4, INTRODUCTION
The Piggery Farm, which is located al Brgy. Gueset, municipality of Bugallon,
Pangasinan, was issued with ECC No. Rt1-0804-055-1213 by the DENR-
Environmental Management Bureau Regional Office last April 09, 2008. The project
was under the ownership and management of Jams Hog Fileld Co., Ltd. Through
previous ECC Amendments, the ownership was later transferred to Ms. Irene P.
Sermonia, the present proponent/ECC holder.
This EPRMP document is prepared In connection with the application of the
proponent to amend anew the above-mentioned Environmental Compliance
Certificate. The project covers the present operation of Irene’s Piggery Farm
consisting of one unit conventional type Piggery Building with a holding capacity of
200 heads and support facilities. The proposed construction of three units Tunnel-
Ventilated type which can accommodate a population of 1,500 heads was not
pushed through as originally planned due to budget constraint.
Instead, the project proponent plans to construct six units of conventional-type
Piggery Building in lieu of the aborted 3 units tunnel-vent type project.
11. PROJECT DESCRIPTION
a. Project Rationale
The revision/change of project type from three (3) units tunnel-vent type to six (6)
units conventional type Piggery building is due mainly to budget constraint, Primary
reason could be pinpointed to the ever-rising cost of construction materials and labor
cost for the construction of tunnel-ventilated piggery buildings. Another contributory
factor is the usual high power cost to be consumed during the operation of this type

of project. Positive impacts of this project could create employment Opportunities
for qualified local residents during the construction and operational stage. Quali
local residents will be given the utmost priority in hiring so as to augment their
income, which are usually derived from agricultural works.
b. Project Location
The Irene’s Piggery Farm is situated within the territorial jurisdiction of Brgy.
Guesset, municipality of Bugallon, Pangasinan. It is confined within an agricultural
land having an area of 24,482 square meters. Vegetative covers in the project site
include various tree species and tropical grasses as well. |
c. Project Description
The existing piggery farm, with a single unit of Conventional type Piggery Bulg,
is designed to accommodate 200 hog heads.
The ECC Amendment will involve the revision of project type from three units tunnel-
vent Piggery Building which can accommodate a total population of 1,500 heads |to
six units Conventional type Piggery Building with a total holding capacity |of 1.200
heads. Each unit of this kind can accommodate a population of 200 hog heads.
Appropriate wastewater facilities will be constructed in line with this project. |
If fully completed/operational, the piggery farm will be operating with a total
population of 1,600 heads at most. |
d. Operation Process
In relation to the proposed project, the operation of the farm will include hea
breeding and fattening. | |
The operation of a Hog Production starts from the mating of the boar and sow in the
fertility cycle. They are then confined in the mating pen for the process. For a
successful percentage of impregnation, temperature of the surroundings and
frequency of mating activities are taken into utmost consideration. Each mating
period is properly recorded to determine the farrowing time. Per study, the average. ~ w~
time of a sow to undergo a farrowing cycle is one hundred fourteen days after a
successful mating. Proper medication and food supplements are introduced |to
minimize hog diseases and other airbome viruses (e.g. FMD, cholera, etc.) that me
affect livestock production.
The sow will be transferred to a farrowing pen if there are already positive signs of
pregnancy and such delivery is imminent. Upon delivery, the piglets are to be
transferred into assigned pen to avoid/minimize mortality amongst the piglets. They
are scheduled to be confined in the area for about fifteen days; afterwhich, they will
be transferred to the nursery pen for proper medication and nursing, After an period
of 45 days, the piglets will then be ready for weaning activity. They will then moved
to the growing pen for proper feeding and care. After such time, they are transfert
to the fattening pen to reach an ideal weight and to be ready for disposal,
The water supply of the piggery farm is drawn mainly from a drilled deep ¥ 1. This
provision will provide a sufficient supply of a clean drinking water, cleaning of the
‘animals and the facilities as well,
Piglets produced in the operation are either sold to various hog growers or raised in
the farm to be later disposed commercially in the markets and other meat outlets. |
tll. POLLUTION CONTROL MANAGEMENT DURING THE OPERATION |
ENVIRONMENTAL MONITORING PLAN :

vaults, lagoons and sedimentation ponds for the containment and treatment of
waste water generated during the operation.

areas to prevent the proliferation of flies/rodents, etc., and to eliminate
undesirable/foul odor

IV. SOCIAL -CULTURAL AND ECONOMIC ASPECTS
1. Socio-Economic Benefits
The project will provide long term job opportunities to the farm workers especially] in
the operational phase. Local residents will be given priority in hiring to augment a ir
income derived from agricultural works.
2. Taxes/Revenues
The operation of the project will generate revenues thru annual payment of
appropriate taxes, permit dues/fees and other obligations to the government. This
will in-turn enable the government to undertake and implement projects which will
benefit the community.
3. Land Value
The implementation of the piggery project, including the above mentioned! project ,
will definitely create a negative impact to the land value. This is expected due to the
generation of obnoxious/unpleasant odor during the operation; thus will lessen
value of the land within the premises.a _

The project proponent is fully committed to undertake additional measures to wold
or abate any adverse effects of the poultry expansion project. Additional mez
may be undertaken, if or when, required by the EMB Office.
1X. ABANDONMENT PLAN
In case of Piggery Farm Operation is no longer profitable, the following activities
shall then be implemented :
a. Clean the project site and adjoining areas.
. Dismantie/demolish piggery buildings and support facilities. _
. Dispose properly dismantled materials and recycle stil-teusable
materials.
|. Revert back said area for agricultural purposes.
». Inform LGU concerned and EMB of any project abandonment.
