1. INTENT
The health and safety of all Metso Outotec employees is of paramount importance
when we engage in work activities throughout the world. One of the most
challenging aspects of ensuring that our workers are provided with a safe workplace
is the transportation of our people to the various work locations at our customer
sites. Travel to our work sites can often present unique and challenging situations
when it comes to keeping our workers safe.
The purpose of this Travelling Guideline (hereinafter referred to as Guideline) is to
provide a framework for the safe management of all travel in country and on site in
order to maintain security, prevent accidents, injuries or incidents, and to protect the
environment.
2. SCOPE
This Guideline presents a summary of Health and Safety procedures to be adopted
during visits to Democratic Republic of the Congo, Mutoshi Project site by Metso
Outotec project team members.
Guideline is prepared based on Metso Outotec internal regulations on Health and
Safety during traveling, and our Global Travel Policy

3. COUNTRY OVERVIEW

Democratic Republic of the Congo is a country located in central Africa. Officially
known as the Democratic Republic of the Congo, the country has a 25-mile (40-km)
coastline on the Atlantic Ocean but is otherwise landlocked. It is the second largest
country on the continent; only Algeria is larger. The capital, Kinshasa, is located on
the Congo River about 320 miles (515 km) from its mouth. The largest city in central
Africa, it serves as the country’s official administrative, economic, and cultural
centre. The country is often referred to by its acronym, the DRC, or called Congo
(Kinshasa), with the capital added parenthetically, to distinguish it from the other
Congo republic, which is officially called the Republic of the Congo.
Congo is rich in natural resources. It boasts vast deposits of industrial
diamonds, cobalt, and copper; one of the largest forest reserves in Africa; and about
half of the hydroelectric potential of the continent.
Traditional African religious beliefs in a supreme being, the power of the ancestors,
spirits of nature, and the efficacy of magic have been greatly influenced by the
introduction of Christianity in Congo. There is a very sizable Christian population,
the largest proportion of which is Roman Catholic. Other Christians include
Protestants and followers of the local sect of the Church of Jesus Christ on Earth

5. COVID-19
COVID -19 is a global pandemic and exit and entry into different countries is subject
to the latest “in country” government requirements including with relation to PCR
testing and quarantine. Careful advanced planning is essential to ensure that
required protocols are met.

Behind the above link you will find clear instructions for persons travelling under
different passports fully vaccinated or unvaccinated:

o You do need to have a Negative Covid PCR test 72 hours prior for
travel from Lubumbashi to abroad
Internal flights:
o No PCR required for fully vaccinated personnel
o If not vaccinated, then PCR test required, or mode of transport will be
arranged via vehicle/bus
6. INTERNATIONAL SOS
6.1. Overview
By log in into ISOS pages, it can be chosen the destination location and then all the
updated country specific information will be displayed. Note that similar information
is available also for all manufacturing countries project personnel needs to travel to.

7. BEFORE TRAVEL
7.1. Assess travel related risks
If authorities, Metso Outotec or the Client advises it is unsafe to travel, your
insurance may be invalid, and travel should not be undertaken until it is deemed
safe.
Risk presented on ISOS pages for medical and security needs to be checked and
based on that the following approval need applies:
Control measures have been defined in the project specific travel risk assessment.
Travel safety approval is to be obtained from Project Director Ilmari Salmio
7.5.1. Vaccinations
Check which vaccinations you need and get them early. Some vaccinations are not
fully effective before 10 days. Vaccination against Yellow Fever is required by the
project. Yellow fever vaccination is compulsory prior to travel into DRC, and it has to
be taken 10 days before travel. The Yellow fever card is valid for lifetime as per new
WHO guidelines. Other vaccination recommendations can be checked on ISOS
pages.
7.5.2. Medication
Check the regulations of your destination country regarding importation of your
medication, as some drugs may be strictly prohibited (especially narcotics and
psychotropics) and may result in severe penalties. Some restrictions are published
on the International Narcotics Control Board. Take any medicines you require in
their original packaging, including any information leaflets, with them clearly labelled

