1 Introduction
BP Berau Ltd., hereafter known as COMPANY, is the operator of Tangguh LNG, a two train
natural gas (NG) liquefaction facility in Bintuni Bay, Papua, Indonesia. The facility includes
associated onshore infrastructure, two offshore platforms, pipelines and twelve wells.
These facilities are the Train 1 and 2 developments at Tangguh.

COMPANY has initiated the Tangguh Expansion Project to commercialise the incremental
resource into high margin gas markets based on a single LNG (liquefied natural gas) train
expansion (Train 3).

Tangguh Expansion Project will consist of new offshore facilities, including wellhead
platforms and pipelines, and onshore development on the existing Tangguh brownfield site.
The new onshore facilities will include one additional natural gas liquefaction train of a
similar design and capacity to the existing trains, an onshore receiving facility (ORF), new
LNG and condensate loading berth, additional boil off gas (BOG) recovery, utilities, flares
and the infrastructure to support logistics and the associated increase in the temporary and
permanent workforce.

The Tangguh Expansion Project comprises of the following new facilities:

2 Scope
2.1 General
This specification describes the requirements for supplying, fabrication, transporting,
handling, installing, and testing driven load-bearing of precast concrete (PC) and bore piles
for TANGGUH EXPANSION PROJECT. Requirements for sheet piles and steel piles are not
defined in this specification and shall refer to TEP-900-SPE-MN-BP4-0013 Project
Specification for Piling.

2.2 Specific Design Condition


Design conditions for this project including site conditions, basis of elevation, materials and
other matters depending on the local conditions, local regulations and project requirements
are indicated in TEP-900-DBS-CV-BP4-0001 Onshore Civil and Structural Design Basis.

4 Terms and Definitions


For the purpose of this Specification, the following terms and definitions apply:

Company
BP p.l.c., an associate or subsidiary, or other organisation acting as owner, purchaser, or
customer as designated in the Purchase Order.

Company responsible engineer


Company engineer responsible for the technical requirements of the item.

Supplier
Entity entering into a contract with Company to provide materials, goods, supplies,
equipment, or plant and includes the successors and (or) permitted assigns of such entity.

Contractor
A selected company who has agreed to perform the work on the terms and conditions
contained in the EPC contract.

6 Order of Precedence
a) The order of precedence of the codes and standards quoted in the specifications shall
be:
1. International and local statutory regulations.
2. Project data sheets.
3. Project specifications.
4. This Specification.
5. Referenced Company documents.
6. Referenced national and international codes.
b) Areas of apparent conflict between documents shall be brought to the attention of
Company for resolution.
c) In the event of a conflict between this document and a relevant law or regulation, the
relevant law or regulation shall be followed. If the document creates a higher obligation,
it shall be followed as long as this also achieves full compliance with the law or
regulation.
d) Design, engineering, procurement, and construction for equipment shall comply with
the statutory laws and regulations of the final location of the asset. Refer to documents
identified in the Purchase Order for a list of these regulations.

7 General Requirements
7.1 General
PC piling works shall be in accordance with the requirements of the responsible Indonesian
Government authorities and others with jurisdiction over piled foundations. The COMPANY
will not accept ignorance of these requirements as cause for delay or as basis for a claim
against the COMPANY.

7.2 Quality Control


Quality control planning should be in accordance with TEP-930-SPE-QA-BP4-0003 - Quality
Requirement for Site Subcontractor and TEP-930-SPE-QA-BP4-0002 QA/QC Requirement
for Suppliers of Equipment and Material. Construction subcontractor shall submit Project
Quality Plan (PQP) and endorsing and completing the Project Quality Control Requirement
(QCR) for COMPANY representative review and approval.

Inspector shall:

• Be experienced in pile-driving inspection and shall be on site full time during installation
of all piles
• Document driving as outlined in Section 8.5, Pile-Driving Record, and shall certify that
piles and installation are in accordance with this specification
• Be responsible for pile concrete testing and sampling
• Notify COMPANY immediately of any observed deviations from this specification
COMPANY reserves the right to make inspections and tests at any time.

COMPANY shall be notified at least 48 hours in advance of any HOLD point or 24 hours for
WITNESS point before installation or testing of piles. Items to be inspected/witness are
stipulated on Quality Control Plan for Piling and soil improvement (TEP-930-SPE-QA-BP4-
0019)

CONTRACTOR shall provide readily visible marks on all piles at 300 mm intervals and shall
number marks every 1.50 m starting at the tip

COMPANY may reject piles that do not meet all the requirements of this specification,
including piles that are damaged, misplaced, driven improperly, or out of alignment

CONTRACTOR shall take action to correct rejected piles as directed by COMPANY. This
may include extracting the rejected pile and driving a new pile or additional piles. All
corrective work shall be performed at no additional cost to COMPANY.

7.3 Handling and Storage


7.3.1 Storage and Handling of Piles
Piles shall be stored on firm ground not liable to differential settlement under the weight of
the stack. The piles shall be placed on timber supports that are truly level and spaced so as
to avoid undue bending. Such supports shall be vertically above one another. Spaces shall
be left around the piles to enable them to be lifted without difficulty. The order of stacking
shall be such that the older piles can be withdrawn for driving without disturbing newer
ones. Separate stacks shall be provided for piles of different lengths and types.

Upon delivery to SITE and before driving CONTRACTOR shall closely examine the piles for
cracking, spalling or any other sign of damage. COMPANY shall be notified of the inspection
and has the right to attend the inspection. COMPANY may reject any such pile considered
as unsuitable for use; such rejected piles will be immediately removed from the SITE.

Based on JIS A5335, PC piles shall be free from defects such as detrimental flaws or
cracks.

The method of handling piles for each length category to ensure that no pile is subjected to
excessive lifting stresses shall be submitted to COMPANY for approval. CONTRACTOR
shall carry out pile lifting trials to ensure adequacy in this respect.

7.4 Equipment Inspection


CONTRACTOR shall inspect all equipment and accessories for site installation and testing
refer to document Control of Temporary Plant and Equipment (TEP-900-STY-HS-BP1-0001).

