3. INTRODUCTION
The NC-186 18” Trunkline connecting D, B J, and H production fields has been
returned to operation in June 2017 after a shut down for about of two years. Pipeline
damage and oil leaks due to internal corrosion was established along the enterally
pipeline length due to a combination of low fluid velocity in the pipeline and erratic (up
and down) pipeline terrain profile causing water stagnation along the pipeline in the
low points.
The aim of this document is to describe the scope of works for Engineering and
Construction required to replace the 18” Trunkline between GS-D and GOSP A in the
National Concession 186 (NC-186) at El Sharara field. It is relevant to mention that
this project will be executed in phases with the aim of minimizing the remaining
operation time of the different old pipeline sections.
4. GENERAL ISSUES
1. The following items shall be considered for the complete installation of the
Trunkline, Contractor responsibility:

external coating materials of the fittings for the installation of the underground
pipeline and according to AOO specifications.
4. Contractor will be in charge of transporting the pipes from the Company warehouse
to the construction site.
5. The Contractor shall be responsible for the proper abandonment of the existing
18” pipeline sectors to be replaced leaving the pipeline in place.
7. The Woks shall be performed according to the Specifications of the Company and
other codes and standards generally applicable to this industry.
8. The contractor should submit all works procedures for approval prior to commence
the works, including but not limited to trench excavation, pipeline welding, WPS,
PQR, WPQT, NDT Procedures, pipeline coating, cathodic protection etc.
9. The Contractor shall comply with all the Company’s HSE regulations in force.
10. The Contractor shall make itself familiar with the existing facilities and the nature
of works on that facility to understand the project. Site visit and survey to the
facilities and gathering stations are required for Contractor prior to providing the
offer for the project.
11. The Contractor shall survey the route and submit the altitude drawings, horizontal
alignment, and vertical profile for the new Trunkline section.
12. Prior to start any excavation works the contractor shall take the consideration
from any flow lines crossing, cables & underground facilities. Company will
provide the information available during the Contractor survey.

13. The Contractor shall mobilize all its personnel and equipment to the site
immediately after receiving the NOTIFICATION TO PROCEED, issued by the
Company to complete the job according to the schedule.
14. The Contractor shall train all its personnel in the HSE procedures to minimize risk
and increase the safety of the personnel.
15. The Company will deliver the Contractor all the available general design drawings
and Company’s Specifications.
16. The Contractor shall be responsible for ensuring that all equipment/materials in his
supply are suitable for the stated location and service.
17. The Contractor shall be responsible for ensuring that all equipment/materials in his
supply would be installed in accordance with the Company’s standards.
18. The Contractor shall submit a work execution program for Company’s approval;
highlighting milestones, dates, manpower involved, important tools and machinery
required to execute the works.
19. During the pipeline preparation and during the construction phase, the Contractor
shall submit weekly and monthly progress reports in an agreed format including S-
curves and Gantt charts.
20. All the additional design is responsibility of the Contractor and shall be presented
to the Company for approval before commencement of the construction works.
21. The Company shall provide all the O.F.E. equipment and material indicated in
section 5 of this document.
22. The Contractor shall provide all the necessary material and equipment for the
construction of this project as is indicated in section 5 of this document.
23. The Contractor shall provide data sheets and/or specifications for the entire
Contractor supplied material and equipment. Exception will be made for
disposables. These documents shall be approved by the Company prior to
purchase.
24. The Contractor shall be responsible of all customs clearance, handling and inland
transportation to site of all Contractor furnished materials and equipment.
25. During the construction phase, the Contractor shall be responsible for obtaining all
hot and cold work permits as required, following HSE regulations.
26. All the remaining O.F.E material shall be returned to the Company.
27. The Contractor shall provide all Operation and Maintenance manuals of all
equipment procured and supplied by the Contractor.

