PART II- Milestone

ACTIVITIES

A. FMI Site Inspection

Last May 18, 2023, the PCU VCF – Alyanna Alcober together with the representatives from DILG VIII,
Jaro LGU and the contractor of the project conducted an FMI site inspection of the
Rehabilitation/Improvement of Tinambacan Farm to Market Road in Brgy. Tinambacan, Jaro, Leyte.

The said site inspection was conducted in preparation for the turnover of Tinambacan Farm to Market
Road in Jaro, Leyte and it was attended by the following:

 Viguz Construction Corporation Representative
 PCU Representative – Alyanna C. Alcober

Below was the gathered information during the site inspection:

 100% Physical Accomplishment based on the actual Inspection;


 As of March 28, 2023, at 90% Financial Accomplishment based on the fund downloaded vs.
obligations;
 As of April 5, 2023, 81.32% of the fund downloaded was disbursed by the Jaro LGU (Fund
Utilization) vs obligations.

The said monitoring started with field validations on the constructed farm-to-market infrastructure in
Brgy. Tinambacan, Jaro, Leyte. After the field validation, the team proceeded to the meeting, and the
DILG Engr. Maite reported that based on the actual inspection, physical accomplishment as of May
18, 2023 – is already at 100% - 2.073 linear meters were completed.

One of the issues the team raised was still on removing the eight electrical posts that are still within
the road right of way. As to LGU, they are constantly coordinating with LEYECO to relocate electrical
posts within the RROW. Further, they also stressed their comments and recommendations, including
completing all docs on the variation on the original period vs. the extended period, conducting field
density test on the shouldering, and settling obstructions and clearing debris on the completed line
canal.

B. DIP Review

Last May 10, 20223, RCU and PCU Team conducted a review on the DIP of Upscaling the Leyte
Coconut Copra Industry at DTI Regional Office 8.

The said activity was attended by the following:

The purpose of the aforementioned review was to update the Coconut DIP in light of the observations
and comments provided by RCU. Whereas, it was noted during the review that the DIP:

 Rationale and objectives should improve its resiliency through the adoption of
environmentally sustainable climate resilient, innovative technologies and practices; its
Investment Plan Value Chain Actor (table 1) should be ratified based on the comments
provided and PCU to indicate when the project objectives are targeted to be achieved.
 Under Scope and market Development Approach, the DIP should explain the role/ part of SC
Global; indicate the location of ASCFA; indicate who are the FOs that supply copra to
KAMMPIL; explain how Farmer HH will increase their income; it was noted that no Productive
Investment was mentioned for the proposed DIP beneficiaries; and discuss the process how
will BSFWFA be a supplier of KAMMPIL.
 Further, in Product Profiles, the market development model should show the FOs that are
presently supplying KAMMPIL;
 Whereas, the proposed RAPID interventions should indicate a more realistic cost per
intervention and include its specific timeline.

The PCU DIP Team were committed to comply with all the agreements and provided a solution to all
the issues identified during the meeting and submitted the revised DIP prior May 15, 2023.