8 Specific Requirements
8.1 Materials
8.1.1 Concrete Piles
Concrete piles shall be reinforced in compliance with the requirements of ASCE 7-10 for
Seismic Design Category D. The minimum number of longitudinal bars provided in a precast
concrete section shall be four in rectangular piles and six in circular piles.

Cement shall comply with SNI 15-2049-2004 type V in accordance with document TEP-900-
DBS-CV-BP4-0001.

Concrete for piles shall have a minimum specified compressive strength 50 MPa in
accordance with document TEP-900-DBS-CV-BP4-0001.

Concrete for bore piles shall have a minimum specified compressive strength 32 MPa in
accordance with document TEP-900-DBS-CV-BP4-0001.

Slump test for PC piles shall be defined by manufacturer

For bore pile, slump test is 180 ± 20mm. Regarding to high slump mix, the concrete for
piles shall be specified in the design requirement with suitably enriched cement content.
Alternatively, the CONTRACTOR may incorporate an approved set retarding additive into the
mix to ensure extended workability of concrete after placement.

Numbers and others required testing shall be in accordance with the requirement in
document no. TEP-900-SPE-CV-BP4-0005 Reinforced Concrete and grouting work.

Deformed high yield steel bar shall in accordance with SNI 07-2052-2002 grade BJTS 40.
Spiral wire shall conform to SNI 07-2052-2002 BjTP 24 or BJTS 40. Steel strand for pre-
stressed concrete shall comply with ASTM A416 Grade 250 or 270

Pre-stressed pre-cast concrete spun pile shall comply with JIS A5335. Material for concrete
piles shall comply with TEP-900-SPE-CV-BP4-0005. Prestressed concrete piles may be pre-
tensioned or post-tensioned. Minimum concrete cover for concrete piles shall comply with
ACI 318.

Piles with square or rectangular cross section shall have their corners chamfered.

Where two or more precast sections have to be joined, full details shall be furnished for the
method of jointing. The joint shall be designed for the full bending strength of the rest of
the pile. The method of joining two sections of pile shall be subject to the approval of the
COMPANY, who may require that the joint and mid-section be tested for moment
test/bending test, all at the CONTRACTOR’s expense.

8.2 Consideration to Design of Piles


8.2.1 Precast and Prestressed Concrete Piles
The intended exposure requirements for the piles, e.g., chemical attack, soil corrosiveness,
etc. will be according to TEP-900-SDY-CV-BP4-0001 Civil Study for Foundation Engineering

Recommendations. If protection against the intended exposure is required, CONTRACTOR


shall use cement type V. Protective coating on the pile will not be applicable.

The design of the piles by CONTRACTOR shall take into account the loading effects from
transportation, handling, lifting, pitching and driving forces in addition to the design criteria in
section 8.2.2 and 8.2.3 below. Piles shall be designed in accordance with ACI 543.

All piles shall be reinforced over the completed total length in accordance with TEP-900-
TQQ-CV-BP4-0010 Additional tensile reinforcement cement grouted in place from the pile
cap to the toe of hollow pre-stress concrete pile would provide the required continuous
tensile load carrying capacity, in event of piles being cracked during handling or installation.

The steel reinforcement shall be designed in such a way that the crack width of the
concrete will remain less than 0.2mm under all loading conditions. The reinforcement of
piles subject to tensile loads shall be designed on the assumption that the tensile strength
of the concrete is nil.

Lateral reinforcement in the form of hoops and links of diameter not less than 6 mm shall be
used for a distance of three times the pile width from each end of the pile. The transition
between the close spacing near the ends and maximum spacing shall be made gradually
over a length equal to three times the width.

CONTRACTOR shall ensure piles are fully reinforced to sustain transportation, handling,
pitching and driving stresses.

CONTRACTOR shall fully describe the pre-stressing forces and the type and nature of steel
reinforcement he proposes to use together with the amount of both main longitudinal and
lateral reinforcement.

8.2.2 Maximum Permissible Working Loads


The CONTRACTOR shall install working piles to such depths of penetration as are
necessary for each pile to develop a load carrying capacity of not less than the full test load
(working load test) before failure occurs.

The maximum permissible working load of any pile shall not be more than the designed
allowable strength of the section used. This maximum shall be reduced as necessary
depending on the nature of the site, the equipment used for installing the piles, the results
of load tests, the likelihood of heaving and any other factor, which may adversely affect the
load carrying capacity of the pile.

Factor of safety against failure for piles, individually or groups, shall be in accordance to TEP-
900-SDY-CV-BP4-0001 Civil Study for Foundation Engineering Recommendations and to be
confirmed by Pile Driving Analysis and Pile load tests.

8.2.3 Alternative Piling System and Design of Piles


The CONTRACTOR may propose the use of piles different to the type of piles described in
this specification. In exceptional cases, depending on the nature of the site and the type of
work involved, two or more types of piles may, subject to approval of the COMPANY, be
used. Within the same group of piles under a column or equipment/vessel foundation, only
one size and one type of pile is permitted. The CONTRACTOR, whose decision shall be
final, shall determine the suitability or adequacy of any system or combination of systems.

The CONTRACTOR shall execute the piling work according to CONTRACTOR design.
CONTRACTOR shall submit with his tender a comprehensive description of the proposed
piling system with full details of design assumptions including negative skin friction (NSF)
where necessary, calculations and drawings including rebar arrangement, sizes and
numbers, specification for materials, workmanship, pile driving criteria and procedure.

The CONTRACTOR’s design and specification shall comply with this Specification, unless
he has reasons acceptable to the COMPANY for departing there from. The minimum factor
of safety against failure shall be in accordance to TEP-900-SDY-CV-BP4-0001 Civil Study for
Foundation Engineering Recommendations and to be confirmed by Driving Analysis and Pile
load tests. It shall be his responsibility to itemize and refer each and every departure from
the Code or this Specification to the COMPANY for consideration and written approval
before implementing the work. In matters not specifically covered by the Code and this
Specification, the CONTRACTOR’s proposals shall be in accordance with accepted
principles of good foundation engineering practice and shall also be subject to the
COMPANY’s approval.
If at any stage during the progress of the work, it is discovered that the CONTRACTOR has
failed to comply with the provisions in the preceding paragraphs, such works as completed
shall be liable for rejection without any payment to the CONTRACTOR.

