MERALCO GUIDELINES ON SERVICE AVAILABILITY

Introduction This is a general overview of the policies, standards and


guidelines of Meralco’s existing Service Availability within its franchise area,
and includes the available service voltages, limitations, and other relevant
information. For the complete standards including drawings and specifications,
please contact our Technical Support Engineers at your nearest Meralco
Business Office.

Franchise Area

The franchise area of the Company covers all cities and municipalities of Metro
Manila, the entire provinces of Bulacan, Rizal and Cavite, parts of the
provinces of Laguna, Quezon and Batangas, and several barangays in
Pampanga. Alternating current at a nominal frequency of sixty hertz (60 Hz)
is distributed throughout the territory served by the Company. Normally, the
electric power supply of an applicant shall be served through an overhead
distribution system. However, if requested, an underground distribution
system may be used, upon compliance with certain Company requirements.

Service Voltages

The following are the service voltages being maintained and offered by the
Company in its franchise area.

Low Voltage (Secondary Nominal Voltage)


•230 Volts, Single Phase, Three(3)-Wire
•230 Volts, Three(3) Phase, Four(4)-Wire
•460/265 Volts, Three(3) Phase, Four(4)-Wire (Grounded Wye)
•400Y/230-volt, three-phase, four-wire service voltage (New)

Medium Voltage (Primary Nominal Voltage)


•13.2/7.62 kV, Three(3) Phase, Four(4)-Wire (Grounded Wye)
•34.5/19.92 kV, Three(3) Phase, Four(4)-Wire (Grounded Wye)

High Voltage (Sub-Transmission Nominal Voltage)


•115/66 kV, Three(3) Phase, Four(4:)-Wire (Grounded Wye)

Low Voltage (Secondary Voltage Service)


The maximum allowable demand load for single-phase service applications is
75 kW. Single-phase service applications with demand load requirement of
more than 75 kW shall be served at three-phase service instead. The
maximum Meralco-supplied transformer bank capacities are the following:

1)1000 kva at 230 volts; 2000 kva at 460 volts; 1000 kva at 400Y / 230 volts.
Meralco made available to its customers the 400Y/230-volt, three-phase, four-
wire service voltage starting year-2006.

2) 400Y / 230 volts service may be provided for the following types of loads:
1) Three-phase solely-served industrial establishments,
2) Three-phase solely-served commercial establishments, and
3) Purely residential buildings/condominiums served solely by three-phase
transformer bank/s. However, this service shall be provided only in areas
where the standard primary distribution voltages of 34500Y/19920 volts and
13200Y/7620 volts are available.

The following transformers shall be used to provide 400Y/ 230-volt, three-


phase, four-wire service depending on the applicant's/customer's capacity
requirement and the type of service applied for:

1) For pole-mounted distribution transformers, the maximum bank capacity is


300 kva. In cases where the load requirement exceeds 300 kva, a transformer
vault room shall be provided within the customer’s premises for the use of
dead-front vault-type distribution transformers. The maximum transformer
bank capacity for the vault-type distribution transformers is 1000 kva.

2) For service applications in the network area (portions of Binondo, Sta. Cruz
& Quiapo), the applicant shall provide a transformer vault room (for
installation of Meralco’s pad-mounted transformer) within the building
premises under any or both of the following conditions: when the total
connected load of the building is more than 40 kW or when the total building
floor area is more than 280 square meters.

Medium Voltage (Primary Voltage Service)


Primary-metered service is typically provided whenever the applied load is
greater than Meralco’s transformer bank capacities at its available secondary
voltages. The predominant distribution system voltage is 34.5 kv, while the
13.2 kV primary voltage is available only within the following areas:
Maragondon, Silang, Tagaytay, Alfonso, Amadeo, Mendez, Bailen, Magallanes,
and Indang in Cavite Province. Malolos, Paombong, Hagonoy, Calumpit,
Plaridel, Pulilan, Baliuag, Bustos, San Rafael, San Ildefonso, and San Miguel
in Bulacan Province. Portions of Candaba and Apalit in Pampanga Province.
Pila and Sta Cruz in Laguna Province. San Pascual in Batangas Province, and
Batangas City.
Service applications with voltage disturbing loads such as arc furnace, large
motor loads, etc., shall be either required to install anti-flickering devices or
be served at sub-transmission voltage as determined by the Company. The
service shall be metered at the primary voltage side. The applicant shall
provide, install and maintain all electrical facilities after the metering point
(i.e., transformers, distribution facilities, main primary service protection,
etc.). High Voltage Service (Sub-Transmission Voltage Service)

The high voltage service is provided by the Company under any of the
following conditions, 1) The applied load is 10,000 kW and above, 2) The
service shall utilize voltage disturbing loads such as arc furnace, large motor
loads, etc., where the operation of such equipment may cause the flickering
of the distribution voltage, as determined by the Company, 3) Other cases as
established by the Company.

The service shall be metered at the primary voltage side, and the customer
shall provide space, as determined by the Company, for the installation of the
necessary metering facilities. The applicant shall provide, install and maintain
all electrical facilities after the metering point (i.e., transformers, distribution
facilities, main primary service protection). The customer shall provide space,
as determined by the Company, for the installation of the necessary metering
facilities.
