Purpose
As a result of the COVID pandemic, many governments and companies have imposed restrictions limiting the movement of people. This working
document describes at a country level how OSRL will approach supporting Members during spill response incidents. It is intended to be referred to as
guidance only, based on best-available information at the time of writing. It should be read in conjunction with the latest COVID-19 statement on OSRL’s

for handling waste from cradle to grave. These waste
management contractors remain operable and can be called
upon during a response.

SCAT operations can also be adapted to be carried remotely


through the deployment of UAV with remote support being
provided to interpret imagery and input into SCAT
programme.

Personnel Readiness – COVID Vaccination

In January 2021, Singapore government announced that it


will prioritize maritime personnel to receive vaccinations
thru the Sea - Air Vaccination Exercise (SAVE). Frontline
maritime personnel who are Singaporeans and long-term
residents living in the community will be prioritized for
vaccinations.

OSRL have registered its Singapore base responders onto


the SAVE vaccination exercise. OSRL Singapore based
Responders have since completed two doses of COVID19
vaccinations in Feb2021 and OSRL have a pool of
responders in Singapore vaccinated against COVID19.

Offshore Vessel Operations

OSRL will engage VOO service providers as first option for


providing vessels for any offshore response. OSRL maintains
close contact with selected Singapore registered VOO
service providers for vessels to be used during spills and
these operators remain unaffected. In addition to this, OSRL
has access to Clarkson’s Sea/Response software where live
tracking of VOO operators within Singapore can be
identified as potential offshore vessels for major prolong
response.

Mobilisation of offshore resources to ports/ quaysides


remain unaffected. OSRL can conduct offshore response
operations subject to meeting and adhering to MPA’s SMM
measures (e.g use of Safety@sea, Trace Together, SMM
guidelines etc)

OSRL will work closely with the lead agency for spills in
Singapore, MPA and will deploy its resources as best to
respond to any offshore spill. OSRL maintains close working
relationship and is seen as an essential service provider. For
spills within Singapore waters, quarantine requirements for
normally shore based responders working offshore during
spills will not be applicable subject to COVID SMM control
measures. For transboundary spills, vessel operating under
MPA jurisdictions and adhering to MPA SMM measures will
not be subjected to blanket quarantine measures as long as
COVID-19 border controls guidelines are maintained by
vessels.

with any response there will be factors outside of our control

site and this remains unaffected.

For Overseas based oiled wildlife equipment, the optimal


routing for equipment will be based on availability of the
spot market.

COVID-19 Polymerase Chain Reaction Test (“PCR Test”)

The COVID-19 Polymerase Chain Reaction test (“PCR test”) is regarded worldwide to as the most accurate and reliable test to detect active
COVID-19 infections. A PCR test is generally administered by a trained professional who will take a swab sample from the nose and/or throat
of a traveller. In Singapore’s context, all inbound travellers aged 7 and above, including those who had recovered from COVID-19, will be PCR-
tested before and/or upon arrival.

PCR Test before Departing to Singapore

Depending on the travellers’ travel history and Safe Travel lane used to visit Singapore, travellers may be required to take a PCR test within 72
hours before departing to Singapore.

PCR Test in Singapore

All travellers will take a PCR test upon arrival in Singapore. Depending on the country of departure/14-day travel history and Safe Travel Lane
used, travellers may be required to serve a Stay Home Notice (SHN) and take another PCR test before the end of their SHN. The cost of the
PCR test taken in Singapore will be borne by all travellers, as follows:

All travellers would be informed of their PCR test results verbally by phone or in person. Travellers with a SingPass account can login
to HealthHub for their PCR test results.

SHN-Dedicated Facilities (SDF)

Travellers arriving from higher-risk countries/regions will be required to serve their Stay Home Notice (SHN) at an SHN Dedicated Facility
(SDF) assigned to them by the Singapore Government. The standard costs for SDF stays are provided in the tables below. These exclude the
costs of PCR tests and laundry.

Cost of SDF Stay (14 Days)

Single adult $2,000 per person for accommodation and food.

Two adults* $1,300 per person for accommodation and food.

Cost of SDF Stay (21 Days)

Single adult $3,000 per person for accommodation and food.

Two adults* $1,950 per person for accommodation and food.

*
Only family members (defined as grandparents, parents, spouse, parents-in-law, siblings or children) are permitted to share a room.

The exact total costs will be made known to travellers during the entry approval application process for pass holders or at check-in to the SDF
for Singapore Citizens and Permanent Residents. Travellers who fail to pay for the SDF cost may be charged interest for late payments. Please
refer to the FAQs for more information.

SDF Opt-Out

Travellers may opt-out of SDF if they suffer from critical illness, special medical condition, or have mobility issues, via the form here.
Applications to opt-out of SDF must be submitted three working days before the traveller’s scheduled arrival in Singapore.

Any prior approvals for opt-out granted may be revoked due to the latest public health risk assessment. In such an event, the prevailing border
and health control measures will apply. This includes SDF stays and payments, where applicable.