8.3 Fabrication of Precast Concrete Piles


8.3.1 General
Precast concrete piles shall be cast on the site or at the CONTRACTOR s pile casting yard or
at the approved pile casting yard of a local pile manufacturer.
Where piles are manufactured off site, the CONTRACTOR shall ensure that the COMPANY
is given adequate notice and every facility for inspecting the manufacturing process. The
curing periods under normal conditions as shown below table are given as a guide only.
• ASTM C 150 Type V cement 14 days
No pile shall be lifted from the casting bed or driven until permission to do so have been
obtained from the COMPANY, who shall base his decision on the results of the concrete
cylinder tests and admixtures used.

8.3.2 Submittal
CONTRACTOR shall submit the following information to COMPANY for review before
commencing fabrication:
1. All design calculations and/or fabrication drawings for piles, including uplift
connections and splices. When required, analysis of dynamic stresses during pile
driving shall also be included to demonstrate that pile will not undergo excessive
tension or compressive stresses during low-resistance and final high-resistance
driving.
2. Concrete mix design and basis for mix
3. Method of curing
4. Sampling and testing procedures

5. Certified test reports showing compliance with this specification for all materials to
be used in the manufacture of piles, including strands, wire, cement, aggregates,
admixtures, and curing
6. Procedures for tensioning and detensioning, including equipment descriptions and
calibration records
7. Shop drawings
Within 7 days after tensioning, submit to COMPANY the prestress loss calculations and the
tensioning records.
Submit to COMPANY, upon completion of pile fabrication, the concrete cylinder strength
test results for each lot of piles, including strengths at time of prestress transfer, when
removed from casting bed, and 28 days after pour.
The CONTRACTOR shall keep detailed records of the times of concrete cylinder testing, the
strength of the concrete, concrete mix proportion, admixtures used if any, water/cement
ratio and slump. Copies of these records shall be supplied to the COMPANY after the
testing and in any case not later than the following day.

8.3.3 Fabrication, Splicing and Connections


Pile sections shall be prefabricated to the largest possible length in order to minimize field
splicing. Splices shall develop the full section properties of the pile, including moment and
tensile capacities.
Qualified and certified welders, AWS D-1.1 (latest edition) shall splice pipe piles with full
penetration butt welds. Splicing method will use joint plate. Welding inspection shall refer to
TEP-900-SPE-CV-BP4-0008 Specification for Steel Supply and Fabrication Appendix 4
Connections for anchor shall have a factor of safety of 3.0.
CONTRACTOR shall submit details to COMPANY for approval of joint preparation,
penetration, and any other documents required by the CDRL and/or SDRL.

8.3.4 Pile Marking


Each pile shall be clearly marked with the following:
• Pile dimension
• Type and quantity of reinforcement or descriptive code
• Fabrication date
• Supporting spots for storage
• Lifting spots for transport and rigging

8.3.5 Tolerances in Pile Dimension


The cross sectional dimensions of the pile shall be within the tolerance of ±5mm. Any face
of a pile shall not deviate by more than 6mm from a straight edge 3 m long laid on the face,
and the centroid of any cross section of the pile shall not deviate by more than 12 mm from
the straight line connecting the centroids of the end faces of the pile.

8.4 Installation Precast Concrete Pile


It is CONTRACTOR responsibility and own cost to design the stake outs location and
specifying pile quantity to be driven.

Piles shall not be driven beyond the depth of the penetration required. Piles shall not be
driven until the earthwork within the area has been complete to specified grade and
compaction.

8.4.1 Staking Out of Piles


Stake out piles using suitable identifiable pins, in the configuration indicated on the
drawings. All staking should be approved by COMPANY.
After a pile is completely driven, prior moving to another piling location, recheck this stake
out location against design and the tolerance. Driving a pile could impact to adjacent stake
out.

8.4.2 Safety
CONTRACTOR shall be responsible for the safety and integrity of adjacent structure, and
shall identify those structures susceptible to damage from piling operations. CONTRACTOR
shall propose to COMPANY methods of protecting existing structures, and if necessary
driven piles may be replaced by bore piles or some other piling system as approved by
COMPANY. If any drop object could be impact to existing facilities, risk assessment shall be
conducted by CONTRACTOR.

8.4.3 Driving Equipment


All driving equipment and accessories shall be inspected and approved by COMPANY.
Certification requirement for both piling and testing equipment shall be in compliance with
local Government regulation and Control of Temporary Plant and Equipment (TEP-900-STY-
HS-BP1-0001)

8.4.3.1 Piling Rig Equipment


Construction works, as minimum, shall comply with Onshore Civil and Structural Design
Basis doc. No. TEP-900-DBS-CV-BP4-0001 Section 25, Tracked plant or mobile cranes
may need to be used considering the suitability of the ground.
Recommendation of piling rig equipment to be allocated within this project is specified on
Pile Driving Analysis

8.4.3.2 Piling Hammers


The CONTRACTOR shall submit to the COMPANY the driveability analyses considering the
data of the hammer, cushion, other devices that he plans to use for each type of piles and
for any different stratigraphy to the required lengths, in order:
• to confirm the drive-ability of the piles,
• to confirm the achievement of the design bearing capacity;
• to confirm that the piles materials maximum allowable stresses in compression and in
tension are not trespassed.
Piling hammers shall be air, hydraulic or diesel powered, of sufficient capacity to
satisfactorily drive the size, type and weight of pile shown on the drawings. Diesel
hammers shall be equipped with pressure gauges, so that hammer energy can be
determined. The weight of the striking parts of the hammer shall be not less than 1/3 the
weight of the pile.

Pile drivers shall have firmly supported leads extending down to the lowest points the
hammer must reach. Short leads supported from a boom and braced by lines will not be
acceptable.
A steel driving helmet or cap and cushion block combination shall be capable of protecting
the head of the pile, minimizing energy absorption and dissipation, and transmitting hammer
energy uniformly and consistently during the entire driving record.
Hammer minimum energy requirement shall refer to TEP-900-SDY-CV-BP4-0001 Civil Study
for Foundation Engineering Recommendations.

