Polk County 10/01/21 Base Salary: Effective 1/1/2022, 1.5% increase to base salary (Pres Stringer, 1/31/2022). F22 row for rank of fire fighter. Use all 13 steps.
Uniforms provided by the County.
Holiday Pay - All employees receive 10 holidays, 11.2 hours each - straight pay, whether worked or not. Hourly rate is base divided by 2912.
Other allowance - Employees at the maximum step plan as of 1/1/22 receive one-time lump sum payment equal to 3.5% of maximum pay.
FLSA overtime is not guaranteed. (President Walsh 9-18-20)
Paramedic pay is $2.82 per hour stipend in addition to employee's base rate.

Brevard County 10/01/21 Base salary - move to next step in pay plan provided an overall performance evaluation level of at least "Successful" is attained.
Year 1 and 2 are Fire Fighter/ EMT salary. Most new hires are FF/ EMT - not yet Paramedic certified. (Pres Bramson, 3/2/22).
Starting in Year 3, all firefighters required to be paramedic certified (FM2 on pay scale).
Base salary includes guaranteed FLSA pay. Hourly rate is base divided by 3011.
Holiday Pay - 11 holidays, 11.2 hours of straight pay each. Hourly rate is base divided by 3011. Annual amounts also listed in contract.
Longevity - After one year of service, annual longevity payment.

Jacksonville 10/01/21 Fire Fighters are required to be EMT certified. Confirmed with Pres Wyse, 1/31/2022.
Base Salary - Step progression: Annual step progression for Steps 1-5, then Steps 6-10 require two years of service. Then, Steps 11-13 are annual basis
again.
Longevity - Per Pres Wyse, receive $25/ month starting after five years of service. Each additional five years is additional $25/ month.
Longevity benefit is listed in Civil Service Rules not in MoU. (1/31/2022).
Holiday Pay - In additional to holiday hours, if work any of 12 recognized holidays member receives additional half time pay for 12 hours.
Other allowance - EMT incentive pay of $200/month. Additionally, first of two hazard pay payment. $2500 sixty days after contract ratificatio
Holiday Leave - In addition to holiday pay, all members receive 12 holiday hours for each of the 12 recognized holidays.
Leave Hours - This encompasses vacation, sick and personal. One day equals 11.2 hours.

Palm Beach Town 10/01/21 Base Salary: Rank of FF/EMT. Minimum and Maximum salary $56,543 - $93,934.
Pay scale is based on minimum/ maximum salary. Predict annual 6% salary progression so members receive maximum salary in Year 10 to match previous
years step plan.
Vacation Hours: Provided by Sec/ Treas D'Ariana 3/21/22. Not listed in contract.
Holiday Hours: Half shift, 12 hours for a floating holiday.
Personal Days: All members receive two personal days, which is two 24-hour shifts (48 hours total). Sec/Treasurer D'Ariana. 3/22/22.

Sarasota County 10/01/21 Base Salary - All Fire Fighters are required to be Paramedic certified. Used Fire/ Medic pay salary.
Longevity Pay - Amounts stated in contract.
Holiday hours - Receive 120 hours of holiday leave. Members may choose to receive payment for up to 48 annual hours in December.
Maintenance allowance - Receive $700 per year for uniform cleaning and purchase of uniform shoes.
Note: 6% of top step Journey Fire Medic annual salary is given by the City to each member for Healthcare Trust. Not included in analysis.

Seminole County 10/01/21 Base salary - Salary is minimum-maximum scale. Contract states 3% raise to base salary effective 10/1/2021.
Additionally, performance pay is 1% or 2%. Members are not given performance salary adjustment in Year 1.
Pres Divita says majority of members receive positive review required for additional pay. Used 1.5% for analysis (Pres DiVita, 3/1/22)
Uniform Allowance: Annual uniform allowance of $500 per fiscal year.
Holiday Pay - If work on one of 11 recognized holidays, receive double time for all hours worked. If do NOT work on holiday, receive 8 hours of straight time
pay.
Hourly rate is base divided by 2912.
Leave hours - Paid time off is inclusive of vacation and sick. New members are not allowed to use PTO until completed 6 months of service.
Personal Hours - Birthday and "Work Life Day" - 24 hours each. Additionally, High Risk Relief (HHR) as follows: 1-4 years, 2 days; 5-9 years, 3; 10+ years, 4.
Additional hours as "employee recognition." After 5 years, 1 work day; 10 yrs, 2 days; 15 yrs, 3 days; 20 yrs, 5; and every five years afterwards, 5 work days.
Contract states that only hours worked are counted towards overtime calculations (not paid time off). No guaranteed FLSA overtime.

