On March 11, 2021, the American Rescue Plan Act was signed into law, and established the
Coronavirus State Fiscal Recovery Fund and Coronavirus Local Fiscal Recovery Fund. Washoe
County has been awarded a grant of $91,587,038 in State and Local Fiscal Recovery Funds
(SLFRF). The SLFRF provide a substantial infusion of resources to help turn the tide on the
pandemic, address its economic fallout, and lay the foundation for a strong and equitable recovery.

Eligible Uses of the Funds:


1. Support Public Health Response & Address Negative Economic Impacts:
a. Support Public Health Response: Fund COVID-19 mitigation efforts, medical
expenses, behavioral healthcare, and certain public health and safety staff.
b. Address Negative Economic Impacts: Respond to economic harms to workers,
families, small businesses, impacted industries, and the public sector.
c. Disproportionately Impacted: Addressing disparities for populations, households, or
geographic areas disproportionately impacted by the pandemic.

2. Premium Pay for Essential Workers: Provide premium pay to workers performing essential
work during the COVID-19 public health emergency, or by providing grants to eligible
employers that have eligible workers who performed essential work.

3. Water and Sewer Infrastructure & Broadband:


a. Make necessary investments to improve access to clean drinking water and invest in
wastewater and storm water infrastructure.
b. Make necessary investments to provide unserved or underserved locations with new
or expanded broadband access.

Eligible Costs Timeframe: July 1, 2021, through December 31, 2024, during which time all funds must be
incurred, all funds must be expended by December 31, 2026.

Reporting: Programmatic and Financial Quarterly Project reporting is required.

Expenditure Category: Each project must designate one expenditure category. Appendix 1 is a list of the
Expenditure Categories. Please identify your project’s appropriate category. Use SLFRF Eligible Uses
and/or the SLFRF Interim Rule to determine the appropriate expenditure category. If you need assistance

While the COVID-19 pandemic affected many aspects of life, eligible uses under Public Health and Negative
Economic Impacts categories must be in response to the disease itself or the harmful consequences of the
economic disruptions resulting from or exacerbated by the COVID public health emergency. Projects,
services and interventions eligible under Services to Disproportionality Impacted Communities will be
presumed to be responding to the negative economic impacts of the COVID-19 public health emergency.

Equitable Outcomes: All projects must identify efforts to promote equitable outcomes including how
programs were designed with equity in mind. Your project must have one or more outcomes that are focused
on closing gaps, reaching universal levels of services, or disaggregating progress by race, ethnicity, and other
equity dimensions where relevant, see Executive Order 13985

Use of Evidence: For specific Expenditure Categories marked with an *, Washoe County will need to report
on the use of evidence-based practices. If your project falls into one of these expenditure categories, your
project may be required to utilized evidence-based practices and report on these. Evidence-based refers to
interventions with strong or moderate levels of evidence. Depending on the expenditure category you may
require, see Use of Evidence. Recipients are exempt from reporting on evidence-based interventions in
cases where a program evaluation is being conducted. For more information on the required standards for
program evaluation, see OMB M-20-12

For all projects, recipients may be selected to participate in a national evaluation, which would study their
project along with similar projects in other jurisdictions that are focused on the same set of outcomes. In such
cases, recipients may be asked to share information and data that is needed for the national evaluation.
Expense Categories where we must report on the amount of funds that are allocated to evidence-based
interventions, are marked with an asterisk *.

Demographic Distribution: Recognizing the disproportionate impact of the pandemic-related recession on


low-income communities, recipients must report whether certain types of projects are targeted to
economically disadvantaged communities, as defined by HUD’s Qualified Census Tract, or where the
primary intended beneficiaries earn less than 60% of median income, or the program has an eligibility
criterion such as that over 25% of beneficiaries are below the federal poverty line, see Project Demographic
Distribution.

Procurement: All goods and services purchased with FRF must comply with the Uniform Guidance
2CFR200.318-327, see Procurement Method for Federal Funding.

of the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards

(2 CFR 200) (the Uniform Guidance), including the cost principles and restrictions on general provisions for
selected items of cost.

1. Describe the need or negative impact of the COVID-19 public health emergency your project seeks to
address [Public Health & Economic Impacts] AND/OR define the Disproportionately Impacted
Communities to be served (Qualified Census Tract, LMI 60% of median income, or the program has an
eligibility criterion such as that over 25% of beneficiaries are below the federal poverty line, etc.)
Since the onset of the COVID-19 pandemic and the reopening of our facilities to the general public for
socialization opportunities and the return to normal of our nutrition programming, the census number of
participants in general facility attendance and regularly scheduled activity groups has decreased by
approximately 50% when compared to pre-COVID census numbers.

The ice cream machine will be implemented as a tool, with availability to multiple departments across
Washoe County, to act as tool to increase the social participation in multiple categories of gatherings;
regularly scheduled socialization opportunities for senior citizens (scrabble group, dance lessons, poker
group, etc.), scheduled special events in senior programming, Washoe County in-person department
meetings and trainings, employee appreciation events, Community Advisory Board meetings and all
other opportunities where increased in-person participation would be a benefit to the community and
organization.

2. Describe how the project, service, or intervention addresses the identified need or impact of the
COVID-19 public health emergency.
The health benefits and overall well-being that comes with increased socialization opportunities are well
know and recognized by health professionals and Washoe County Human Services (HSA) staff members.
In the strategic planning of HSA staff to increase participation across all levels of socialization
programming and in cooperation with other County entities, the purchase and integration of an ice
cream machine will provide an opportunity to increase the draw and participation census levels to
events and provide a sense of comfort while participating at said events. This will provide an entry point
back into the integration of introducing a more regular calendar of socialization opportunities/activities
to the general public of Washoe County and its staff members.

Description/Explanation of why proposed project fits into the category and sub-category:

The senior community has been particularly affected during the COVID-19 pandemic with the negative by
products of isolation guidelines and social distancing requirements. Seniors in particular, as being
identified as belonging to a high-risk health group has produced an almost permanent sense of avoiding
public gatherings and reluctance to re-integrate into once regular routines. This increased/extended
isolation has the risk of increasing the negative health aspects that can be negated with regular
socialization activities.

The same sense of wanting to avoid public gatherings, by all age groups, is still predominate amongst
many individuals, even though they may have returned to an enhanced daily routine of returning to work
in their regular work environment or more negatively affected to the opportunities for socialization to
those still working from home in an isolated environment.

The majority of the community that accesses the services offered be HSA – Senior Services earn less on
an annual basis than the defined 2022 Federal Poverty Level Income threshold ($13,590). Those
individuals who may access the services or socialization opportunities across 10 different service
locations will be the biggest benefactors from the purchase of an ice cream machine, from a dual focused
standpoint. The first being that the addition of a entertainment style dessert offering will create an
incentive for individuals to attend regularly scheduled or unscheduled events, and those that attend will
be benefitted from the increased census levels at those events. Helping to ensure the normalization of
participation levels and the reintegration of normal activity levels on an individual basis.

how the cost estimate was determined.

Washoe County works with Resco Restaurant Supply to identify products needed and best
prices in the marketplace. All equipment purchased by Washoe County for integration into it’s
food production services need to be of commercial food service grade and viable for multiple
years.
