Rationale of Study

The COVID-19 pandemic is rapidly illuminating the importance of online education as a


component of teaching and learning. Teachers can use online learning as a potent
teaching tool by incorporating it into current curricula rather than using it only as a crisis-
management tool. Teachers can educate students to develop the abilities they'll need to
be successful in the careers of the future as technological advancements fuel

In blended learning, online resources and tools are combined with in-person instruction. The
most effective blended programs combine online and face-to-face learning so that activities
reinforce one another and produce a cohesive learning experience. When done properly,
blended learning enhances learning more than in conventional classroom settings (Glazer, 2012),

The education system has undergone a paradigm shift from where it used to stand years ago. In
the olden days, students had to go to the library and open big books to find the information they
needed. In the 20th century, one would find thousands of results for the same things they needed
in just a fraction of a second. Technology has truly improved and continues to evolve.

Computers, laptops, smartphones, and tablets have become a necessity in today’s age. These are
not merely for fun and leisure anymore. They are now being heavily used by our education
sector. The power and importance of technology in education are evident now more than ever, as
Filipino students need access to education even during the crisis. (The Importance of Technology in

According to (Marpuah et al., 2021) A gadget is an electronic device with a distinct purpose.
Smartphones, laptops, and even tablets are a few examples of gadgets that are commonly utilized
today. Students and teachers have used gadgets extensively across the school. They frequently
utilize gadgets to access information, browse social media, and even for hobbies like drawing.

Today's students need digital devices in order to succeed, according to Visnji (2020). They make
life easier and prevent you from needing to carry numerous books in your backpack. You can
carry thousands of pieces of essential literature on your tablet while also protecting your back
from heavy weights.

However, the quality of your study process does not necessarily correlate with the number of
books you own. Use the closest source you have at hand—your device—to broaden your
knowledge and hone your professional abilities. You can use a tablet or a smartphone as your
constant school assistant. In digital classrooms, you could record your lectures, convert them to
text documents, keep track of your progress, and share your homework assignments.

Teachers are turning to online learning and other flexible learning solutions to ensure the safety
of everyone during the pandemic since schools are now closed in regions placed under
community quarantine. To accommodate the so-called "new normal," these systems use
technology and other innovative approaches in place of conventional, classroom-based
education.

As early as December 9, 2014, Republic Act (RA) 10650, otherwise known as the "Open
Distance Learning Act," was signed into law in order to expand and further democratize access
to quality tertiary education and technical educational services in the country with the use of
open learning services. Under RA 10650, open distance learning in the Philippines for higher
educational institutions (HEIs) and technical-vocational courses has the goal of providing
accessible, quality education through the use of open educational resources (OER) and delivery
of learning materials via print, audio-visual, electronic/computer, and virtual classrooms and

According to a report released on Monday by an education official, 93 percent of public schools


across the country already have the equipment needed for the online learning mode that will be
employed in the 2020–2021 academic year. In a virtual press conference, Abram Abanil,
Director of the Department of Education's Information and Communications Technology
Service, stated that there are 1,042,575 devices, including computers, laptops, and tablets, in
43,948 public schools across the nation. In addition, 211,344 devices will be delivered before the

According to Chatterjee et al. (2010) and DownToEarth.org, the number of novel coronavirus disease
(COVID-19) cases surged to more than 22 million across the globe, while the number of cases in India
crossed 2.9 million as of August 21, 2020. Schools and educational institutes have remained closed even
after the unlocking phases to ensure the safety of students, teachers, and their families.

The United Nations Educational, Scientific and Cultural Organisation (UNESCO) responded to
the school closures by issuing several recommendations. It called for the use of distance-
learning programmes, open educational applications and platforms that schools and teachers
can use to reach learners remotely and limit the disruption of education. The idea of using digital
technologies to teach students from homes was introduced to continue with education and
overcome mental stress and anxiety during the lockdown.
