POLICIES OVER
THE YEARS
First National Housing Policy in India formulated in 1988.
With change of Government in 1990, a new National Housing
Policy announced in August, 1994.
Further, new National Housing & Habitat Policy announced in
July, 1998
1. with some landmark initiatives like involvement of multi-
stakeholders,
2. repeal of Urban Land Ceiling Act,
3. permitting Foreign Direct Investment in housing and real
estate sector, etc.
Taking into account emerging challenges of required shelter
and growth of slums, the first ever urban areas specific
National Urban Housing and Habitat Policy, 2007 was
announced in December 2007.
NATIONAL
HOUSING POLICY
1988
National Housing Policy (NHP) In view of various problems faced in relation to housing in independent India, it became necessary for the
government to come out with a comprehensive national policy that clearly spelt out priorities for promoting a sustained development of
housing. The National Housing Policy emphasised in its preamble that housing is not only a commodity but also a productive investment

Objectives
• To assist all people, and in particular the houseless, the inadequately housed and the vulnerable sections and to secure for themselves
affordable shelter through access to developed land, building materials, finance and technology;
• To create an enabling environment for housing activity by various sections by eliminating constraints, and by developing an efficient
and equitable system for the delivery of housing inputs;
• To expand the provision of infrastructure facilities in rural and urban areas in order to improve the environment of human settlements,
increase the access of poorer households to basic services, and to increase the supply of developed land for housing;
• To undertake, within the overall context of policies for poverty alleviation and employment, steps for improving the housing situation
of the poorest sections and vulnerable groups by direct initiative and financial support of the State.
• To promote a more equal distribution o f land and houses in urban and rural areas, and to curb speculation in land and housing in
consonance with macroeconomic policies for efficient and equitable growth
A new national housing and habitat policy 1998 was formulated and approved
during July 1, 1998.
Objectives: The objectives of the policy are.

AIMS OF (i) To facilitate construction of 20 lakh dwelling units each year with more
emphasis on the poor. Out of 20 lakh additional houses, 7 lakh houses would be

constructed in urban areas while remaining 13 lakh in rural areas
.(ii) HUDCO is expected to meet more than 55 per cent of the target i.e. 4 lakh
units and balance 3 lakh units per year will be met by other housing financial

HOUSING institutions recognized by the National Housing Bank, Corporate Sector and Co-
operatives.

AND
(iii) A scheme of Night Shelter and Sanitation Facilities for the urban footpath
dwellers will be implemented as a centrally sponsored scheme in the metro
polite and other major urban centers. This consist 61 schemes benefiting more

HABITAT than 40,000 footpath dwellers duly sanctioned by HUDCO as on 31.10.1998 in


various parts of the country since April 1991.

(iv) A sum of Rs. 1600 crore has been provided as central outlay in 1998 for rural
housing with a target to construct 923908 houses under the Indira Awas Yojana
(LAY).
(v) The existing housing programmes of the IAY for construction of new houses
free of cost for the target group below poverty line comprising SCs /STs, freed
bonded labourers and also non-SC/ST families will continue.
(vi) A new component for up gradation of Kutcha and unserviceable houses will be
introduced.

AIMS OF The Govt, has promulgated an ordinance to repeal the urban land (Ceiling and Regulation)
Act 1976 (ULCRA). It will be implemented in all union territories and two states of Haryana
and Punjab. It aimed at speedy growth in sectors like housing, transport, land assembly,

The Delhi Rent Act, 1995 was enacted for overcoming the shortcomings in the existing Rent
Act. Govt, of India has decided to amend this act considering many suggestions so that it

Accordingly Delhi Rent (Amendment Bill) has been referred to the Parliamentary Standing
