MoS Rajeev Chandrasekhar Releases “Globalise to Localise” Report Exploring USD 300 Billion
in Electronic Production by 2026
Rajeev Chandrasekhar, Union Minister of State (MoS), Ministry of Electronics and Information Technology
(MeitY), published a report titled “Globalise to Localise: Exporting at Scale and Deepening the Ecosystem
Are Vital to Higher Domestic Value Addition.”
• The report investigates how India can reach its goals of USD 300 billion in electronics production
and USD 120 billion in exports by 2025–2026.
• It is prepared by the Indian Council for Research on International Economic Relations (ICRIER) in
collaboration with the India Cellular and Electronics Association (ICEA).
Key Inferences from The Report
i.The Globalise to Localise report analyzes the empirical relationship between exports and the share of
domestic value addition in successful nations.
• It discovers that the two variables have a short-term negative correlation but a medium-term
positive connection.
ii.According to the report, China and Vietnam have adopted the motto “first globalise, then localise,” which
indicates that in the beginning, they were focused on reaching a global scale in exports and shifted their focus
to include more local content.
• Therefore, the report suggests a sequential strategy that can put India’s exports on a par with those
of China and Vietnam.
iii.Immediate objectives should be to export at scale to global markets (globalise), and thereafter to increase
the share of local content (localise).
Note: The lead author of the report is Dr. Deepak Mishra, Director & Chief Executive (CE) of ICRIER.
Key Suggestions from The Report
i.The report makes various recommendations for policies and regulations necessary to develop India’s broader
electronics ecosystem. In addition, schemes like Gati Shakti will help boost India’s competitiveness.
ii.The report highlights the urgent need for India to introduce supporting industry development programmes,
organize sourcing fairs, and implement technological upgradation programmes in order to establish a
competitive domestic ecosystem of ancillary suppliers.
Journey of Electronics Sector in India
i.As a result of the government’s initiatives, India has a manufacturing economy worth USD 76 billion and
exports worth USD 16 billion in 2022, with an aim of USD 21 to USD 25 billion in exports in 2023.
• India’s reliance on imported electronics as well as petroleum surged in 2014.
ii.A target of USD 300 billion in manufacturing and USD 120 billion in exports by 2026 has been explicitly
outlined in a strategy that emphasises the broadening and deepening of the electronics ecosystem.
iii.According to ICEA, in the fiscal year 2021–2022 (FY22), India’s exports of electronics exceeded USD 16
billion.
• The sector of electronics has evolved to become India’s 6th-largest export in 2022.
iv.Mobile phones are the single largest component of India’s electronics exports.
• By 2023, they are expected to account for 50 % of total electronics exports.

Prime Minister (PM) Narendra Modi inaugurated ‘Digital India Week 2022’, a Digital Expo – Digital Mela, at
Mahatma Mandir in Gandhinagar, Gujarat. It is organized by the Ministry of Electronics and Information
Technology (MeitY). The week will be celebrated from July 4 to July 9, 2022 to showcase the transformation of

Delhi CM Arvind Kejriwal launches ‘First Virtual School’and claims country’s first of its kind
On 31st August 2022, Arvind Kejriwal, Chief Minister (CM) of Delhi launched the First Virtual School’- Delhi
Model Virtual School (DMVS), affiliated with the Delhi Board of School Education and claimed that this school
was a India’s First Virtual School.
• The virtual school system was initiated by the Aam Aadmi Party (AAP) government and aims to help
students who are unable to take physical classes.
• National Institute of Open Schooling (NIOS) denied the above claim and informed that the first
virtual school of the country was already launched by NIOS in August 2021.
Highlights:
i.The virtual school offers online classes, including virtual lectures, recorded and live lectures.
ii.It also provides skills-based courses, training for competitive exams, JEEMain (Joint Entrance
Examination), NEET ( National Eligibility cum Entrance Test) and CUET (Central University Entrance Test), in
partnership with Google and Schoolnet India.
iii. The initial phase of this system will be taught to the students in grades 9 to 12. An individual who has
studied up to class 8 and dropped, is in the age group of 13 to 18 years can apply for admission to class 9.
iv.The application for the very first batch has started and any student from India can apply on the
website http://www.dmvs.ac.in.

ii.PTC will also endeavour to sell any untied capacity on medium/short term basis or on power exchanges.
Background:-
NHPC signed an MoU with the Investment Board Nepal (IBN) for preparation of a detailed project report (DPR)
and development of West Seti (750 MW) and Seti River 6 (450 MW) projects in Nepal.
• It will invest more than ₹18,000 crore in Nepal to develop the two hydropower projects.

