INTRODUCTION
The CAM-D DEW line site remediation project was awarded to Kudlik Construction Ltd.
in December 2008. CAM-D is located in the middle of the Boothia Peninsula
(Nunavut), approximately 4.5 km south of Simpson Lake and approximately 120 km
southwest of Taloyoak in Nunavut. Since no road exists between the coast and the
DEW line station, all project equipments must be mobilized from Shepherd Bay to
CAM-D during winter by CAT train. In August 2009, heavy equipments, camp
facilities, materials and all consumables were delivered by sealift on the Shepherd
Bay coast, located about 70 km northwest of CAM-D. The actual document presents the
mobilization plan. It describes the mobilization

methodology, the equipment and presents the activities schedule. Figure 1:

MOBILIZATION STRATEGY
Most of the equipments and materials required to achieve the contract activities
will be transported from Shepherd Bay. However, some of our equipments are located
in Kugaaruk and they will be transported to CAM-D once the mobilization from
Shepherd Bay will have been completed.

2.1

PRE-MOBILIZATION
A pre-mobilization crew will be sent to Kugaaruk at the beginning of March 2010.
Their role will be to travel by snowmobile from Kugaaruk to Shepherd Bay in order
to open the mobilization camp, dewinterize the equipment, prepare the runway, mark
and open the route between Shepherd Bay and CAM-D. The emergency shelter will be
installed halfway, as shown in Figure 2. The temporary camp will be setup at CAM-D.
We anticipate that all pre-mobilization activities will be completed within two
weeks.

2.2

MOBILIZATION
Once the pre-mobilization activities will have been completed, the mobilization
crew will be sent to Shepherd Bay. The CAT Train between Shepherd Bay and CAM-D
will be initiated. The mobilization activities will be performed on 24 hours per
day. For most of the equipment to be transported, we anticipate that each back and
forth trip between CAM-D and Shepherd Bay will be completed within 20 hours. About
60 trips between Shepherd Bay and CAM-D will be required. Considering that we are
using 3 tractors pulling 2 sleighs most of the time, the mobilization from Shepherd
Bay should be completed within 4 weeks. This schedule includes 5 days for time lost
due to weather conditions or mechanical breakdowns. Once the mobilization will have
been completed from Shepherd Bay, the camp will be closed and most of the employees
will be demobilized. However, we will keep a small crew in order to mobilize two
dump trucks and miscellaneous equipments from Kugaaruk. This operation should last
about 5 days.

2.3

FUEL MANAGEMENT
A total of 2928 drums of arctic diesel were delivered to Shepherd Bay. We estimate
that about 170,000 litres of diesel will be required for the mobilization
activities, which

represents 830 barrels. For the first cleanup season at CAM-D, we anticipate that
266,000 litres of fuel, including 20% for contingency, will be needed. The balance
of the fuel drums will be left at Shepherd Bay. They will be transported to CAM-D
during the contaminated soils demobilization in March 2011. A total of 80 gasoline
drums were transported to Shepherd Bay. The gasoline will be mainly used for
snowmobile, ATVs and small tools. All barrels will be transported to the CAM-D
staging area. During the mobilization, the heavy equipments will be refilled at
CAM-D from a mobile tank having a capacity of 18,000 litres. The tank is equipped
with a dispensing unit as well as a vacuum pump. The vacuum pump will be used to
refill the mobile tank from the fuel drums. One ISO tank having a capacity of
23,000 litres will be transported nearby the mid-route safety shelter. It will be
used as an intermediate refilling station for tractors. The second ISO tank will be
transported at the CAM-D staging area. It will also be used as a refilling station
as well as for the temporary camp needs. The 1300 fuel drums and the 80 gasoline
drums will be transported gradually with other materials during the mobilization.
The balance of the 1380 drums that can’t be transported with regular loads will be
brought at the end. All barrels are strapped four by four on a wooden pallet. They
will be stored at the CAM-D staging area, stacked two rows high.

SCHEDULE
The Gant chart schedule presented in Appendix 1 includes the pre-mobilization and
the mobilization activities.

