If we create a homeless response system that centers the voices of
people with lived experience, then we will be able to meet needs
and eliminate inequities, in order to end homelessness for all.

Partnership for Zero


An extraordinary collaboration designed to reduce unsheltered homelessness
across King County, starting with Downtown Seattle
Supported by the City of Seattle, King County, We Are In, and regional
businesses and philanthropies
The Housing Command Center, Systems Advocates work, and a By Name List

Housing Command Center
Emergency Response
Our joint Housing Command Center provides centralized emergency operations
management to coordinate resources and streamline the actions required to
house people.

Encampment Resolution
Resolution means that people get housed. The timeline for resolution depends
on the availability of housing, and we prioritize response based on multiple
factors, including vulnerability, safety, healthcare needs, location and size.

Systems Advocates / Peer Navigation


A proven best practice where people with lived experience of homelessness
use that expertise to help others. Systems Advocates know how to access and
navigate resources, social services, and pathways to housing. Our team stays
with people up to a year after being housed, and are living proof that people
can come back up after very hard times.

Data Quality
We use data to measure progress and ensure accountability, and are regularly
improving the quality and accuracy of our data, working towards creating a
comprehensive, county-wide By Name List, a real-time count of open shelter
beds, and improvements to Coordinated Entry for housing placements.

Housing First
Housing is a basic human need that everyone should have access to. Through
rapid acquisition, emergency housing, landlord supports, and matching people
with places appropriate to their needs, we can help people rebuild their lives.
