Project Management

Assume you have been recruited as a consultant for a project titled: Youth Engagement in
Agribusiness Value Chain Activities in Bambili Cameroon. According to the project funding
agreement, community participation is paramount and must been assured. Assumed that the
stated project objectives are:

Objective 1: To Train and provide assistance for Income Generating Activities for 25youths

Objective 2: To create and make functional 4 cooperatives.

Objective 3: To effectively manage the project to ensure efficiency and economy

Required:

a) Suggest and explain (briefly) activities to achieve results associated with each objective
(3 activities per objective)
b) Develop an expected results and corresponding indicators (logical framework matrix
taking into account project objective and activities)
c) Explain (briefly) what plan to ensure community participation you will adopt
d) Explain (briefly) the sustainability, monitoring, evaluation, accountability and learning
plan you will adopt
e) Suggest a risk management plan for this project

c. Explain (briefly) what plan to ensure community participation you will adopt

A participatory community mobilisation approach will involve a meeting with the population of
the project area. It focus on a study of all aspects of the quarter (environment, social,
economic) that will result in a data base especially on priority problems, needs of the
community in relation to business potentials and its constraints for the youth entrepreneurship
activities. The results of these findings will be geared towards a better planning and
implementation of business solutions to change the problems identified in the course of the
work.

The objectives of the Participatory Community Diagnosis will be to:


- Enable the local population and youths to have a good mastery of their Business
environment, constraints and potentials.
- Identify the problems and constraints per common Business sector
- Identify the needs that will be handled in partnership with other stakeholders/actors to
support youth entrepreneurship.
- Identify and analyse issues of agribusiness and climate change that affect the
community
- Identify and analyse issues that concern young people in getting land for production
To ensure effectiveness in the realisation of the PCD, there will be a need for a common
participatory methodology to be used in involving all the stakeholders involved in the activities.
The different stages involved included:
- Selection and orientation of community facilitators to support in collecting socio-
economic data and mobilising the youths to actively participate in the project
- Use of different tools for data collection and triangulation and cross checking to see
agribusiness speculations that can be profitable to youths in the community
- Emphasize the concerns of youth entrepreneurship in reducing unemployment
- Carryout sensitization campaigns consisting a caravan with popular musicians and DJ
For all this to succeed, all the different stakeholders involved in the project at different stages
will work together. The youths, the community members, the Mayor, Councillors, ministry of
youth affairs, Steering Committee, the Community Development Association, quarter heads,
and all the quarter institutions involved in youth development.

d. Explain (briefly) the sustainability, monitoring, evaluation, accountability and


learning plan you will adopt

The internal monitoring of project activities and indicators set out in the project’s logical
framework will be carried out by a monitoring/evaluation expert from the executing organ. All
the institutions involved in project execution will prepare and transmit quarterly and annual
progress reports to the executing agency. The executing agency will draft the summary report
and forward it to the funder. All reports must comply with the funder’s formats and at the end
of project execution, the executing agency, with the assistance of the consultant, will draft and
transmit a completion report to the funder. Reports will be prepared on a quarterly and annual
basis in accordance with the applicable guidelines. Additional basic data will be collected as
necessary, in accordance with the project performance indicators defined.