“Uppercase”
Acefour Accessories, a travel accessories company appointed Jasprit Bumrah, an Indian Cricketer as brand
ambassador for its eco-friendly luggage brand “Uppercase ‘‘ for two years. He will lead the ”Never Ordinary
Campaign”.
i.The campaign is managed by RISE Worldwide, an initiative of Reliance Industries Limited (RIL) and India’s
largest sports and entertainment company.
ii.It highlights that Uppercase bags are GRS (Global Recycle Standard)-certified sustainable travel gear on
various social platforms.

i.Umang Commercial is a part of Aditya Birla Group, an Indian multinational group of companies and it is an
investment holding company that holds shareholding in various entities on behalf of Kumar Mangalam Birla

• Umang Commercial Company Private Limited is registered with the Reserve Bank of India (RBI) as a
Non-banking Financial Company (NBFC).
ii.Aditya Marketing and Manufacturing Private Limited is a part of B K Birla Group and is also an investment

iii.The proposed combination involves merger in accordance with the Scheme of Amalgamation under Sections
230 and 232 of the Companies Act, 2013.
iv.As a result of the merger, the shares of Umang Commercial in various entities will get transferred to Aditya
Marketing and Manufacturing.
• The company will take control over the entities including Padmavati Investment Private Limited;
Pilani Investment and Industries Corporation Limited; Century Textiles and Industries Limited;
Century Enka Limited and Ganesh Tubes and Services Private Limited.
CCI Approves Acquisition of Shares in Olam Agri Holdings by SALIC International Investment Company
CCI approves the acquisition of 35.43 percent stake in Olam Agri Holdings Private Limited (Olam Agri) by
SALIC International Investment Company (SIIC).
Highlights:
i.SIIC is fully owned and controlled by Saudi Agricultural and Livestock Investment Corporation (SALIC) and an
unlisted limited liability company based in Riyadh, Saudi Arabia that has been established to hold SALIC’s
international investments.
• SALIC is a Saudi Arabian investment company, active in the agricultural and food industries with
investments both in Saudi Arabia and other countries.
ii.Olam Agri is a company that operates as a merchant and processor of agricultural goods including farming,
procurement, wholesale trading, processing, refining and distributing and is headquartered in Singapore.
• More particularly, Olam Agri undertakes sale of various agri-commodities, including rice in India,
both at the wholesale and the retail level (directly and indirectly).
CCI Approves Acquisition of Caladium’s 7.49 % Stake Buy in Aditya Birla Fashion and Retail Limited
CCI approves the acquisition of approximately 7.49 percent shareholding in Aditya Birla Fashion and Retail
Limited on a fully diluted basis by the Caladium Investment Private Limited GIC (Ventures) by way of
preferential issuance of equity and warrants.
Highlights:
i.Caladium Investment Private Limited is wholly-owned by Lathe Investment Private Limited, an entity which is
in turn wholly-owned by GIC (Ventures) Private Limited.
• The GIC Investor is a special purpose vehicle (SPV) organised as a private limited company
headquartered in Singapore that is part of a group of investment holding companies managed by GIC
Special Investments Private Limited (GICSI).
ii.Aditya Birla Fashion and Retail Limited is a publicly listed company which is engaged in the manufacture and
retailing of branded apparel, footwear and accessories (AFA).
• This operates across India through its retail stores and distributes through its exclusive brand
outlets and Pantaloons stores, multi-brand outlets, shop-in-shop stores across departmental stores,
own online retail platforms and 3rd party e-commerce marketplaces.
• At the inaugural ceremony, Dr. Mansukh Mandaviya introduced the Integrated Pharmaceutical
Database Management System 2.0 (IPDMS 2.0) and the upgraded Pharma Sahi Daam 2.0 App.

