GUIDELINES AND PROCEDURES IN THE DEVELOPMENT OF


STANDARD TRAINING PACKAGES (STP)

1. REFERENCES:

a. Chief, PNP’s Strategic Focus CODE-P 2013 and Beyond;


b. PNP P.A.T.R.O.L Plan 2030;
c. NAPOLCOM Resolution No. 2009-254 “Prescribing the Functions of the PNP
Training Service, Amending for this Purpose NAPOLCOM Resolution No.
2005-388”.
d. PNPMC 2014- 046 dated October 22, 2014, “PNP Standards for In-Service
Training”; and
e. PNPMC 2014-035 dated September 09, 2014, “Establishing a Certification
Program for PNP Training Schools and Regional Special Training Units”.

2. BACKGROUND:

In support of the Chief, PNP’s Strategic Focus, CODE-P: 2013 and Beyond,
particularly in the development of PNP personnel’s competence and excellence in the
service, the DHRDD instituted the standardization of all in-service training courses and
seminars PNP-wide.

The authority to conduct, manage and supervise all PNP in-service trainings was
bestowed to the PNP Training Service through NAPOLCOM Resolution Nr. 2009-254
and implemented through PNP MC 2009-018. In practice however, the different Heads
of Offices and Units within the PNP still exercise training delivery functions. This
practice has resulted to different ways of delivering trainings which redounds to different
learning outcomes and degrees of skills development.

This situation poses great concern to DHRDD particularly in the interoperability of


field units and in the diminishing effectiveness of police service delivery by PNP
personnel on the ground.

To address such concern, it is deemed necessary to adopt the standardized


training methodology, if only to ensure uniformity in the delivery of instruction to the
growing PNP population requiring specialized training. This method operates in the
premise that adequately studied and developed training content results to better quality
police training delivered to PNP personnel nationwide.

3. PURPOSE:

This SOP aims to provide common guidelines and procedures in the


development of Standard Training Packages (STP) pursuant to PNPMC 2014-046 and
PNPMC 2014-035 and to institutionalize the conduct of standardized training for PNP
Personnel. This shall ensure that all in-service training courses and seminars are
delivered uniformly across the PNP organization through the PNP Training Service and
its Regional Special Training Units. It also puts in place a system of certifying and
accrediting course materials in conformity to established PNP training standards.

4. SCOPE OF APPLICATION:

This SOP shall be applicable to all PNP In-service Training courses and
seminars regularly conducted whether programmed or unprogrammed which are
managed or initiated by any PNP Office/Unit.

5. DEFINITION OF TERMS:

a. Course- is an organized and structured activity using different modes of


learning aimed at transferring knowledge, attitudes, skills, and values to
participants towards a specific goal or required competency level.

b. Course Director- an official designated to provide general supervision of the


conduct of a specific course.

c. Course Overview- a general description of the course, its rationale,


objectives, and the competencies that it aims to develop.

d. Lesson Plan – a detailed description of the subject that is developed by the


instructor as a daily guide for class instruction.

e. Master Training Action Plan - a consolidated list of programmed training


courses submitted by the D-Staff, NSUs, and PROs to the DHRDD which are
required to be conducted by all training units through the PNPTS and RSTUs.

f. Seminar - a method of training using lectures or presentations delivered to an


audience on a particular topic or set of subjects that are educational and
informative in nature.

g. Slides – power point presentation printed in a 2-slide handout format.

h. Standard Training Package – a complete training guide which is composed


of the Program of Instructions, Master Training Schedule, Module Plan,
Lesson Plan, Training Evaluation and Assessment Exams, and Slide
Presentations.

i. Training - the process of bringing a person to a desired level of competency


in terms of knowledge, attitudes, skills, and values.

j. Training Action Plan – the individual list of training programs submitted by


the different PNP Offices/Units to the PNPTS as part of the annual Master
Training Action Plan.