8.4.3.3 Cushioning
The cushion block may be cap blocks of aluminium and micarta discs stacked alternately in a
steel housing and with a steel plate at the top and bottom of the stack. The strength of
aluminium and micarta shall be equal or larger than hardwood cap block
Alternatively, a one-piece hardwood cap block, with grain parallel to the pile axis and
enclosed in a close-fitting steel housing, may be used. The thickness of the block shall be at
least 100 mm, and shall be suitable for the length of pile being driven, and the soil
conditions being encountered.
The cushion block shall be replaced if it has been damaged, split, highly compressed,
charred or burned, or has become spongy or deteriorated in any manner. The use of small
wood blocks, woodchips, rope or other material allowing excessive loss of hammer energy
will not be permitted.
Satisfactory driving criteria shall be established with such a cap block, and a new cap block
shall not be used during the final driving of any pile. The same type of cap blocks used for
pile testing shall be used during pile driving.
Cap blocks made from other materials are subject to approval by the COMPANY. Wood
chips, small wood blocks, wood shavings, wire rope, or other materials with high-elastic
properties shall not be used for cap blocks.

8.4.4 Pile Hammer Operation


Operation of the pile hammer shall be in accordance with the manufacturer's
recommendation.
During initial pile driving operations, CONTRACTOR shall demonstrate to the satisfaction of
the COMPANY that the equipment to be used satisfies the above requirements. In case
impact driving is planned in the area close to existing facilities, during piling activities,
CONTRACTOR shall monitoring the effect by means of measuring vibration. Risk
assessment of potential vibration impact to existing facility shall be done prior to work

8.4.5 Pile Protection


At all stages during driving and until incorporated in the superstructure, piles shall be
adequately supported and restrained by means of leaders, trestles, temporary support or
other guiding arrangements to maintain position and alignment and to prevent buckling.
Care shall be taken to avoid damage to the piles, during placing in the leads, and during
driving operations. Piles shall be laterally supported during driving, but shall not be unduly
restrained against rotation in the leads.
The top of the pile shall be cut square to the longitudinal axes of the pile before driving.

8.4.6 Pile Driving


Piles shall be driven to satisfy three criteria:
(1) a minimum tip elevation,
(2) a minimum required tip resistance in number of blows per foot (300 mm) and final set
criteria.
The final set of each pile shall be recorded as penetration in millimeter of the final 10
blows. The minimum required penetration for final set shall be agreed by COMPANY in
accordance with Pile Driving Analysis and pile load test results.
(3) verticality tolerance (refer to section 8.4.10).
Driving of each pile shall be continuous without interruption. CONTRACTOR shall provide
COMPANY with details of the proposed final set that it will be used to obtain the specified
pile capacity.
CONTRACTOR shall determine the final set in accordance to the agreed pile criteria which it
determined from pile load test results and test piling records. If there is any doubt as to the
pile capacity, COMPANY may request a pile load test.
The proposed driving criteria shall be verified by tests on former piles installation and testing
and if necessary modified, subject to COMPANY approval
Jetting, spudding or predrilling for piles will not be permitted.
The intent of this specification is to ensure that the piles are to be of a certain minimum
length below the cut-off elevation depending upon the design capacity, and that the piles tip
is in a competent bearing stratum.
Pile driving for any given group shall normally commence with the piles located at the centre
of the group and work shall be outwards towards opposite sides of the group.
Piles shall be driven continuously without stopping, especially during the last metre or so of
the expected penetration. Acceptance refusal criteria shall be provided if the pile cannot
meet the minimum tip elevation but already meets the minimum required tip resistance in
terms of number of blows per foot. Should stoppage occur within this distance, the pile
shall be driven to at least one metre beyond this point.
Driving of large groups of piles may cause significant compaction of the lower strata. This
could cause piles driven later in the driving sequence to meet harder driving before they
reach their specified penetration. In addition, heaving may affect piles driven early in the
driving sequence. Provision shall be made in the driving sequence, to minimise these
effects.
CONTRACTOR shall note any sudden change in the rate of penetration that cannot be
explained by normal or expected changes in the nature of the ground and the cause
ascertained before driving is allowed to continue. Events of this nature shall be clearly
described in the driving-record.
CONTRACTOR shall submit to the COMPANY a criteria for “Premature Refusal” for
structural evaluations, using the proposed hammer, supported by wave equation analyses,
to COMPANY approval. This premature refusal criteria will be provided in the pile driveability
analysis.
Contractor shall provide alternative contingency provisions in case of early pile refusal in the
piling method statement.

The use of dolly in connection with driven pile systems is strictly prohibited, unless approval
has been obtained from COMPANY. The CONTRACTOR shall inform the COMPANY
without delay if an unexpected change in driving characteristic is encountered because of
unexpected ground conditions.
The CONTRACTOR shall report immediately to the COMPANY any circumstances which, in
the CONTRACTOR’s opinion, indicate ground conditions that may differ from the soil
investigation report. CONTRACTOR's opinion shall be substantiated with sufficient factual
and interpretative data to demonstrate that the range of conditions encountered were
outside of the ranges determined during FEED and detailed design and could have not been
reasonable foreseen from the information provided by COMPANY including PHASE I data,
close out reports, factual information and any other data acquired by CONTRACTOR at any
point. The CONTRACTOR’s report shall be in form of a written notice of adverse physical
conditions and artificial obstructions which shall be given to the COMPANY at the earliest
possible time after encountering such conditions and obstructions.

8.4.7 Pile Cut-off


After piles have been driven, sufficient pile length shall be provided above cut-off elevations
so that portion of pile damaged during driving may be cut-off. The tops shall be neatly cut-
off clean and round or square to the longitudinal axis to a tolerance of ± 30 mm of the
elevation shown on the design drawings. An accurate record of pile cut-off levels shall be
kept to detect any heave (upheaval) which may occur during subsequent driving of adjacent
piles, or after piling is completed.