National Pharmaceutical Pricing Authority (NPPA)
On August 29, 1997, the Department of Chemicals and Petrochemicals, Ministry of Chemicals and Fertilizers,
established the National Pharmaceutical Pricing Authority (NPPA) as an attached office.
• Since July 2008, it has been under the Department of Pharmaceuticals, Ministry of Chemicals and
Fertilizers.
It performs a wide range of tasks, including implementing and enforcing the provisions of the Drugs Price
Control Order (DPCO), monitoring the availability of drugs, identifying any shortages, and taking corrective
action.
Integrated Pharmaceutical Database Management System 2.0 (IPDMS 2.0)
IPDMS 2.0 is an integrated responsive cloud-based application developed by NPPA with technical assistance
from the Centre for Advanced Computing (C-DAC), Ministry of Electronics & Information Technology (MeitY).
• It is intended to maximize operational efficiencies to support the government’s focus on “Ease of
Doing Business”.
It would offer a single portal for submissions of multiple forms as required by the Drug Price Control Order
(DPCO), 2013.
• It would also enable paperless functioning of NPPA and allow stakeholders from across India to
engage with the National Pharma Pricing Regulator.
Pharma Sahi Daam 2.0 App
The Pharma Sahi Daam 2.0 App will have new features such as speech recognition; search for medicines by
brand/formulation, availability in Hindi and English, a sharing function, a customer complaint management
system, and bookmarking medicines.
• It will be available on both iOS and Android.
It is an online tool for searching medicine substitutes as well as instantly checking the price of both Scheduled/
Non-Scheduled medicines at the time of purchase.
• Online complaints may be filed regarding medicine overpricing, unavailability, the sale of new
medicines without prior price approval of NPPA, supply denial, and the selling of any medicine
through the app.
Launching of A Publication Chronicling The 25 Years’ Journey of NPPA
During the inaugural session, a publication titled “An Overview of Drug Pricing @ NPPA 25 Year
Odyssey” was also released.
• The publication also describes the development of India’s drug regulatory system, with a focus on
pricing regulation.
Initiatives of the Government of India in the Health Sector
i.In the union budget for 2014–15, the Government of India (GoI) declared that two essential initiatives—
the Free Drug Service and the Free Diagnosis Service —would be prioritized in order to pursue “Health for
All”.
ii.The GoI developed operational guidelines as well as a Model RFP (Request for Proposal) for implementing
the Free Drug Service Initiative of the National Health Mission (NHM), which emphasized generic drug
procurement.
• It supports the free distribution of essential drugs at public health facilities.
iii.The Free Drug Service Initiative is supported not just with regard to medicines but also with regard to a
number of other elements, such as the strengthening or establishment of reliable mechanisms for quality
control and procurement.
iv.States were given incentives under NHM to implement the Free Drug Service Initiative and to further provide
everyone with access to affordable medicines.
• The policy of offering free essential medicines in public health facilities has subsequently been
announced in all states.
v.The Department of Pharmaceuticals introduced the Pradhan Mantri Bhartiya Janaushadhi Pariyojana
(PMBJP) in November 2008, under which special outlets called Janaushadhi Kendras are opened to provide
generic medicines at reasonable prices.

introduced 3 sub schemes under the parent scheme “Strengthening Pharmaceuticals Industry” (SPI). The
Sub Schemes Under SPI are: Pharmaceutical Technology Upgradation Assistance Scheme (PTUAS); Assistance
to Pharma Industries for Common Facilities Scheme (API-CF); Pharmaceutical and Medical Devices Promotion
and Development Scheme (PMPDS). These schemes aim to strengthen Micro, Small and Medium Enterprises

India Joins Elite Club with Army Set to Possess Quantum Communication Technology
The Indian Army is set to possess advanced Quantum Communication Technology, thereby joining an elite
list of nations with indigenous quantum technology that will equip troops with a high-end secured defence
system.
• The technology has been developed by the Bengaluru-based startup QNu Labs and under the aegis
of Innovation for Defence Excellence (iDEX), a Defence Innovation Organisation (DIO).
• The technology provides advanced secured communication through Quantum Key
Distribution (QKD) systems that is non-hackable.
• China, the United States (US), Canada and other European countries are global leaders in the QKD
systems and the Defence Research Development Organisation (DRDO) has made some
breakthroughs.
About QKD system:
i.A QKD system allows the creation of a quantum secure secret pair of symmetric keys between two endpoints
that are separated by a certain distance (over 150 Kms) in terrestrial optical fibre infrastructure.
• The QKD helps create a non-hackable quantum channel for creating unhackable encryption keys,
which are used to encrypt critical data, voice or video across the endpoints.
ii.The Army has initiated the procurement process of the QKD systems by issuing a commercial Request For
Proposal (RFP) for its deployment.
• The Indian Army uses this technology to fuse a large density of data and decision support capability
to securely deliver communication to troop leaders at various levels.

OBITUARY
Former Soviet Union President & Nobel Peace Prize Winner Mikhail Gorbachev Passed Away
On August 30, 2022, Mikhail Sergeyevich Gorbachev, the last leader of the Soviet Union (President), died at the
age of 91 in Moscow, Russia.
• Gorbachev was awarded the Nobel Prize for Peace in 1990 for putting an end to the cold war
without any bloodshed in the Soviet Union.

Nagaland gets 2nd Railway Station after more than 100 Years
After a gap of more than 100 years(119 years) Nagaland got its 2nd Railway Station on Dhansari-Shokhuvi
railway line at Shokhuvi. The Chief Minister (CM) of Nagaland, Neiphiu Guolhoulie Rio has flagged off the
Donyi Polo Express from Shokhuvi Railway station.
The first railway station of Nagaland is Dimapur Railway Station, inaugurated in 1903.
Key Points:
i.The Donyi Polo Express runs between Guwahati in Assam and Naharlagun in Arunachal Pradesh every day.
Now the train service has been extended till Shokhuvi, a few Kilometres from Dimapur.
ii.Shoukhuvi railway station is part of the Dimapur- Zubza Railway project, an alternative train route
for Nagaland and Manipur passengers to Guwahati.
iii. The CM appreciated the officers, engineers, and staff of Northeast Frontier Railways (NFR), since the station
was inaugurated on the “Red Letter Day”.
iv.The foundation stone for the 90-km- long broad gauge route from Dhansiri (Assam) to Zubza (Nagaland)
was laid in 2016 (under progress) and the deadline was extended from 2020 to 2024.
