Monitoring and Evaluation
What are the Minimum Datasets that can be used to conduct
M&E
• Need to develop Strategic Goals and Objectives in order to
clarify exactly what need to be achieved and how.
• Identify key measurable indicators of Knowledge
Management Practices.
• Identify key and clear activities and targets to be performed
in Provinces including National Departments.
• Develop Performance Management Plan in order to monitor
the Progress and deal with catch up measures in cases where
targets have not been achieved.
• Ensure the alignment of the NKMF with the National
Government 12 Outcome Priorities

• Ensure the alignment of KM key indicators with Departmental
internal M&E System.
• Develop a Standard Operating Procedure in order to ensure
Broad uniformity
What Methodologies that can be adopted to conduct M&E in
order to ensure achievements of intended impact
• Develop the M&E template or use the existing one if available
– customised it to be relevant to KM Practices
• Design the M&E reporting system
• Specify the reporting period, e.g. Monthly or Quarterly in
order to monitor the progress and the impact of KM towards
Service Delivery.
• DPSA to coordinate and monitor the implementation process

How can we secure budget for the Implementation of the
Framework?
‐Budget for KM initiatives can be secured if the KM is included in
the Departmental Programs.
‐Inclusion of KM in Departmental Strategic Plans.
‐ Departments need to locate or place KM within Departmental
units, e.g. Corporate Services, Organisational Development, or stand
alone as a unit. – not prescriptive rather provide advice
‐Obtain buy‐in and support from existing structures, e.g. HOD’s
forum or Top Management – DPSA and Provincial OTP’s should
facilitate the Process.
‐Briefing DG’s Forums.
‐ DPSA to issue a circular together with (draft a document) either
to Provincial Premiers or Provincial DG’s in order to ensure
maximum buy‐in and support and this will lead to the
establishment of permanent structures

• Budget can also be obtained through donor funding and
NGO’s – e.g. GTZ, PPP, Norway Govt.
• Motivate to National Treasury – with the intention of
discouraging external consultancy.
• KM Functions already in the HRD vision 2015 Strategy and it is
recommended at a Director level
How can we make sure that our trends can be benchmarked with
Global trends
• Establish the National Database of Best Practices for Replication
and Benchmarking in order to ensure the Preservation of
National Memory.
• Consolidating the existing KM initiatives from Provinces and
National Departments as well as peer review.
• Aligning KM Framework with single Public Service initiatives.
• Replication and benchmarking of KM Best Practices from Brazil
and other developing countries.
• Aligning KM with HR connect initiatives
• Standardisation of exist interview form or template
