Vessel traffic services (VTS) are shore-side systems that control traffic within ports and
waterways in a variety of ways, from simple informational messages to ships about the location
of other traffic or weather-related hazard warnings. Ships that enter a VTS area typically report
to the authorities, typically through radio, and may be monitored by the VTS control center.
Whether there is a risk of an incident or in places where traffic flow is controlled, the VTS
operator may call the ship directly to provide guidance on when to proceed. Ships are required
to keep watch on a designated frequency for navigational or other alerts. Communication with
other vessels and the VTS shall take place on the designated frequencies in accordance with
established ITU and SOLAS chapter IV procedures, especially when a communication relates to
scheduled maneuvers. The required communications and the frequencies that need to be
monitored should be specified in the VTS procedures. All required reports, including those
regarding inadequacies, should be submitted by vessels before they reach the VTS area. Vessels
must follow all applicable laws and regulations while traveling through the VTS area. They must
also keep a constant listening watch on the designated frequency and notify any deviations
from the agreed-upon sailing plan, if one has been developed in conjunction with the VTS
authority. The master shall make every effort to notify the VTS center and other vessels in the
area of the vessel's inability to communicate on the assigned frequency by any other means of
communication that may be available in the event of a complete failure of the vessel's
appropriate communication equipment. The master shall record the fact and the reasons for
not or further involvement in the vessel's log if a technical issue prevents it from participating
or continuing to participate in a VTS. Publications with detailed information on the rules and
regulations controlling identification, reporting, and/or behavior in the VTS area to be entered
should be carried on board by all vessels.