8.4.8 Measurement of Pile Heave and Back Driven


When piles are driven under conditions of relatively close spacing, observations will be
made by the COMPANY and CONTRACTOR during pile driving, to determine any uplift in
adjacent piles. One pile in each major pile area of 7 piles or more shall be checked for signs
of heaving or lifting. Measurement of butt movement shall be taken before and after driving
subsequent piles. Measurement of heave shall be recorded by the CONTRACTOR with the
intent of monitoring a radius of influence for pile installation. Measurements of heave shall
be recorded on completed piles located at or within 7.6 m (25 feet) of driving. All heave
measurements for driving during a workday shall be recorded by the CONTRACTOR and
reviewed by the COMPANY. Should such observations show signs of uplift, the piles so
affected shall be backdriven to either the original resistance or elevation, or both, as directed
by the COMPANY. Backdriving shall be done without additional charge to the COMPANY.
For each pile heave measurement, the CONTRACTOR shall record the following data:
• Piles in the group yet to be driven after measurement is taken
• The time of the initial and final measurement
• The total movement of the pile butt
Piles designated for heave measurement have the following characteristics:
• They shall be within a group of 7 piles or larger. Other piles shall surround the
designated pile when the pile group is completed. It must not be a side or corner pile,
unless the CONTRACTOR has reason to anticipate a potential heave problem and notes
the reason on the pile driving data form. Some adjacent piles may be driven prior to
driving the heave pile, but it must not be one of the last piles driven in the group. No
more than 25 percent of the piles in a group shall be driven prior to initial heave
measurements for the group.

• They may be adjacent to replacement piles. A designated heave pile may be selected
before driving the replacement (redrive) pile.
Heave measurement of 6 mm (0.25 inches) or less (tip movement or pile head movement)
will not be considered as significant.
Heave measurement between 6 mm (0.25 inches) and 12 mm (0.50 inches) will be
considered significant and may require that additional heave measurements be taken of
nearby piles. Such measurements shall be noted on the reports and immediately reported
to the Company.
Heave measurement greater than 12 mm (0.50 inches) will be considered excessive and
may require that the CONTRACTOR re-driven the heave pile and other piles to their original
tip elevations. Such measurements shall be noted on the reports and immediately reported
to the COMPANY.

8.4.9 Damaged Piles


The homogeneity and integrity of piles will be checked through pile integrity testing to
decide if any piles are damaged or broken. Pile integrity testing for driven spun piles are
minimum 1% of the total number of piles to be installed. CONTRACTOR shall propose
location of pile to be tested for COMPANY approval.
Piles which, in the opinion of the COMPANY, are damaged, broken, misplaced, driven
improperly, or driven out of alignment shall be rejected. The rejected piles shall be cut off,
abandoned, and replaced with new piles.
Replacement of rejected piles, at a location suggested by the COMPANY, shall be done
without additional charge.
Piles abandoned due to rejection by the COMPANY, during pile load tests, or during pile
driving, or for any other cause shall be cut off below grade.

8.4.10 Tolerances and Misalignment


Alignment of piles shall be within 75mm of the position shown on the drawings, and
deviation from the vertical shall not exceed two percent (2%) per unit length of pile. Cutting
off pile elevation shall not exceed 20mm of cutting pile design.
Where piles are raked, deviation from the assigned direction and slope shall not exceed
three percent (3%) per unit length of pile. Misaligned piles or piles damaged in handling or
driving shall be replaced. New shells shall not be driven inside a shell pile for repair.

8.5 Installation Bore Pile


The proposed sequence and timing of bore pile installation shall be such that the installation
works shall not cause any damage to adjacent piles and existing (structure and facilities).
Piling works shall not commence until approval of COMPANY has been obtained. No bore
pile excavation shall commence within 8m of any concreted pile which has not been cured
for 24 hours.

8.5.1 Staking Out of Piles

8.5.2 Safety

8.5.3 Drilling/Auger Equipment and Accessories


All drilling/auger equipment and accessories shall be inspected and approved by COMPANY.
Certification requirement for both piling and testing equipment shall be in compliance with
local Government regulation.
Sufficient units of equipment and accessories must be provided to keep to the construction
schedule

8.5.4 Drilling/Auger equipment Operation


Operation of the boring equipment shall be in accordance with the manufacturer's
recommendation.
During initial pile boring operations, CONTRACTOR shall demonstrate to the satisfaction of
the COMPANY that the equipment to be used satisfies the above requirements.
Construction works, as minimum, shall comply with Onshore Civil and Structural Design
Basis doc. No. TEP-900-DBS-CV-BP4-0001 Section 25, Tracked plant or mobile cranes
may need to be used considering the suitability of the ground.

8.5.5 Pile Protection


At all stages during drilling and until incorporated in the superstructure, piles shall be
adequately supported and restrained by means of leaders, trestles, temporary support or
other guiding arrangements to maintain position and alignment and to prevent buckling.

8.5.6 Pile Excavation

8.5.6.1 Pile size and length


CONTRACTOR shall design pile size and length in accordance to soil investigation report
(given by COMPANY) and TEP-900-SDY-CV-BP4-0001 Civil Study for Foundation
Engineering Recommendations. Detail pile size and length will be shown on specific
foundation calculations.

8.5.6.2 Boring near recently cast pile


Piles shall not be bore next to other piles which have recently been cast less than 24 hours
or contain unset concrete, which ever longer to avoid damage to any of these piles

8.5.6.3 Stability of Boreholes


CONTRACTOR shall maintain the stability of the sides of boreholes during bore pile
installation and successful completion of the piles. Irrespective of the presence of ground

water, the sides of all boreholes shall be kept intact and no loose material shall be permitted
to fall into the bottom of boreholes. CONTRACTOR’s boring equipment shall be able to sink
a steel casing to support the sides of all boring
If the sides of boreholes are found to be not stable, temporary steel casing shall be driven
into stable stratum . The borehole shall be filled with drilling fluid to a level sufficiently to
stabilise the boreholes
If ground water is found in any hole in sufficient quantity or gushing out as to affect boring
operations or excavations and removal of soil from the boreholes, or the sides of boreholes
collapse, then a steel casing of appropriate size and length in conjunction with stabilising
fluid or other alternatives of sufficient strength shall be used to support the sides of the
borehole and permit boring operations to proceed smoothly and safety. The proposed
drilling fluid mix shall be submitted to COMPANY for approval.
Excavation shall not be exposed to the atmosphere longer than is necessary and shall be
covered at all times when work is not in progress. Pile excavated shall be cast within 24
hours unless otherwise agreed by COMPANY
In the event of a rapid loss of drilling fluid from borehole excavation and caused instability of
bore, the excavation shall be backfilled without delay or other appropriate and approved
remedial measures taken by CONTRACTOR like installing temporary casing prior to
resuming boring at that location.