EQUIPMENT AND MATERIAL


All materials and equipments will be transported on sleighs pulled by tractors. A
total of 8 steel sleighs were fabricated for this purpose. Three (3) tractors CAT
Challenger 855D equipped with 36’’ wide tracks will be used to pull the sleighs.
One tractor is equipped with a 4 metres wide adjustable blade and a 25 metric tons
winch. A snow groomer attachment was fabricated in order to maintain the route in
good conditions.

3.1

All equipments brought to Shepherd Bay, except the mobilization camp and about 1000
fuel barrels, will be transported to the CAM-D staging area. The following table is

4.1

MOBILIZATION ROUTES
MOBILIZATION FROM SHEPHERD BAY
The selected mobilization route, as shown in Figure 2, has a total length of 84
kilometres. From the Shepherd Bay camp, the route is heading east for about 48
kilometres before reaching the Naqsanajuk Valley. This first section is mainly flat
with occasional river crossings and drainage depressions. The elevation gain from
the camp to the valley entrance is about 60 metres. From there, about 14 kilometres
are necessary to reach the Angmaloqtuq river valley. This section climbs to the
highest point of the route, reaching an altitude of 120 metres nearby the east end
of the Naqsanajuk Valley. The third section goes down the Angmaloqtuq river valley
for about 16 kilometres before reaching the Murchison River, at an altitude of
about 55 metres. After crossing the Murchison River, the last section follows the
east river bank for about 6 kilometres in the south direction before arriving to

MOBILIZATION FROM KUGAARUK


The mobilization route will be the same as the one used during winter 2009, where
an excavator, a bulldozer and a safety shelter were transported to CAM-D. The route
starts directly from the Kugaaruk hamlet and crosses the Pelly Bay. This section
represents 30 kilometres on the bay ice. The second section follows the north
branch of the Becher River for about 30 kilometres before reaching the east end of
the Kuutsinaaq Lake. From that point, about 38 kilometres must be travelled on the
Simpson Lake to reach the CAM-D staging area. Figure 3: Mobilization route from

SHEPHERD BAY CAMP FACILITIES


As shown in Figure 4, the camp was installed on a previously disturbed area located
about 400 metres south of the CAM-3 DND reserve. At the camp location, the
calcareous bedrock, dipping to the west, is covered with a layer of sand and
gravel. An area of about 100 metres long per 40 metres wide was reshaped to install
the camp and set up the staging area. Figure 4: Camp Location

SHEPHERD BAY CAMP FACILITIES DESCRIPTION


The camp includes 10 individual rooms, a kitchen, a laundry room, a washroom with
two toilets and a shower. When needed, room modules can be added to the camp. All
facilities were made out of insulated marine containers especially fitted for
rugged conditions. All camp rooms are heated with electric baseboard and have their
own thermostat for temperature control. The camp layout was made to accommodate a
30’x60’ feet garage in the central area, as shown in Figure 6.

The washroom includes a shower, a sink and two electric incinerating toilets. The
kitchen comes with all cooking devices, appliances, and a sink. The eating room is
adjacent to the kitchen. The camp is powered with a 90 kw diesel generator
connected to a 4,000 litres stationary dyke tank. A 250 kw backup generator will be
available until the end of the mobilization. The fuel barrel storage is located on
the west side of the existing road. The generator fuel tank will be refilled with a
mobile tank pulled by a tractor. The mobile tank will be refilled from the barrels
with a vacuum pump. The camp communication devices are located in the kitchen and
include a satellite phone, a VHF radio and a wireless internet system. A Bgan
satellite terminal will be kept at the camp as backup communication system. Phone
numbers, radio frequency and email addresses will be listed in the health and
safety plan.

CAM-D CAMP AND STAGING AREA LOCATION


The CAM-D camp will be installed inside the borrow area no.2 boundaries, nearby an
unnamed river, which is a tributary of the Murchison River. The camp location is
showed in Figures 6 and 7. Once mobilized, the equipments and materials will be
parked at the camp location where a 4,200 square metres pad was prepared in
