WORK TOWARDS PERSONAL EFFECTIVENESS


LEARNING ACTIVITY DESIGN

I. BACKGROUND

As a premier agency for capacitating LGUs, the Department of the Interior


and Local Government (DILG) has been indispensable in the field of local
governance, especially in providing technical and administrative assistance to
LGUs for them to achieve sustainable development. The demand for service
from its clients, the LGUs, is highly exceptional and all of these services must be
effectively delivered through its Local Government Operations Officers (LGOO)
assigned in the field.

Due to the increasing demand and the nature of the assistance provided,
adding the fact of several PPAs that must also be delivered, all of these has
taken a toll to its field personnel.

In particular, the City/Municipal Local Government Operations Officers


(C/MLGOOs) of DILG Region XVII were not able to effectively deliver the outputs
required from them; late submissions of reports were frequent and have become
the norm; tardiness and absences were also reported by the LGUs; and
information about misunderstandings between C/MLGOOs and key officials in
the LGUs has also reached the office. This latest development has affected the
overall performance not only of the Regional office, but of the agency’s vision,
mission, and mandate.

In the latest learning assessment needs conducted, C/MLGOOs


intrapersonal skills were in a decline. In addition, the late submissions of reports
were attributed to so many deliverables required to be submitted. It is also
reported based on records from the LGMED and HRMO that out of 45
C/MLGOOs, 20 or almost half of them has a record of late submissions,
tardiness and absences.

Thus, to remedy the situation and to avoid further implication on the


matter, this seminar workshop is proposed to respond to the needs of the
C/MLGOOs. It is expected that after this, the participants would be able to
relearn the importance of intrapersonal skills in building relationships, the
importance of establishing work plans, and positive affirmations in dealing with
pressures and difficult situation.

II. TARGET AUDIENCE

All 45 C/MLGOOs of DILG Region XVII, who have the technical,


administrative, and managerial skills and whose functions are indispensable in
the area of responsibility where they are assigned.

III. LEARNING OBJECTIVES

After attending this two-day seminar workshop, the DILG Regional XVI field
personnel will be better equipped with specific behaviors, and formulate plans to
make the most of their selves and do their jobs to the best of their abilities in the
performance of their duties and responsibilities.

Specifically, the participants shall be able to:

1. Developed intrapersonal relationships through behavioral demonstration


and effective communication;

2. Established a structured work plan to complete tasks or processes on


schedule/time;

3. Positively motivates self to persevere with activities and projects despite


setbacks and challenges.

4. Effectively manages pressure and difficult situations so that productivity is


not impacted.

IV. DELIVERY MODE

This activity will be delivered in a coaching/facilitating and workshop manner.


The activity is funded by a Special Allotment Release Order (SARO) no. 123456,
released from the DBM.

VI. STRATEGY OF IMPLEMENTATION

The seminar workshop will be handled by the training management of the


DILG Region XVII composed of Training coordinator, facilitators, administrator,
evaluator, and documenters.

The TC will be the overall leader and manager of the activity. He will serve as
a co-speaker in case if the resource speaker will not be able to attend.

Facilitators/resource speakers for this seminar workshop will come from the
Civil Service Commission and the DILG Region XVII and will be incharge for the
series of lectures and workshops.

Training Administrator will be incharge of ensuring that the seminar is


engaging an run smoothly. Duties will include communicating with
participants and assisting with development of the seminar

Training Evaluators, on the other hand, will be incharge of the following:


Assess seminar throughout each step of the process; set key performance
indicators for the seminar; select training assessment type; get feedback from all
participants and identify seminar effects.

Finally, the documenters will be incharge as the secretariat of the seminar.

VIII. LEARNING EVALUATION

To measure the participant’s satisfaction and learning effectiveness of the


seminar workshop, the training management shall use and provide to them a pre
and post knowledge test.