with your name (matching your passport name), and your doctor's name. Have
enough to cover the trip, and extra in case of delays; however, note that many
destinations limit quantities of certain drugs to a 30-day supply. Carry medication in
your hand luggage, with copies of your prescriptions.
Malaria is present year-round in all of DRC. Prevention to Malaria is guided as
follows:
mosquito bite avoidance
medication: consult your travel health doctor for an individual
recommendation. Some authorities recommend preventive medication.
Follow the ABCDEs to minimize malarial risk:
A: Awareness - Be Aware of the risk, the symptoms and malaria prevention.
B: Bite Prevention - Avoid being Bitten by mosquitoes, especially between
dusk and dawn.
C: Chemoprophylaxis - If prescribed for you, use Chemoprophylaxis
(antimalarial medication) to prevent infection and if infected reduce the risk
of severe malaria.
D: Diagnosis - Immediately seek Diagnosis and treatment if a fever develops
one week or more after being in a malarial area (up to one year after
departure).
E: Emergency - Carry an Emergency Standby Treatment (EST) kit if
available and recommended (this is the kit which contains malaria treatment)
If you are seriously allergic, learn the allergen names in the local language
Check local medical risks and infectious diseases from ISOS website. Contact local
occupational health if the destination has heightened medical risks and get required
instructions and vaccinations.

Road conditions are poor, and routes often become impassable during the rainy
season (July to August in Kinshasa; see Natural Disasters section in our Travel
security guide for other provinces) (information from ISOS page June 2022)
Always use seatbelts!
The risk of accidents increases at night as most roads lack adequate lighting.
Signage is in French. Traffic drives on the right and foreigners need an international
driving permit. Motorists should not use mobile phones while driving as this is
illegal. The National Highways Authority manages to maintain only a fraction of the
country's 100,000 miles (160,000km) of road and only a few hundred miles are
properly surfaced. Four-wheel drive (4WD) vehicles are essential.
The customer also recommends that staying on site is preferred. If required to go
outside then site procedure must be followed i.e. must go via organized company
transport, always carry valid visa copy/DGM doc and must be accompanied by
Chemaf driver/employee.

9.7. Internet
The recommended modems for internet purpose are Vodacom or Orange network.
10.3. Crime
Armed crime, including carjacking, poses a threat. Most armed carjackings take
place at night. Local villagers often dismantle bridges and sections of the road to
force travelers to stop. They will then offer their services for hire to put the bridge
back together. Drivers should not stop for suspicious-looking accidents at the
roadside, or at intersections where suspicious-looking individuals are loitering, as
these may be traps set by criminals.
Roadblocks and checkpoints set up by the security forces are common across the
country, including in Kinshasa, especially after dark. However, these are not clearly
marked, and travelers may be required to present their identification documents,
which should be shown through closed windows as criminal groups are known to
use roadblocks to rob travelers. Ill-disciplined security personnel have detained and
questioned travelers at military checkpoints.
Taxis are available but are poorly maintained and unreliable. Business personnel
should either book a taxi through their hotel or hire a private car and driver.

Traffic and pedestrians stop for the raising and lowering of the Congolese
national flag. The ceremony is held every day, usually at 07.30 and 18.00.
It is important to enquire about family, health and work after greeting.
Men and women do not shake hands unless the woman extends her hand
first. A younger person waits for an older person to offer their hand first
11.3. Businesswomen
Female executives may find that they are not taken seriously in business
negotiations and may encounter difficulty trying to establish authority. However,
there is respect for job titles, and it may be helpful to spell out lines of authority
clearly by sending corporate information (in French) to all parties prior to arrival.
Women travelling alone could experience some harassment, though this is usually
more annoying than dangerous; they should dress conservatively, avoid eye contact
and walk purposefully. Commonsense security precautions should also be observed
regarding choose of transport and accommodation.

11.4. Tipping
A 10% service charge is included in restaurant and hotel bills and further tipping is
unnecessary. In general, tipping (known as 'Mahtabish' or 'something extra') is
common and some small change is routinely given for all services.
