A RESOLUTION FAVORABLY ENDORSING TO THE NATIONAL INTER-AGENCY TASK FORCE

(NIATF_ THE LETTER OF MR. RICARIDO T. NOBLE, MANAGER/OWNER, NEW NEGROS

COLISEUM, SP VILLAGE, BARANGAY PAHANOCOY, BACOLOD CITY, REQUESTING
APPROVAL/PERMISSION TO HOLD COCKFIGHTING ACTIVITIES AT THE NEW NEGROS
COLISEUM WITH LIMITED PERSONNEL ALLOWED INSIDE THE PREMISES, DOCKET AS SP
CORRESPONDENCE NO. 10-20-0676, SUBJECT TO HEALTH PROTOCOLES IMPOSED, FOR ITS
APPROVAL

WHEREAS, Section 447 (a) paragraph 3, subparagraph (v) of the Local Government Code
devolves the authority to issue permits or licenses for the operation and maintenance of
cockpits and regulate cockfighting activities to the Sangguniang Panlungsod. However, due to
COVID-19 pandemic, the authority to approve mass gatherings, activities, amusements and
other related events such as cockfighting is now within the jurisdiction of the National Inter-
Agency Task Force;

WHEREAS, this resolution merely seeks to endorse to the NIATF the letter request of MR.
RICARIDO T. NOBLE to hold cockfighting activities BY WAY OF LIVESTREAM/BROADCAST with
limited personnel, and subject to the health protocols imposed by the IATF;

WHEREAS, this request will not only inure to the benefit of Mr. Noble, but also for the entire
industry of cockfighting nationwide, as cockfighting generates or contributes about Php 700
Million in the local economy;

NOW, THEREFORE, BE IT RESOLVED, before the Sangguniang Panlungsod of Bacolod City the
approval of this resolution.
