RESOLUTION NO. 22- ____

A RESOLUTION SUPPORTING THE VETOING OF THE VAPE REGULATION

BILL

WHEREAS, research suggests that nicotine is the primary agent in regular

and e- cigarettes, and it is highly addictive. It causes an individual to crave a smoke
and suffer withdrawal symptoms if you ignore the craving;

WHEREAS, the Department of Health (DoH) and other health experts have
been calling for the veto of the Vape Regulation Bill because its provisions that
contradict public health goals and international standards;

WHEREAS, under the new law, there is transfer of regulatory functions on

such products from the Food and Drug Administration (FDA) to the Department of
Trade and Industry (DTI), thus allowing a non-health agency to determine the safety
of the product;

WHEREAS, the restriction on flavor descriptions for electronic, nicotine

delivery systems (ENDS) and vaporized nicotine products (VNPs) set in the law, were
accordingly inserted, but only to allow a free pass to producers to use addictive
 flavors in the end that would appeal among the younger generation and allows the
online sale of e-cigarettes;

WHEREAS, urging the members of this august body to join the call of our
health advocates in exposing the dangers to the children, youth and generations to
come of the VAPE BILL and to support the vetoing of the same.

BE IT RESOLVED, AS IT HEREBY RESOLVE, By the Sangguniang Panlungsod

ng Iligan, to SUPPORT, as it hereby to SUPPORTS, The Vetoing of the Vape Regulation
Bill.
