Dearest Sir TL Mark,

As per result observation dated August 23, 2022 we would to comply in behalf of the Barangay councils,
Barangay Treasurer, Chairman of Committee on Appropriation would like to ask for a favorable response and
ask for apologies for the results of the post audit of our barangay.

To reply the following are the audit observations and response of the following:

AOM 22-001 (2019-2021) Discrepancies of P2,043,410.00, P1,657,757.00 and P1,385,857.00 in calendar years (CY)
2021, 2020 and 2019, respectively, between the Property, Plant and Equipment (RIPE) were noted, contrary to Paragraph
7.2.5 of the Manual on the Financial Management of Barangays thus, the reliability and accuracy of the PPE Amounting
to P2,043,410.00, P1,657,757.00 and P1,385,857.00 as of the year-end of 2021, 2020 and 2019, respectively, could
not be ascertained.

Reply:The current Barangay Treasurer is now coordinating with the Municipal Accountant, Ms. Keyshia Ann A
Veranda and her staff to reconcile the barangay records on PPE. The Barangay Treasurer will do his best to
reconcile all the existing PPE.

AOM 22-002 (2019-2021) The Punong Barangay did not designate the Bids and Awards Committee (BAC) officers
and members who should have been responsible for the procurement functions of the barangay and he himself acted as
BAC Chairman, contrary to Sections 11.2.3(b) and 11.2.5 of the Revised implementing rules and regulations (RIRR) of
RA 9184, thus casted doubt on the validity of the procurement undertaken by the Barangay for calendar years (CYs)
2019 to 2021.

Reply:The Barangay Chairman appointed the BAC chairman and BAC members of the barangay and
appointed BAC officials and to prove is the attached files hereto is the resolution appointing the BAC officials.

AOMJ 22-003 (2019-2021) Procurement of goods and infrastructure projects made through public bidding for calendar
years (CY) 2021, 2020 and 2019 totalling P2,583,202.00were not supported by documentations for bidding documents
required under Section 9.1 of Commission on Audit (C0A) Circular No. 2021-001 and pertinent provisions of the 2016
Revised Implementing Rules and Regulations (RIRR) of Republic Act (RA) No. 9184, thus casted doubt on the regularity
and propriety of the of the procurement process, especially whether public biddings were actually conducted.

 Reply:The Punong Barangay instructed the Barangay Treasurer and the BAC officials together with the BAC
secretariat to comply with the registries, records, forms and reports needed in the financial reports. Careful
financial bookkeeping of the barangay is needed to ensure the proper documentation and reports needed by the COA.

AOM 22-004 (2019-2021) Procurement of goods and infrastructure projects made through public bidding for calendar
Years (CY) 2021, 2020, and 2019 totalling P1,821,475.80 were not supported by the documentations or bidding
documents required under Section 9.1 of Commission on Audit (COA) Circular No. 2012-001 and pertinent provision of
the 2016 Revised Implementing Rules and Regulations (RIRR) of the Republic Act (RA) No. 9184, thus casted doubt on
the regularity and and propriety of the procurement process, especially whether public biddings were actually deducted.

Reply:The Barangay officials together with the BAC officials and secretariat will try their best to adopt Philgeps.
We will attend seminar on Philgeps to be able to grasp the necessary needs to cope with the documentation and
proper disbursing of the barangay.

AOM 22-005 (2019-2021) Procurement System (PhilGEPs), contrary to Department of Budget and Management (DBM)
Circular Letter NO. 2011-6 and Section 8.3.1 of the RIRR of RA No.9184, thus bid opportunities and other procurement
activities in the Barangay Were not made transparent and their validity highly doubtful.