Volusia County 10/01/21 Base Salary - 2912 scheduled hours. Min to Max scale. Increases average 3% per year until reach Max. (Confirmed by Pres. Karaginis, 4/21/21)
Year 1 is Level B on pay scale (minimum hourly $13.4406); Year 2 is Level C (Maximum hourly $22.6413).
Salary scale is based on 2756 hours straight time + 156 hours of FLSA overtime, but FLSA is not guaranteed, so 2912 x base hourly rate
Annual salary is equal to 2912 x base hourly rate. Same minimum and maximum salaries for three fiscal years of contract.
Uniforms - $400 annually.
Maintenance Allowance - $10 per week for uniform maintenance.
Holiday Pay - 9 holidays. If work a holiday, receive additional 24 hrs of straight time pay. If don't work holiday, receive 16 hours of straight pay.

Leave Hours - Personal Leave - inclusive of annual and sick leave. 0 - 7 years = 312 hours, 8 - 13 = 348 hours, 14 - 19 = 384 hours, and 20+ years = 420
hours
May only use 120 hours in the first year of employment.
FLSA Overtime: When taking leave, a FF must give at least 14 days notice for those leave hours to count towards FLSA overtime. FLSA is not guaranteed.

PROPOSAL FOR ESTABLISHMENT OF A “D” SHIFT AND
MOVE TO 42 HOUR WORK WEEK

DELAYED IMPLEMENTATION
Plan to move to 42 hour work week schedule with the first full pay-
period following July 1, 2025

PLAN IMPLEMENTATION
Phase 1
Continue aggressive recruitment to fill current open (budgeted)
full-time (24/48) job positions.

Continue program offering to hire single certified personnel with


County paying them to attend either minimum standards fire
training OR paramedic training.

Implement a “Retiree Retention Program” whereby Polk County


Fire-Rescue personnel that retire can agree to stay out the required
period of time and then return to work in a part-time firefighter /
EMT or firefighter / Paramedic capacity. To enter this program the
employee must pass an initial physical assessment and must be
cleared by a physician as fit for duty: Benefits for these employees
would be 1) continued BOCC healthcare for themselves and their
dependents at the same premium full-time employees pay, and 2) a
free annual comprehensive fit-for-duty medical examination each
year.
Phase 2
After “D” Shift plan is ratified, begin hiring dual-certified personnel
into part-time positions requiring that they work a minimum of 24 hours
per month.
Place no limit on the number of part-time dual-certified employees
that can be hired.
All part-time personnel must pass the medical director’s required
credentialing as an EMT or Paramedic as a condition of part-time
employment. Medical Director testing to be completed in shift-friendly
schedules
Solicit interest from those part-time employees about coming to
Polk County full-time effective with the July 2025 implementation of the
24/72 schedule.
For those employees who demonstrate interest in coming to work
for Polk County full-time after the 24/72 is implemented, schedule shift-
friendly Polk County new-hire orientation classes that they must
complete sometime between January 1, 2024 and July 1, 2025.
The goal would be to find approximately 180 personnel willing to
come aboard as part-time employees in anticipation of moving to full-time
24/72 in July 2025.
Consider Incentives for those part-time personnel who provide the
County with a written commitment to transition to full time effective
July 2025,
For those additional supervisory positions that will be necessary
effective July 2025, hold promotional testing in early 2025 and then
advertise and interview outside candidates in early 2025 for those potions
that can’t be filled internally.
Phase 3
Effective June 2025 announce new (A-B-C-D) shift assignment for
all personnel and announce 42 hour work week start dates for each shift..
Effective with selected dates coordinated with the first full-pay
period following July 1, 2025, implement the new 42 hour work week
schedule.