8.5.6.4 Stability of Bore by temporary casing method


CONTRACTOR shall install temporary casing to maintain the stability of a bore. Bottom of
casing shall be kept a minimum of one (1) meter or more below the unstable strata to
prevent the inflow of soil and formation of cavities in the surrounding ground.
Temporary casings shall be thin welled mild steel cylindrical casing, spirally welded or other
similar construction. The dimension and quality of the casing shall be adequate to withstand
without damage or distortion all handling, construction and ground stresses, including
preventing concrete from within the pile from displacing soft soil or soil squeezing in and
displacing fresh concrete. The casing shall have an internal diameter not less than the
specified pile diameter. The joints of casing shall be reasonably watertight.
If temporary casing are damaged during installation in a manner which prevents the proper
formation of the pile, such casings shall be withdrawn from the bore before concrete is
placed, repaired if necessary, or other action taken as may be approved to continue the
works

8.5.6.5 Spillage and Disposal


CONTRACTOR shall maintain all reasonable steps to prevent the spillage of drilling fluid on
the site in areas outside the immediate vicinity of boring. Discarded drilling fluid shall be
removed from the site without delay. In disposal of unwanted drilling fluid, the
CONTRACTOR shall comply with project specification as stipulated on document no. TEP-
930-PLA-HS-BP4-0005 Emergency Response Plan.

8.5.6.6 Inspection of Pile Excavation


Where practicable, all pile excavations shall be inspected for their full length before
concreting. The CONTRACTOR shall provide all the apparatus necessary for the inspection.
Inspection shall be carried out either from the ground level or below ground level prior to
concrete being placed in the borehole.

In the case of inspection from ground level, the base of the boring shall be inspected by
approved method for wet hole and by means of a light for dry hole to ensure that all loose,
disturbed and/or remoulded soil is removed and that the sides of the boring will remain
stable during the subsequent concreting operations. The verticality and position of the
boring shall be checked to ensure meet with the specified tolerances

8.5.6.7 Pumping from Borehole


Pumping from boreholes may be carried out from time to time on a number of piles to verify
the suitability of dry hole construction or to investigate and rectify a cold join in a pile shaft
where concreting has been interrupted.
No pumping from a borehole shall be permitted unless a casing has been placed into the
stable stratum which prevents further ingress of water of significant quantity from other
strata into the borehole, or unless it can be shown that pumping will not have a detrimental
effect on the surrounding soil or hamper the piling operation in any way.

8.5.6.8 Cleaning Out and Dispose material


Upon completion of boring the excavation shall be cleaned of all loose, disturbed and or
remoulded soil and sediment soil to expose a firm base of undisturbed material using a
suitable and effective method to be approved by COMPANY

8.5.7 Placement of Reinforcement


Reinforcement shall be free from rust and mud and not be placed until inspected and
accepted.
Reinforcement cages shall be sufficiently rigid to ensure that it remains at their correct level
during the lifting and placing of the concrete and the extraction of temporary casing
Reinforcement shall be maintained in its correct position during concreting of the pile. The
minimum concrete cover to all reinforcement shall not be less than 75mm unless stated
otherwise
The main longitudinal reinforcing in plies not exceeding 12metres in length shall be in one
continuous length unless otherwise specified. In pile longer than 12 metres and required to
be reinforced throughout their full lengths when specified, joints with overlap of alternate
bars will be permitted. Joint in reinforcement shall comply with ACI 318
The minimum longitudinal reinforcement shall be 0.5% of the cross sectional area of the
pile.

8.5.8 Concreting in Wet Hole


Immediately after the boring for the pile has been completed and notified by COMPANY,
approval to commence concreting shall be sought and, when this has been obtained,
concreting shall start forthwith and continue without interruption. All concrete for cast-in-
place piles shall be compacted properly.
Concrete to be place under drilling fluid shall be placed using a tremie concrete pipe.
Alternative methods of placing concrete such as the use of a drop bottom bucket or hose
from a concrete pump will not be accepted.
The tremie concrete pipe shall consist of a series of metal pipes with internal diameter not
less than 250mm. The receiving hopper shall have a capacity at least equal to that of the

pipe to ensure that the pressure from concrete exceeds that from the water or drilling fluid

The hopper and pipe of the tremie shall be clean and watertight throughout. The pipe shall
be extend to the base of the bore and a sliding plug or barrier placed at the discharge outlet
of the pipe to prevent direct contact between the first charge of concrete in the tremie pipe
and drilling fluid. If the plug or barrier is sacrificial, it shall not be retained in the mass of the
concrete
The tremie pipe outlet shall be kept at least 1.5metres below the surface of the concrete at
all stages in the pour.
Concrete placement shall be halted if there is potential a delay or breakdown occur during
the concreting and could cause a cold joint. All boreholes shall be concreted within the
same day. In the event of rain, CONTRACTOR shall provide adequate shelter or cover to
keep the hole dry and to concrete under cover.
The method of placing and the workability of concrete shall be such that a continuous
monolithic concrete shaft of the full cross-section is formed. CONTRACTOR shall take all
precautions in the design of the mix and the placement of concrete to avoid arching of the
concrete in the pile shaft
Temporary casings shall be extracted while the concrete within remains sufficiently
workable to ensure that the concrete not lifted and that the resultant pile is continuous and
of full section. Temporary casing shall be extracted in not more than two (2) hours after
concreting has completed
When casings and linings are withdrawn as concreting process, a sufficient head of
concrete shall be maintained to prevent the entry of ground water which may cause
reduction of cross-section of the pile. No concrete shall be placed after the bottom of the
casing or lining has been lifted above the top of the concrete. Concrete shall be placed
continuously as the casing is extracted until the desire head of concrete is obtained
In condition of the ground water level being higher than the required pile head cut-off level
shown in the approved drawing, CONTRACTOR shall submit his proposals for agreement
prior to placing concrete. The pile head shall not be let below the ground water level unless
adequate and agreed precautions are taken,

