Following mechanisms are ensured that the quality of ODL programmes matches with the quality of relevant programmes in conventional mode: 1.
The syllabus of all the programmes are in accordance with the UGC Guidelines and Odisha Higher Education Council that is followed in the
Conventional University 2. University is also following the Choice Based Credit System in its Undergraduate Programme as followed in the
Conventional Universities. 3. The Curriculum of the programmes is updated regularly as per the revision the syllabus og UGC or Odisha Higher

HEI shall mention compliance details against the requirements in terms of Learning material (Print Media), Audio-
Video Material: Quality Standards, Online Material: Quality Standards, Computer-based material: Quality Standards
and Curriculum and Pedagogy: Quality Standards, as mentioned in the Annexure-VII of the Regulations.
1. Learning Material (Print Media) : The SLM is designed such that it is self-explanatory and easily understandable by the learner, and the feedback
of the learners is taken into consideration while updating the SLM. Assignment and Activites are incorporated in the Self Learning Material. Each
Unit has a defined structure. Each course, block, and unit has defined learning objectives and learning outcomes. Each block is divided further into
blocks and units. The SLMs of all the programs follow a standard format and layout having a unit structure at the beginning of each unit, examples,
case studies, glossary and suggested reading. 2. Audio–Video Material: The Audio-video contents of all the programmes are available in both
Regional Language and English. The delivery of the content is simple, clear and free from any pedagogic jargon. The videos are prepared on the
basis of the need assessment report and based on the requirements of target-audience. The audio-video content is developed in correlation with
the Learning Objectives and Learning outcomes of a Programme. The sound and image synchronization is perfectly maintained in all the audio-
video contents. The course content is incorporated with relevant animations and graphics for a better understanding of the target audience. The
formats used in the Audio-video material is compatible with all the electronic device. 3. Online Material: All the courses are divided into blocks, units,
and video-lessons. The material has a complete description of objectives, activities, assignments, and resources. University has developed its own
IT policy and all the guidelines are followed to maintain the internet-ettiquette. Discussion forums, chats, and quizzes are provided in the online-
learning to actively engage the learners. The activities and assignments are designed such that the clarification of the concept and development of
the skills can be tested in the learners. The platform is designed such that the navigation for the user is easy and user-friendly. At each level of the
online platform, the feedback option is activated for the learners so that they can provide their inputs or issues regarding the program at any stage.
Reference materials and links of online resources are provided at the end of each unit for the successful completion of the course. The content can

Following is the process for the preparation of a Programme Project Report in Odisha State Open University: The University defines the mission
statement and objectives for the programme to be launched as per the academic goals of the University. The identification of the programme is
done to fulfill the missions and goals of the University . The diverse group of target learners is identified with their learning needs on the basis of
which curriculum is designed and prepared. Learning outcomes are prepared to include the development of knowledge and understanding
appropriate to the area of study and also reflect academic, professional and occupational standards of that field. It is ensured to incorporate generic
transferable skills and competencies. Instructional Design of the PPR includes Curriculum design, detailed syllabi, duration of the program, faculty
and support staff requirement, instructional delivery mechanisms, identification of media – print, audio or video, online, computer-aided, and student