6. POLICIES AND GUIDELINES:

a. The STP shall be a requirement in the formulation of the PNP Offices/Units


Training Action Plan starting CY 2015.

b. All PNP in-service training shall be conducted according to the standards set
by the PNP and shall ensure that the understanding, and interpretation of the
learning goals, learning objectives, lesson plan, exercises, and definition of
terms of a particular training are the same.

c. The approved Standard Training Package must be followed and adhered to


by all Course Directors, training managers and instructors. Modifications and
diversions from the STP must be communicated to the PNPTS for review and
approval before adoption.

d. No training directive shall be processed and/or issued to any specialized


course, whether programmed or unprogrammed, without a complete STP.
Training Program Directors who previously opened courses without an STP
shall develop their course STPs and renew all their training directives with
DHRDD accordingly.

e. The most valuable component of an STP is the lesson plan which ensures the
delivery of quality and uniform training instruction to students. Hence, the STP
shall adopt a common format to include, but not limited to the following:

1) Course Overview;
2) Program of Instructions;
3) Master Training Schedule;
4) Module Plan;
5) Lesson Plan;
a) Lesson Plan Cover;
b) Lesson Plan with Manuscript;
6) Assessment Exams; and
7) Slide Presentations.

f. The STP shall be divided into three parts that shall be distributed to the
Course Director, Training Manager and Student/Trainee as follows:

g. For purposes of uniformity in the preparation of STPs, the following guidelines


shall be observed:

1) Packaging:

a) Contents shall be printed on quality A4 size paper preferably with a


substance of 20gsm;
b) It shall be ring-bound using white two-ring binder in A4 size;
c) Title of the STP shall be inserted in the front cover and spine of the
binder as shown in Annex “A”;
d) Use index tabs to label the contents; and

e) The package shall contain one CD copy of all contents in pdf and word
formats.

2) Body Text:

a) Font size for body text is Arial Font 12;


b) Margins shall be 1.5” for left margin and 1” for the top, bottom and right
margins;
c) The training manuscript must be presented per module and broken
down into lesson plans;
d) Make at least 10 pages of manuscript for every one hour lecture; and
e) Footers shall be placed indicating the course title, lesson plan no., and
page no. (Format: Page 1 of 200).

3) Slide Presentation:

a) Prepare one slide for every three minutes of lecture;


b) Follow the “7/7/7 Rule” (no more than seven words per line of text,
seven lines of text per slide, or seven text-heavy slides in a row.);
c) Slide text should be readable. Use at least 36 to 40 points for the titles
and at least 24 points for the bulleted or body text; and
d) Limit your texts into phrases or words. Avoid the copy/paste technique
by placing a whole paragraph into a slide. Trim it down from sentences
to phrases/words.

h. Templates for the STP are attached in this SOP for the guidance of all PNP
Units/Offices.

7. PROCEDURES:

All PNP Offices/Units shall initiate the development of their respective course
STPs guided by the following procedures:

a. Conduct a Training Needs Analysis (TNA) through table top exercises, simple
job inventory of personnel, task analysis, or a performance gap analysis.

b. Base on the TNA a Competency Framework shall be designed which reflects


the knowledge, attitudes, skills and values (KASV) that should be developed
through the training course/seminar.

c. Develop the Program of Instructions and course content through, but not
limited to the following methods:

1) Technical Working Groups;


2) Focus Group Discussions;
3) Training of Trainers; and
4) Workshop

d. Develop the Master Training Schedule, Module Plan and Lesson Plan.

e. Develop the Assessment Exams for students, if any.

f. Compile reading or reference materials for students.

g. Provide a list of instructors for the course.

h. Package the STP and submit to PNPTS (for D-Staff/NSUs) and RSTUs (for
PROs) for accreditation and certification of compliance to standards.

8. RESPONSIBILITIES:

a. DHRDD :

1) Shall perform oversight function in implementing, reviewing and improving


the systems and procedures in the development of STPs; and

2) Shall render final decision in issues or misinterpretations that may be


presented in the implementation of this SOP.

b. PNPTS/RSTUs :

1) Shall serve as the OPR in the overall implementation of these procedures;

2) Shall approve, certify and file all STPs according to the standards set by
the PNP; and

3) Shall provide technical assistance to PNP Offices/Units in developing their


STPs.

c. All Other PNP Units/Offices:

1) Shall cause the development of their STPs for their respective in-service
training courses/seminars;

2) Shall ensure that the STPs are followed and implemented in the conduct
of trainings/seminars;

3) Shall submit to PNPTS/RSTUs their developed STPs for accreditation,


certification and filing.

9. EFFECTIVITY:

This SOP shall take effect immediately upon approval.
