Welfare Arrangements - TOOLBOX TALK

Prepare

Reason Adequate welfare facilities should be provided on all sites

Why

The provision of adequate toilets, washbasins, drying rooms and rest areas are essential for the well
being of site staff and are required to be provided on CDM sites by law.

Outline

This talk will cover: the factors, which determine whether facilities are adequate

Construction Sites

If a project falls under CDM Regulations (i.e. likely to exceed 30 days and have more than 20 workers
simultaneously involved on site at any one time; or exceeds 500 person days of construction work.) then
the site must comply with the specified requirements for welfare provision by the Principal (Main)
Contractor.

General Welfare

Under the Workplace Health, Safety and Welfare Regulations, every business must comply with
specified requirements and provide adequate and maintained facilities for its workforce.

1. Enough toilets, washbasins, drying space and rest areas must be provided to cope with the
number of operatives on site. All areas must be maintained in clean conditions
2. Toilets and washbasins must be properly maintained and kept clean. Hot and cold water must
be provided together with soap and drying facilities.
3. If you change out of street clothes into work clothes, a changing area should be provided with
storage facilities for your clothing.
4. Smoking is only allowed within designated external areas ensuring adequate ventilation and
minimal affect of internal and external work areas. The site may be designated as a total No
Smoking zone within the perimeter.

Operatives Responsibilities

1. Site staff should expect to use welfare facilities without finding them dirty, vandalised or covered
by graffiti. Leave them as you wish to find them.
2. Tell your supervisor if you are aware that welfare facilities are being deliberately damaged or
otherwise misused.

Q What are your responsibilities with respect to welfare facilities?

Q What would you do if you saw a toilet block being vandalised?

Food Safety

1. Larger sites may provide hot and cold food as part of welfare arrangements.
2. All food must be stored, handled and prepared in hygienic conditions.

3. Anyone preparing food for others must observe good standards of personal hygiene, in food prep
areas and report certain illnesses.
4. Where a cooker or microwave oven is provided for you to prepare your own food, ensure the food
is thoroughly cooked. Undercooked food can lead to food poisoning.
5. Dispose of waste food and packaging safely; do not encourage rats or other vermin.

Q What is the danger to health from rats? Do you have any questions for me?