8.5.9 Pile Cut-off and bonding


Concrete shall be finished not less than 500mm above the cut-off level (overcast) to ensure
that all concrete at and below cut-off level is homogeneous and free of laitance and
deleterious mater. Adequate reinforcement shall be provided and considering sufficient
length above cut-off level to get properly bonded in the capping beam. The overcast shall be
chipped off to cut-off level later by CONTRACTOR. Detail pile cut-off shall be indicated on
the drawing.
Defective concrete in pile heads shall be cut away and made good with new concrete well
bonded to the pile head. If the pile is undercast, it shall be built-up with new concrete and a
permanent casing

8.5.10 Tolerances and Misalignment


Alignment of piles shall be within 100mm of the design position shown on the drawings,
and deviation from the vertical shall not exceed two percent (2%) per unit length of pile at
any level.
If piles be installed outside these tolerances affecting the design of the structure,
CONTRACTOR shall propose remedial design and carry out immediate remedial measure to
the approval of COMPANY

8.6 Pile Driving Records


8.6.1 Precast Concrete Pile
CONTRACTOR shall keep a complete driving record for each pile, which shall at least
include the following information on a daily basis to the Company on the pile driving
logs. Refer to Pile Record Form as listed below:
1. Date, time, and duration of driving, including any delay time between driving (due to
splice connection welding or other interruption)
2. Location of pile (coordinates and ground elevation)
3. Pile number, length, diameter, type, wall thickness, etc
4. Hammer:
a. Type and manufacturer
b. Model
c. Total weight
d. Weight of striking part
e. Stroke
f. Maximum available energy
g. Blows per minute
5. Type and condition of cushion
6. Ground elevation, Pile tip and top elevation, embedded length
7. Number of blows per foot (300 mm) of penetration, for each foot of length
8. Penetration of the final 10 blows for final setting or the rest 1.0 m length to be
driven, shall be measured
9. Total number of blows
10. Pile cut off elevation and length of pile cut-off
11. The number and location of any piles back-driven
12. Any unexpected driving conditions with brief details
13. Pile working load

8.6.2 Bore Pile


CONTRACTOR shall keep a complete record of all piles, which shall at least include the
following information on a daily basis to the Company on the pile driving logs. Refer to Pile
Record Form as listed below:
1. Date and time of excavating/boring, start and complete
2. Weather condition
3. Location of pile (coordinates and ground elevation)
4. Pile number, length, diameter, type, etc

A copy of these records shall be submitted to the COMPANY.
As built surveys for position and cut off elevation, shall be provided to COMPANY after
completion of pile head treatment of each pile group.

8.7 Final Sets


The final set of each pile shall be recorded, as either the average penetration in millimetres
per last number of blows or as the number of blows required to produce the final
penetration. This shall refer to Pile Driveability Analysis and pile load test result agreed by
COMPANY. When a final set is being measured the following requirements shall be met:
1. The exposed part of the pile shall be in good condition without damage or distortion
2. The cushion shall be in sound condition
3. The hammer blow shall be in line with the pile axis and the impact surface shall be
flat and at right angles to the pile and hammer axis
4. The hammer shall be in good condition and operating as per manufacturers
specifications and at the required delivered energy setting
5. The temporary compression of the pile shall be recorded if required

9 Quality Management
The quality management system shall conform to ISO 9001, API Specification Q1, or other
agreed internationally recognised standard to ensure that the products and services
provided conform to the requirements for supplier quality identified in the Purchase Order.

10 Inspection, Testing and Certification


10.1 Inspection and Test Plan
a) Prior to the start of manufacture, an ITP shall be submitted for approval by Company
responsible engineer.

b) The ITP shall include inspection and testing activities to be performed, including
those at sub-suppliers’ works and shall make reference to all testing procedures,
control documents, and resulting records and reports

10.2 Pile Capacity Testing


10.2.1 General
Testing shall be done by approved and certified personnel who have had at least two years
prior experience in accordance with TEP-930-PRC-QA-BP4-0007 Personnel Competency
Assessment Procedure, in pile tests of this type. CONTRACTOR shall provide list of
personnel and complete data of equipment and method to be used to COMPANY for
approval before starting testing.
The CONTRACTOR shall furnish, install, and load test piles at the locations selected by the
COMPANY. Axial load tests (compression or tension) will be required.
The number of tests shall be determined considering the total pile to be installed for each
diameter as listed on below:
1. Static Compression Load testing per ASTM D 1143, minimum 1 test every 500 piles or
PDA testing as per ASTM D 4945, minimum 1 test every 200 working piles. Static
compression test can be replaced by PDA test once correlation between the two test
methods are approved by COMPANY
2. Static Lateral Load testing per ASTM D 3966, minimum 1 test every 2000 piles.
The number of tests shall be determined considering the total of working piles and agreed
by COMPANY. The loading device shall be in accordance with this specification and as
directed by COMPANY
Interval between completed installation of pile to the testing of pile is at least 7 days
Test piles shall be of the same size and materials as the permanent piles and shall be driven
with the same equipment and in the same manner as specified for such piles.
Pile capacity testing shall take place before main piling works commence.

10.2.2 Test Requirements


For Precast Concrete Piles, the load test setup and testing shall conform to ASTM D 1143
for compression load test (using hydraulic jack against anchored reaction pile), ASTM D3689
for tension load test, ASTM D3966 for lateral load test as specified herein. High-Strain
Dynamic Testing (commonly referred to as Pile Driving Analyzer, or PDA testing) shall be
conducted in accordance with ASTM D 4945.
For Bore Piles, Pile Integrity test in accordance with ASTM D 5882 shall be carried out in
addition to testing as stipulated on section 10.2.1. The minimum number of PIT test is 20%
of total bore pile to be installed
The number of tests shall be determined considering the total of working piles and agreed
by COMPANY. The loading device shall be in accordance with this specification and as
directed by COMPANY.
The CONTRACTOR shall provide load test equipment with a capacity of 300 percent of the
pile design working load shown.
Where anchor piles are used, the arrangement shall consists of at least four piles, with at
least two piles on each side capable of resisting a total load at least equal to 250 percent of
the working load of the test pile shown.
For the weighted box or platform equipment, the weight shall be such that a static test load
of at least 250 percent of the design working load can be applied to the test pile.

