CONSTITUTIONAL BY LAWS
of
JUNIOR HUMAN RESOURCE MANAGER SOCIETY

ARTICLE I
NAME AND OFFICERS
Section 1. The name of the organization shall be the “The Junior Human Resource Manager
Society” the acronym for which shall be JHRMS.

ARTICLE II
MEMBERSHIP
Section 1. Membership, JHRMS shall be cooperate or collective bodies of BS Business
Administration or Bachelor of Science in Business Administration (BSBA).
Section 2. JHRMS shall act all times, represents the sovereign of each of the members duly
constituted Authority in the management of such members’ internal affairs and shall, as
matter of Policy refrain from interfering such affairs.
Section 3. Upon admission to membership, each member shall submit to the JHRMS
Secretary a complete list of the names to the Assembly. Thereafter, it shall report in the
JHRMS Secretary, as soon as possible any change in the composition of its representative or
Representative in the Assembly.
Section 4. In any deliberation of the Assembly, each member shall entitle to one vote, which
hall be cast by its leader or his duly designed alternative. Every individual member shall be
entitling to vote once and shall be cast personally.
Section 5. All individual members are considered delegates to the assembly.

ARTICLE III
THE ASSEMBLY
Section 1. The assembly shall be JHRMS deliberate body composed of all Business students
and Certified delegates of all collective and individual members of JHRMS.
Section 2. The Assembly shall:
a. Nominate and elect the members of the officers in accordance with the pertinent
provisions of the by – laws.
b. Act on proposed Amendment to the by- laws, in accordance with the provisions
on Amendment to the by – laws.
c. Ratify or take appropriate action on the acts or decisions made by the officers and,
d. Adopt and take appropriate time on the reports submitted by the President,
treasurer, the auditor or the Secretary.

Section 3. Individual members shall represent himself/herself in the assembly.

Section 4. The term of office of the officers shall be from June 1 of the given year to March
31 of the year.

ARTICLE 1V
OFFICERS
Section 1. The officers of JHRMS are President, Vice –President, Secretary, Treasurer,
Auditor, P.I.O, and Sgt. at Arms.
Section 2. The officers shall be elected by the members from among themselves.
Section 3. The term of the office of the officers shall be one year starting from 1st of June and
expires on the 31st of march of the next following their election or until their successors have
been elected and duly qualified.
Section 4. There shall be no limit to the numbers of times a president may be elected to any
of the position enumerated in Art. V sec. 4 as long as he/she does not stay for more than two
consecutive term in one particular office.
Section 5. The officers of the JHRMS shall perform their respective duties as defined in the
rules 0f order provided they are not incompatible with the provisions of this by – laws.
Section 6. The duties of the President:
a. The president shall be the Chief Executive of the JHRMS.
b. He/ She preside over all meetings of the JHRMS and of the officers.
c. It shall be his/her duty to implement the decision and resolution of the
officers and of the will of the members of the JHRMS and shall have
general supervision of the overall members of JHRMS.
d. He / She shall assign all negotiation instruments, checks, notes of contract,
and other papers of the JHRMS.
e. He / She perform all duties and functions inherent in the office of the
president and such as maybe assigned to him/her from time to time by the
adviser.
f. He / She are empowered to appoint committees which he/she may find
necessary to carry out any function of the objectives of JHRMS.
g. He / She shall submit an annual report of the operation and activities of the
assembly with the members or at annual meetings.
Section 7. The Vice- President shall perform the duties of the office of the president during
the temporary absence of the incumbent, provided such period shall not exceed three (3)
months.
Section 8. The duties of the Secretary:
a. The Secretary shall properly keep and file record of the minutes of the
meeting of the JHRMS and of the adviser and all other pertinent to the
members of JHRMS.

b. He / She shall keep a complete roster and directory of members, a file of

activities, awards and guests of JHRMS.
c. He / She shall send all members in good standing reports, publication,
newsletters, and others as directed by the adviser.
d. He / She shall be the custodian of JHRMS seal.
e. He / She shall render an annual report of his office at the annual meeting.
f. He / She shall attend to all the correspondence of JHRMS.
g. He / She send out proper notices, oral or written of the meetings of
JHRMS or adviser to the member thereof.
h. He / She shall perform also such other duties and functions as may be
assigned to him/her by the Adviser.

ARTICLE V
MEETING AND ELECTION
Section 1. The Adviser meet monthly, or as often as the President may deem necessary to
formulate carry out plan for attaining the objectives of JHRMS to coordinate and support and
guide its activities. And to act on all other matters requiring its immediate decision and
action.
Section 2. The assembly should be on its annual meeting and the elections on the 3rd week of
February. If there is a failure of elections, the assembly shall convene on such date as shall be
agreed upon by the assembly or designated by the Adviser until the new President shall have
been elected and qualified.
Section 3. The nomination and election for membership shall be supervised by the
Committee on Election.
Section 4. The Adviser shall complete the election in the following positions:
a. President
b. Vice- President
c. Secretary
d. Treasurer
e. Auditor
f. P.I.O
g. Sgt. At Arms
Section 5. The meeting of the assembly or any of its committee, the presence of a majority of
the Delegates duly qualified to vote shall constitute a quorum for the transaction.
ARTICLE VI
FISCAL YEAR AND FEES
Section 1. The fiscal year of JHRMS shall be from June 1 to a given year to 31st of March the
next year.
Section 2. Upon admission into JHRMS, a member shall pay the registration of fifty pesos
(₱50.00) and shall be collected twice a year (every semester).

ARTICLE VII
FUNDS
Section 1. All funds of JHRMS shall be managed and accounted to be responsibilities of the
Treasurer with its accordance together with accepted practice and subject to the laws within
the school. The assembly may adopt additional rules and regulations covering receipts
depository, disbursement, accounting and duties of funds of the JHRMS.
Section 2. The adviser shall be responsible to the members for the proper management and
control of JHRMS funds. To carry out this responsibility, the adviser shall delegate to the
President, to the Vice- President, and the Treasurer to disburse JHRMS funds provided that
such authority shall be limited in accordance with the policies which the Adviser may adopt
from time to time with respect to the nature, purpose and maximum amounts of disbursement
and provide further, that such authority shall be exercised in the manner prescribed in Section
3 below.
Section 3. Pursuant to Section 2, disbursement of JHRMS fund shall be made:
a. Upon joint authority of the President and the Treasurer or the Adviser.
b. In absence of the President, upon the join authority of the treasurer and the
Vice- President.
c. In the absence of the Treasurer, upon the joint authority of the President
and Vice- President.
d. In the absence of both the President and the Treasurer, upon the joint
authority of the Vice- President and Auditor.

serve. All officers, senior management, and advisers participating in organizational concerns
are dedicated to implementing fair processes and procedures and ensuring constitutional
conformity. We collaborate with the College Supreme Student Council to ensure that our
recruitment and retention efforts attract and retain a high-quality academic and classified
organization.
