TERMS OF REFERENCE

SCHOOL-COMMUNITY PLANNING TEAM(SPT)

I. ROLE/ PURPOSE
The sole purpose of this organization is to facilitate the crafting of School
Improvement Plan (SIP) for to be implemented for the following next three years. SIP is road
map that lays down specific interventions that a school, along with other stakeholders, will
implement to reach a goal of providing quality education.
As mandated by Republic Act 9155 – Governance of Basic Education Act of 2001
(Section 6.2.4) which states that the School Head shall have authority, accountability and
responsibility in “Developing the School Education Program and School Improvement Plan”
and as a requirement of the School Based Management (SBM) School Improvement Plan is
prepared by the School Community Planning Team (SPT).

II. TERM

This Terms of Reference is effective during School Year 2019- 2020.

III. MEMBERSHIP

The School-Community Planning Team will comprise:


1. School Head as the Team Leader
2. School Governing Council (SGC) Representative
3. Barangay/LGU Representative
4. Teacher Representative
5. Parent Representative
6. Student Representative

The School Head may opt to add more members to the SPT as maybe deemed necessary
to provide representation to all stake holders. There shall be good gender balance. If more
members are added the School Head must make sure that the number of members is still an
odd number to prevent a voting deadlock.

IV. ROLES AND RESPONSIBILITIES

School Head as the Team Leader


a. Convenes the School Planning Team (SPT)

b. Provides leadership and guidance in the development of the plan, clearly explains
the SIP planning process to the planning team and helps them understand their role
in the process
c. Facilitates actual planning workshop
School Governing Council (SGC) Representative
a. Actively participates in the development of the SIP by establishing priorities and
setting goals and strategies for the school improvement
b. Initiates the formation of the School Planning Team
Barangay/LGU Representative
a. Share valuable information on the interest of the community in the school
improvement and participate in setting goals, strategies and priorities of the school
b. Commit available resources in the implementation of the plan
Teacher Representative
a. Provide needed information relative to teaching and learning process
b. Actively participate during the development of the SIP establishing priorities,
setting goals and formulating implementation strategies for the plan
Parent Representative
a. Share insights about what their children need to learn and the difficulties they
face in the school, their aspirations for the school and their children, present other
areas of concerns
b. Participate in setting goals, strategies, and priorities of the school
c. Commit available resources in the implementation of the plan
Student Representative
a. Share insights about their difficulties in the school
b. Participate in setting goals, strategies, and priorities of the school

V. MEETINGS

Meetings shall be set and called upon by the School Head as the Chairman of the
SPT or at least a simple majority (50% plus 1) of its members. More than 50 percent of the
members shall be present at every meeting to constitute a quorum and conduct an official
business. When a member needs to be absent in the meeting, he/she may send a substitute
to speak on behalf of him/ her as long as the substitute has the same representation as the
member.

VI. DECISION MAKING

Decisions shall be made after the concurrence by the majority of members present
and voting in a meeting. In case of deadlock the chairman shall be the one to decide.

VII. AMENDMENT AND REVISION
This Terms of Reference may be amended partially or entirely revised through a
motion of any member and upon concurrence of 75 percent of the members of the SPT.
