I. Context and Rationale
Teachers play an important role in our life to become successful in career and
business. A good teacher helps students to become a good human being in society and a good
citizen of the country. Teachers know that students are the future of any nation. Teachers
should be the best minds and in psycho-social aspects to develop prominent individual in the

Education Academy of the Philippines (NEAP) also provides psycho-social support and

Mental health is an integral and essential component of health. The WHO constitution
states: "Health is a state of complete physical, mental and social well-being and not merely
the absence of disease or infirmity." An important implication of this definition is that mental
health is more than just the absence of mental disorders or disabilities. There is NO Health
strengthening-our-res).
Speaking of the volatile mental health of Filipinos, Chrisha Ane Magtubo (2016)
writing for www.today.mims.com, compiled and shared the following available data: 7-20%
of Adult Filipinos suffer from some form of psychiatric disorder, 10-15% for their
counterpart among Filipino youth. Additionally, there are 88 cases of mental health problems
for every 100,000. In terms of suicide, the research of Redaniel et al, (2011) shows that from
1984 to 2005, suicide incidence increased from 0.23 to 3.59 for every 100,000 Filipino males,
and 0.12 to 1.09 for every 100,000 Filipino females. The most recent data provided for by the
World Health Organization (WHO, 2018) is that as of 2016, around 3.2 Filipinos in general
for 100,000 population committed suicide; with 4.3 for every 100,000 males and 2.0 for
females of the same population. Further data led the Statista Research Department (2020) to
assert suicide is the third leading cause of teen deaths among non-disease causes. This
predicament only heightens the call for better mental health services from both the public and
private sectors.
Mental health awareness and better mental health services, a comprehensive research
study by Lally, Tully, and Samaniego (2019) shows that the country is currently understaffed
with only a little more than 500 psychiatrists in the entire nation. Added to this, the study also
shows that the ratio of mental health workers per 100,000 population is only between 2-3.

As of now, there are still no available statistical figures on how many teachers and/or
personnel who are able to undergo trainings and seminars on mental health.
In lieu to this, the Department of Education (DepEd) expresses its ardent recognition
of the importance and the need for mental health awareness especially that of its front-liners
(teachers) who will be directly dealing with the learners. Realizing the additional stress on the
mental health of the learners that this pandemic brought about, on July of this year DepEd,
thorough its Disaster Risk Reduction and Management Service (DRRMS) launched the
Mental Health Psychological Support System (MHPSS) seminars. There were two
batches/sessions, the first was on July 13, for non-teaching personnel and the second was last
