EFFECTIVE USAGE OF ICT TOOLS IN TERTIARY INSTITUTIONS:

PANACEA TO BUREACRATIC ADMINISTRATION.

A Lecture Delivered by Dr. T. N. Madandola (Director, DMIS) on 03-03-2022 at


Kwara State College of Education, Oro during Training of Over 220 Academic and
Non-Teaching Senior Staff of the College.

It is an unanticipated respect I am enjoying today to stand before this erudite and intellectual
Senior Staff of KWCOED, ORO comprising of Management members, Lecturers,
Administrators and Union leaders to deliver this lecture “EFFECTIVE USAGE OF ICT TOOLS
IN TERTIARY INSTITUTIONS: A PANACEA TO BUREACRATIC ADMINISTRATION”.

ICT stands for Information Communication Technology

Tools: a device, instrument or implement used to carry out a particular function.

Some of the commonly used ICT tools are:  laptops, desktops, printers, scanners, software
programs, data projectors, interactive teaching box and pen drives.

They are devices or objects that are used in the IT world, that is information and technology.

Bureaucratic administration can be defined as a system of management that follows a


hierarchy where official duties are fixed.

Employees in this form of leadership are expected to follow specific rules and authority
created by their superiors.

Sometimes bureaucratic leadership leads to autocratic leadership in order to make a quick
decision-making especially in stress-filled situations

But a bureaucratic administration creates clearly demarcated boundaries with respect to job


roles and responsibilities.

For bureaucratic administration to be able to achieve a hasty administrative decision in


worry chock-full situations and not to be Autocratic administration then Introduction of ICT
tools to Bureaucratic administration in Kwara State College of Education, Oro is the answer.
It will bring about:

1. Reduction in delay time - cases of files on table for days for approval
2. No file missing or damage
3. Enhancement of Effective Communication/ Mobile administration – cases of I didn’t see
the notice
4. Paperless system and tidy office
5. Accurate/adequate record keeping for Proper Accountability
6. Stress less movement
7. Improvement of Monitoring System and reduce truancy

Dear Colleagues at KWCOED, Oro the world is now “ninety steps” ahead of where we are in
the college today, let us key-in with the global trend advocacy of our dynamic Provost- Prof.
M.A. Aremu to adopt usage of ICT in all our personal and official daily transactions.

Provost has reduced the steps and putting the College in the digital map through:

 Students admission through web-enabled services


 Students e-Registration and e-Payment
 Staff e-Payment of allowance/dues
 e-draft question and e-Marking Scheme
 ICT Training of Staff
 e-information: Knowledge on Hill (Text, Whatsapp, Facebook, Intagram)
 e-advert (MTN subscribers ringing tone)
 Display of College album as entertainment
 Advising Academic staff to join research-gate