The measuring apparatus shall be a system of dial gauges, wire, mirrors, and scales
conforming to the ASTM standard mentioned above.

10.2.3 Product and Execution


Measuring standards / master gauges to be used for calibration of each measuring
equipment and testing equipment to be used for mechanical testing, etc., at in-house
laboratory / testing facility as a part of manufactures, shall be calibrated by an organization
accredited to ISO 17025.

10.2.3.1 Test Load


The test load shall be applied by means of a hydraulic jack against tension piles through a
load cell calibrated in divisions not exceeding 2% of the maximum load applied. A
certificate of calibration shall be provided.
Tension piles to provide reaction for the jack, shall not be closer to the test pile than 2.0 m
center to center or four times the diameter of the test pile, whichever is the larger. The
minimum period between installation and test loading of a pile shall be one week.
Throughout all tests, observations of vertical movement shall be made with either an 'a' or
's' measure dial extensometer graduated in 0.025 mm. The reading shall be referred to two
stiff steel beams, the ends of which rest on or are fixed to reliable supports. Such supports
shall extend not less than 1.00 m below ground surface and shall not be located closer than
2.00 m from the center of the test pile or tension piles where used.
In addition, the elevation of the supports shall be checked frequently with reference to a
fixed benchmark. The entire measuring assembly shall be protected against rain, direct
sunlight and other disturbances that might affect its reliability.
The CONTRACTOR shall keep the test under continuous and competent supervision to the
satisfaction of COMPANY and he shall send two copies of all records and graphs to
COMPANY at the completion of each test.
This information shall include a load settlement diagram plotted to scales where a unit
length on each axis is equal to 0.25 mm settlement, and 1 ton load respectively.
All necessary facilities shall be provided to enable COMPANY to check readings during the
progress of the test.
Loading shall be either Incremental Loading, or Constant Rate of Penetration Loading, and
shall be carried out in the following manner.
Incremental Loading (refer to ASTM D1143-81)
Loading shall be in increments equal to 25% of Design Load up to 150% of Design Load
and then where further loading is required in similar increments or less as directed by
COMPANY. Unloading shall be in at least three equal stages. During the loading cycle
150% of Design Load shall be maintained for a minimum of 24 hours or until settlement
does not exceed 0.05 mm in half an hour.
Sufficient readings for each load step shall be made to define properly all the time-
settlement and time-rebound curves. The elevation of the datum beam supports and the
test pile shall be frequently checked by precise level with reference to a fixed benchmark.
After completion of this loading and unloading cycle, one pile shall be tested to failure
criteria agreed by COMPANY after the 150% Design Load Stage has been completed.
The failure load is defined as the lesser of:

• The applied load causing a net settlement of the pile of not more than 0.3 mm per ton of
applied load. Net settlement in this instance means gross settlement due to the total
test load minus the rebound after removing 100 percent of the test load.
• The applied load causing a net settlement of the pile of 20 mm. Net settlement in this
instance being the gross settlement less the amount of elastic shortening in the pile
section due to the total test load.

10.2.3.2 Lateral Load Test


Lateral load tests shall be carried out in accordance with ASTM D3966.
The maximum test load shall be, in principle, 200% of the designed lateral bearing capacity
or failure, whichever occurs first. The design lateral bearing capacity shall be determined by
strength requirement and deflection requirement of pile.

10.2.3.3 Procedure for Measuring Movements (refer to ASTM D1143)


Take readings of time, load, and movement, and record them before and after the
application of each load increment or the removal of each load decrement. During loading,
provided that the test pile has not failed, take additional readings and record them at
intervals not exceeding 10 minutes during the first hour or 20 minutes thereafter for each
load increment.
After the total load has been applied, provided that the test pile has not failed, take readings
and record at intervals not exceeding 20 minutes during the first 2 hours, not exceeding 1
hour for the next 10 hours, and not exceeding 2 hours for the next 12 hours.
If pile failure occurs, take readings immediately before removing the first load
decrement. During unloading, take readings and record at intervals not exceeding 20
minutes. Take a final rebound reading 12 hours after all load has been removed.

10.2.3.4 Safety Requirements (refer to ASTM D1143)


All operations in connection with pile load testing should be carried out in such a manner so
as to minimize, avoid, or eliminate the exposure of people to hazards.

10.2.3.5 Load Test Set-up (refer to Sections 10.2.3.1 and 10.2.3.2)


The load shall be applied to the test pile by a hydraulic jack acting against a reaction beam that is
anchored to the reaction piles.
Vertical movements of the test pile as well as of the reaction piles is measured using extensometers
reading directly to 0.025 mm and having a total travel of at least 50 mm. The extensometers shall be
supported independently of the test or reaction piles.

10.2.3.6 Records
• During pile driving:
For each test and reaction pile, a complete record of number of blows per 300 mm of
penetration and the last 10 blows for final setting or the rest 1.0 m length to be driven, shall be
maintained in triple by the sub-CONTRACTOR.
These records shall indicate location and length of pile, type of hammer used, rated energy,
type of driving cap, tip and butt elevation and ground elevation elapsed time and hours of
day description and dimension of pile.
The above records will be maintained of all non-test piles as well.
• During static pile loading test:
With reference to section 10.2.3.1: time, load and movement of pile shall be recorded
during the static load test.
The record is done before and after the application of each load increment of the removal of
each load decrement.

10.2.3.7 PDA (Dynamic) Load Test


PDA (Dynamic) Load Test is required for pile dynamic load testing and pile integrity
monitoring. High-Strain Dynamic Testing (commonly referred to as Pile Driving Analyzer, or
PDA testing) shall be conducted in accordance with ASTM D 4945 for driven piles.

appropriate times, make inspections and tests of the work.
Inspection personnel shall have access to all construction areas with full CONTRACTOR
cooperation.
The COMPANY shall have final authority for acceptance or rejection of all works.

11 Packing, Preservation, Marking and Shipping


Preparation of equipment for transportation shall conform to the packing, marking, and
shipping instructions or other documents identified in the Purchase Order.

12 Deliverables & Data Transfer


Technical data, registers, documents, and drawings that together define the scope of the
Purchase Order shall conform to the requirements for supplier information identified in the
Purchase Order.
