และกีฬา เปิ ดเผยว่า จากผลการประชุมศูนย์บริหารสถานการณ์เศรษฐกิจ
จากผลกระทบจากการระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 (โควิด-19)
หรือ ศบศ. เมื่อสัปดาห์ที่ผ่านมา ก.ท่องเที่ยวฯ ได้เสนอให้นายกรัฐมนตรีฯ
อนุมัติและขอใช้ภูเก็ตเป็ น “โมเดล” นำร่องในการเปิ ดรับนักท่องเที่ยวต่าง
ชาติแบบจำกัด เพื่อฟื้ นอุตสาหกรรมท่องเที่ยว โดย ณ ขณะนีม
้ ีโมเดลอยู่สอง
แบบ แบบแรกดำเนินการผ่านบริษัทไทยแลนด์ ลองสเตย์ ซึง่ กระทรวงการ
ท่องเที่ยวแห่งประเทศไทยเป็ นผู้ถือหุ้นหลัก และแบบดำเนินการทั่วไปที่
กักตัวในพื้นที่โรงแรม Area Quarantine

แบบ Thai Longstay Management เปิ ดให้นักท่องเที่ยวที่ประสงค์

จะเข้ามาในไทย ขอกักตัวเอง 14 วันในรูปแบบ Alternative State
Quarantine (ASQ) ในโรงแรมที่ได้รับอนุญาตจากรัฐบาล โดยจ่ายค่าใช้จ่าย
เองทัง้ หมด เมื่อครบ 14 จึงสามารถเดินทางภายในจังหวัดได้ แต่หาก
ต้องการเดินทางออกนอกจังหวักต้องกักตัวเพิ่มอีก 7 วันรวมเป็ น 21 วันเพื่อ
ทำการ ในอีกแบบเป็ นการดำเนินการแบบทั่วไป ซึ่งเป็ นภูเก็ตโมเดลเดิมที่
ผ่านการเห็นชอบของ ศบศ.แล้ว โดยเป็ นลักษณะของการกักตัวในพื้นที่ของ
โรงแรม หรือเรียกว่า Area Quarantine

ทางการประเมินว่าภูเก็ตโมเดลจะสามารถดึงจำนวนนักท่องเที่ยวเข้าสู่
ประเทศกว่า 100,000 คน โดยจะเริ่มใช้กลางเดือนกันยายนและเริ่มที่
จำนวนนักท่องเที่ยวที่ผ่านมาตรการตรวจสอบกลุ่มแรก 200 คน ในจำนวน

มีหลายฝ่ ายที่ไม่เห็นด้วยกับภูเก็ตโมเดลของรัฐบาล เช่น ฝ่ ายบุคลกร

ทางแพทย์และกลุ่มนักท่องเที่ยวท้องถิ่นกังวลถึงความเสี่ยงในการทำงาน

Testing คัดกรองตรวจหาเชื้อที่ต้นทางที่สนามบินหากไม่พบเชื้อจึงจะออก
จากสนามบินได้ 3 T: Tracing การมี แอพลิเคชั่น ติดตามตัว ที่สามารถ
ติดตามผู้เดินทางได้แบบเรียลไทม์ 4. T: Treatment ความพร้อมของ
บุคลากรทางการแพทย์เครื่องมือแพทย์ ยาและเวชภัณฑ์ที่เพียงพอ ซึ่งโมเดล
4T จะเน้นที่ความเป็ นอยู่ของท้องถิ่นก่อนนักท่องเที่ยวต่างชาติ

อย่างไรก็ดี จะมีการลงพื้นที่จังหวัดภูเก็ตนำโดยกระทรวงการท่อง
เที่ยวฯ ในวันที่ 5-6 กันยายนนี ้ เพื่อลงไปทำประชาวิจารณ์ในพื้นที่ว่าคน
ภูเก็ตเห็นด้วยหรือไม่ หากทุกฝ่ ายเห็นด้วยกับรูปแบบของรัฐบาล ก็จะ
สามารถเริ่มดำเนินการได้ในวันที่ 1 ตุลาคมนีเ้ ป็ นต้นไป

COVID-19 “Phuket Model” pilot program to reopen Thailand tourism industries

Tourism and Sports Minister Phiphat Ratchakitprakarn has revealed that the “Phuket
Model” pilot program to reopen Thailand’s tourism industry is currently under the approval
process of The Center for Economic Situation Administration (CESA). The government model
consists of two approaches: the proposed Thai Longstay Management and the previously
approved area quarantine.
The Thai Longstay Management measure, oversees by the private Thailand Longstay
Company which the Tourism of Authority in Thailand (TAT) has 30% stake, proposes
Alternative State Quarantine (ASQ) measure in which tourists are to be quarantined for 14 days
in government-selected hotels and pay their own accommodation fees. After 14 days, tourists are
free to travel. However, if the tourists wish to travel beyond Phuket, the quarantine period will
last for another 7 days on the island.
Officials estimated that the upwards of 100,000 could take advantage of the model. The
model is expected to begin in September with the first 200 foreign tourists from Australia and
New Zealand.
The previous model, already approved by the Centre for COVID-19 Situation
Administration (CCSA), will also quarantine tourists in designated areas if it were to be enacted
on the 1st of October.
Regardless, various parties provide little backing to the government plan and instead
propose new measures. Health care providers and and local tourist associations are concerned
over the risks in implementing the model.
Sarayuth Mallum, the President of the Phuket Tourist Association, disagrees with Phuket
Model and introduces Phuket’s own 4Ts (Target, Testing, Tracing and Treatment) model. The
4Ts program will allow only returning Phuket tourists in small groups. The plan does not include
mandatory 14 days quarantine. Allegedly, this plan will serve locals interests first.
TAT and related ministries will be visiting Phuket on the 5th and 6th of September, in
order to gather information on readiness and public opinions of each model.
