Later file was forwarded to H.O Steel for technical examination and approval. Shown at
N-12.

Later committee was constituted to process further. With reference to committee


minutes, more often the party was asked for previous supply details for price
justification but M/s Oswal Hydraulics regretted the same. Further efforts were made by
MM dept. to obtain previous supply details from M/s Sail, but no response received in
this regard. Copy placed at Pg.70-71/c

In line with above it was also noticed that the party not agreed to our standard payment
term and quoted for advance payment. Copy placed at Pg.73/c

Keeping in view of above and with reference to minutes of TSC it is brought to notice
that M/s Oswal Hydraulics was invited for price discussions. Letter placed at Pg.80/c but
the party denied to attend.

Moreover it is understood that M/s Oswal Hydraulics has never accepted to NISP terms
and denied to furnish similar/identical previous supply details against the quoted items.

As reasons stated above efforts were made to justify the quoted rates and the party has
never agreed to furnish document details in this regard. In view of above the vetted
proposal for re-tendering the case is once again forwarded for approval by C/A please.

In this connection, the following are noted in Finance:

1) As per the noting of M&C department at N-1 to N-3, the same case had been
processed earlier under File No 152. As the original file has been missing, a duplicate
file has been initiated for fresh processing of the case. Hence M&C department may
kindly ensure that in case of the previous file is found again the same is to be
scrapped invariably.
2) The proposal at N-1 to N-4 of 23/C is for procurement of Hydraulic Cylinder for
Reversing System as spares for Coke Oven. The same is approved in principle at N-5
of 23/C (refer Serial No 1 of N-1 at 23/C).

3) The relevant list of Operation & Maintenance Spares as per clause no 7.4.3 of the
GCC, is yet to be supplied by the contractor, as indicated by the executing
department at 'A' of N-8 and it is indicated therein that the indent has been raised
based on their own experience. Further, it is also certified therein that the proposed
list of spares is part of the bare minimum requirement for O&M of the plant after
commissioning and as some of the items have a long lead period, awaiting the
spares' list from contractors may cause delay in receiving the items in time.

This case pertains to the purchase of Hydraulic cylinder for Coke Ovens. Enquiry was
issued on proprietary basis and accordingly offer received from M/s Oswal Hydraulics.

With reference to H.O. Circular Dated 11.03.2020. User department may please obtain
clearance from H.O. Steel Department for processing proprietary Case.

The case pertains to procurement of Hydraulic cylinders for reversing system on


proprietary basis intitially the indent has been booked under file number 152 with
financial implication of Rs .
