INTRODUCTION:

The Municipality of Liloy has been gifted with beautiful coastal areas that cannot be
compared to any others. With its fine sand beaches, stony hills or cliffs, all is here residing in this
town. But, this undeniable beauty of the nature will be faded sooner or later if these will not
properly have handled and cared.
Problems commonly faced in the coastal areas are waste and garbage that are improperly
dispose. Due to growing number of population, the wastes produced by the individuals,
households, and organizations are increasing proportionately. Although there is a law enacted and
implemented by the government to regulate and manage the wastes in the Philippines, there are
still many of the citizens who do not advocate such law and continue on disposing wastes and
garbage in improper way.
To resolve this issue, agents of development like trash bins could help retaining the
cleanliness of the chosen coastal area. Culturally, this program will bring back the sense of
bayanihan spirit among fellows. In addition, this is also intended to strengthen the relationship
between the institutions and the people in the community.

RATIONALE:
The implementation of this program allows the students to get involved in empowering
each citizen for supporting the government programs and laws implemented for the advancement
of the community. Since the issue identified by the students is improper waste disposal in coastal
area in Banigan, Liloy, Zamboanga del Norte, this program is to remind each local constituent on
the significance and contribution of the proper waste management to people and community as
well as the ecological preservation. Coastal cleaning will be participated by 4’Ps beneficiaries and
trash bins /will be turned-over to BLGU of Banigan and be installed in areas identified by the
BLGU.

OBJECTIVES:
This program aims to achieve the following objectives:
a. To restore the cleanliness of the coastal areas of Banigan, Liloy, Zamboanga del Norte
through the effort of its local constituents represented by 4P’s beneficiaries and the
intervention of the offices and agencies of Local Government Unit of Liloy;
b. To strengthen the social relationships of and between local constituents and institutions
and to promote the unique Filipino value – “Bayanihan Spirit” , by allowing each
participant to cooperate for coastal cleaning; and
c. To provide trash bins to be installed in coastal areas of Banigan, Liloy, Zamboanga del
Norte and to turn-over such things to BLGU of Banigan for proper installation and
management.
ORGANIZERS AND FACILITATORS

This program will be organized and implemented by the Senior High School Grade 12
Students from Science, Technology, Engineering, and Mathematics (STEM) and Accountancy,
Business, and Management (ABM) Strands in the partnership with Ave Maria College
Administration, Barangay Local Government Unit (BLGU) of Banigan, Rural Health Unit (RHU)
and Municipal Social Welfare and Development Office (MSWDO) of Local Government Unit
(LGU) of Liloy, Community Environment and Natural Resources Office (CENRO) of Liloy, and
4P’s beneficiaries of Barangay Banigan.
The approval for the implementation of this program will be secured from the SHS
Principal and the College President of Ave Maria College. Target partner institutions to this
program will be formally invited through communication letters signed by the Class President, the
Executive Vice-President and SHS Principal, and the College President and their participation and
attendance will be confirmed.

PARTICIPANTS AND TARGET PARTNER INSTITUTIONS:

• 4P’s Beneficiaries of Banigan – At least one (1) participant per 4P’s household
beneficiary will be expected to attend and participate such program. To support the
maximization of the attendance and participation of beneficiaries, it will be coordinated
with barangay focal person of 4P’s, Pantawid Office, and Municipal Social Welfare and
Development Office.
• MSWDO (Municipal Social and Welfare Development Office) – The participation of
the 4P’s beneficiaries of Banigan, Liloy, Zamboanga del Norte will be requested from this
office for approval and proper dissemination of information as well as the instruction to
concerned authorities.
• BLGU (Barangay Local Government Unit) of Banigan – Conduct of this program
should be approved by the barangay captain of Barangay Banigan, since the presence and
attendance of barangay officials and personnel is highly needed for the guidance and
security of participants in the area.
• CENRO (Community Environment and Natural Resources Office) - Liloy – Since the
coastal areas of the Municipality of Liloy are under the management and supervision of the
Community Environment and Natural Resources Office of the Department of Environment
and Natural Resources, the approval for the conduct of coastal cleaning will be secured and
invitation for such program will be given to such office.
• Ave Maria College – Since this program will be represented by the School, the approval
of the conduct of the program shall be secured first from school administration. Presence
of the school authority is also needed during the turn-over Ceremony since this will be
done between the school and the partner institutions.
MECHANICS AND PROGRAMS:

The main activity of this program will be formally launched at the shorelines of Banigan,
Liloy, Zamboanga del Norte, specifically the vicinity of Purok Kasambay on October 19, 2019.
The program is for half day and whole morning will be utilized. It will be started at 7:30 AM and
will be until 11:30 AM. The sequence and details of the activities will be as shown in the table
below.
