects to guarantee their correct execution. Among other technical
requirements, Servinca identifies the following:
Vendor Information
 Review the manuals or other technical information of the Vendors to identify safety
and operational precautions to be implemented during the execution of the tests
 Verify that the equipment is lubricated according to the vendors' specifications
 Check that the equipment is tested according to the requirements specified by the
Vendors
 Request the presence of Vendors to direct, supervise, or witness the execution of tests
in the cases that are required
 Request and review the manufacturing dossiers and quality test records, as
appropriate
Calibration of Inspection, Measurement and Testing Equipment
 Verify that all calibration, inspection, and testing equipment have valid calibration
certificates before performing testing activities
 Establish specific procedures for the delivery, storage, and reception of testing
equipment at the warehouse
 Establish procedures to identify testing equipment that requires valid calibration
certificates. The identification will be made through stickers with the word
"Calibrated"precomissioning activities