Project Work Objective of the Project Work: Course: X (Project Work) is one of the integral part of the Post Graduate Diploma Programme in Rural
Development (PGDRD).Students are free to select any topic for project work related to Rural Development. This will help in acquiring better
understanding and conceptual clarity in the socio - economic problems prevailing in rural areas and finding out the potentials as the solution to the
problems. The objectives section defines both the short-term and long-term objectives that are necessary for realization of project goal. It is also
desirable to define the project objective in relation to the developmental goals, i.e., at mission, programme and project level. The objectives setout
needs to be SMART. Specific: What the project wants to achieve must be stated clearly not in ambiguous terms. Measurable: Achievements must
be quantifiable and capable of being measured. Achievable: The objectives should be achievable and attainable. Realistic: Should be possible
realistically achieving the objectives within the available resources. Time bound: The time frame specified for achieving set objectives. Steps
involved in the finalization of the topic of the Project: Project is an important element of developmental programmes. It generally refers to new tasks
undertaken by an individual or organization in order to achieve a specific goal. Every project from conception to completion passes through a series
of sequential phases. There is no universal consensus on the number of phases in a project cycle. However, typically a project consists of four
phases - conceptualization, planning, execution and termination. Thus, there are certain steps involved in carrying out the project work which are
enumerated as follows: 1. Selection of the topic: The student should select a topic related to different aspects of rural development. You should
consult your Supervisor before finalizing the topic. 2. Consultation with Supervisor for preparing project proposal / Synopsis: Once the topic has
been chosen, you should discuss it with your Supervisor assigned to you by your Study Centre. You may prepare your project proposal / synopsis in
about 800 - 1000 words to receive remarks from your Supervisor. SYNOPSIS OF THE PROJECT REPORT The research synopsis is the plan for
your research project. It provides the rationale for the research, the research objectives, the proposed methods for data collection and recording
formats and/or questionnaires and interview guides. The synopsis is based on the information provided by the supervisor(s) and by secondary
sources of information. In the final report you will present the results of your data collection and elaboration, with the discussion and the conclusion.
The full synopsis should be maximum 800 - 1000 words, excluding appendices. Following is the chapterization for the project proposal/synopsis: •
Topic Headline: This should be brief and self-explanatory. It should relate directly to the main objective of the proposed research. A more specific
and descriptive sub-title can be added if necessary, for example to indicate the main methodology that will be applied. The title of the final report
can be different from the working title of the synopsis. • Introduction: Here you should introduce the main problem, set it into context and introduce
the particular niche within the main subject area that you will work with. For example, the main subject area could be deforestation and the
Introduction would then briefly argue why it is relevant to be concerned with deforestation – to whom it is a problem and why. The niche could be the
role of small-scale farmers in deforestation processes in mountain areas. Justification for the niche should also be included in the Introduction.
‘Justifying’ a research problem means providing information documenting that both the main problem and the specific niche are of relevance to
others than yourself, such as the scientific community and stakeholders. A research problem can be, for example, a gap of knowledge, an
unexplained observation, something not yet analysed (using this systematic, with this level of detail, from this particular angle), or something that
does not fit traditional beliefs (Rienecker and Jorgensen, 2006). The information you provide as documentation for the existence and relevance of
the problem should primarily be scientific peer reviewed literature. Newspaper articles, blogs and a lot of material from the internet are not subject to
quality control and are therefore considered less trustworthy. • Review of the Literature: Review of literature is a collective body of works done by
earlier researchers and published in the form of books, journals, articles. It helps in generating ideas and developing significant questions for the
research work. • Significance of the study: The rationale for carrying out the particular project is explained here. • Objectives of the study: These
should be identified on the basis of the problem analysis. That means, after reading the problem analysis it should be immediately clear that the
choice of objectives is relevant and justified. The objectives should focus on concepts and problems mentioned in the problem analysis Each
research proposal should contain one overall objective describing the general contribution that the research project makes to the subject area as
well as one or more specific objectives focusing on discrete tasks that will be achieved during the research. The overall objective may be something
that the study will contribute towards but not solve/finish; the overall objective should not be a compilation of the specific objectives. • Hypothesis of
the study (If any): These are predictions of the outcomes from the study. It is useful at the outset to specify the hypotheses in terms of the assumed
relations between variables so as to clarify the position and pre-understanding of the researcher. If statistical tests are to be conducted formulation

atate of Odisha as per the territorial limits stipulated for the institution, as per the policy laid down by the UGC, • The institution should be an
institution of higher learning affiliated to a Central / State University and recognized by Government of India / State Government, • The institution
should have collegiate environment, • The institution should have prescribed infrastructure and academic expertise for providing academic and
administrative support to the learners as prescribed for the programme, • The institution should be located at a convenient location (closer to the
bus stand / railway station) having easy accessible to the learners, • The institution should be able to conduct theoretical and practical counselling
sessions and examinations as and when they are scheduled, and • The Study Centre will be subject to academic / administrative / financial
monitoring / audit by the ODL University / Institution / UGC / Central / State Government The Detailed Report regarding opening of a Study Centre
is duly approved by the Centre for Internal Quality Assurance and the statutory body of the University that is the Board of Management. The MOU is
signed with the host institution for opening of a Study Centre as per the below format: Memorandum of Understanding for Study Centre Signed
between the Odisha State Open University, Sambalpur, hereinafter referred to as 'OSOU', and the Head of the Host Institution for establishment of

and OSOU examinations. • Extend library, laboratory, computer facilities, etc. to OSOU students. • .Ensure that the Coordinator maintains accounts
and submits the expenditure statements to the University every month. • Have the right to inspect the Study Centre whenever he/she likes and
advice the Coordinator. OSOU will: • Appoint the Coordinator on the recommendation of the head of the host institution. The Coordinator will be
paid honorarium as fixed by the University from time to time. • Pay contingent charges and other remuneration for counselling sessions, evaluation
of assignments, holding examinations, stationery, postage, telephone etc. as per OSOU norms. • Pay an amount towards secretarial assistance,
either lump sum or on per student basis, whichever is more, as per approved rates. • Pay the host institution for use of laboratories and equipment
at rate approved by OSOU from time to time. • Appoint academic counsellors as per OSOU norms. • Have the right to shift or close the Study
Centre if it finds that support services are not being provided, as per the requirements of the university. In such case the Coordinator has to hand
over all the assets and academic records of the learners to the University. The Coordinator will also have to settle all financial accounts with the