28. The Contractor should include in its offer all cost related to training the Company
personnel.
29. All inspection and Non-Destructive Testing (NDT) work shall be completed in
accordance with the applicable requirements.
30. The Contractor shall procure and install all necessary signs and notices in Arabic
and English languages particularly in crossroads and other crossings (pipeline,
cables, etc.)
31. The Contractor shall provide assistance personnel to O.F.E. and Company’s
personnel during pre-commissioning, commissioning and start-up as requested by
the Company.
32. The Contractor shall be responsible for updating any existing drawings and
documents that would be incorrect after the installation of the new facilities and to
provide As-Built drawings. A dossier of all engineering calculations, general piping
arrangements, detail designs, As-Built drawings and Inspection Records carried
out by the Contractor shall be delivered as a part of the final documentation.
33. The contractor shall issue three copies for review and six copies plus one
electronic copy in AutoCAD last version format with the As-Built drawings.
34. Once the Works are finished, the Contractor shall conduct a clean-up of the sites
including the disposal of soil and debris in accordance with the Company’s
requirements.
35. Contractor should submit the plan and procedures for the proper abandonment of
the existing pipeline for Company approval. The existing pipeline should be
cleaned, treated, and left in the ground. Only if the existing pipe obstructs the
installation of the new one, it will be allowed to remove it, in the sections that
require it.
The pre-construction survey shall confirm and establish that the proposed route is:
36. The optimum from length, construction, and installation point of view. If not, then
an alternate route which is more economic in terms of length and constructability
shall be proposed to the Company.
37. Takes full account of the associated risks particularly safety and environmental
risks, the accessibility for maintenance and inspection, as well as normal direct
cost considerations.
38. The pipeline shall have a permanent right of way. The width of ROW shall be 10 m
either side from center line of the pipeline.
39. The radius of curvature of the pipeline foundation along route shall not be less than
500xD, D being the pipeline diameter. Hot bends or field bends shall be used when
lower values are necessary.
40. The minimum distance for pipelines installed in a separate trench alongside an
existing buried pipeline shall not be less than 2 m. However, this distance can be

reduced to a safe minimum distance at the manifold, the pipeline is proposed to
be tied in with the Existing Pipelines.
41. The crossing of existing pipelines, cables, power lines, roads, railways, and
waterways are at an angle between 60 and 90 degrees.
The proposed route of the pipeline is expected to cross the service and graded
roads at several locations.
The crossings shall be designed using casings for the crossing of roads or
railways. The Crossing design shall comply with the requirements API RP 1102
and Amendments /Supplements, if any established during design.
The Road Crossings shall be constructed using most suitable method for the
Construction. Directional drilling is particularly suitable for long crossings, e.g.
rivers and waterways; the method can achieve large burial depths, and it is
insensitive to current, river traffic, etc.
The pipeline at crossing location shall comply with cover as well as separation
requirements. The recommended minimum covers at crossings can be found in
Table below:

The pipeline and any other buried structures, e.g. existing pipelines, cables,
foundations, etc. shall be installed with a minimum vertical separation of 0.3 m.
It shall be established that the Overburden due to the cover at the crossing location
shall not burst the pipe when it is empty and is filled with water & fluid
4.3. Surveys
The requirements of separation between the pipeline (including pig traps) and
other facilities within the plant fences should be in accordance with Hazardous
Area Classification.
The Pipeline shall be transporting fluids in accordance with ASME B31.4, There is
no specific requirement apart from access requirements during construction and
for maintenance and emergency services during operations.
The Strength (SMYS) of the pipe shall be increased in consideration with the
Design factor considered at a location and wherever required the route selection
shall take due regard for the cost impact on pipeline sections in location classes of
higher category.
ASME B31.3 will be applied inside processing facilities at the GOSP and/or the GS
if required.

4.6. Equivalent Stresses
The wall thickness for pipeline derived from hoop stress considerations based on
design factors indicated above, should be such that the longitudinal, shear, and
equivalent stresses in the pipe wall under functional and environmental loads do
not exceed by 96% during Installation, 100% during Hydrotest and 90% for
Operational Load Case.
The equivalent stress shall in all cases be less than 72% of SMYS.
The ambient temperatures and conditions for the site are as follows:
• Atmospheric Pressure: 13.9 psia
• Maximum ambient temperature: 131°F (55°C)
• Minimum ambient temperature: 28°F (-2°C)
• Maximum soil temperature (1 m depth): 80.6°F (27°C)
• Minimum soil temperature (1 m depth): 62.6°F (17°C)
• Maximum relative humidity: Generally, less than 30%
• Max speed for design purposes: 90 mph (144 km/h)
• Annual Wind direction: 80% West and 20% South West
• Altitude (average): 1,686 ft (514 m)
• Soil Type: Dry Sand
• Soil Conductivity: 0.433 W/m-K
Codes and Standards used for this project shall be the latest revisions including
all addenda available at the date of the requisition for enquiry.
The applicable sections of the codes and standards and specifications listed below
(including revisions, addenda and other documents incorporated by references)
shall be considered an integral part of this specification. Where two or more
references define requirements for the same subject, the more restrictive one shall
govern.

5. SCOPE OF WORK
The Mechanical and Piping works shall include, but not limited to, the procurement
and installation of all required materials/equipment. (Except for the purchase and
delivery of the OFE equipment), hook up, nondestructive and hydro-testing, cleaning,
painting/coating of all pipe work. MTO shall be prepared & finalized by the contractor.
The plan consists of minimizing the time of operation of the existing pipeline
between GS-D and GS-B because this section is in bad shape by activating the
new section once the pipes have been laid down.
a. Install the pipeline between GS-D and GS-B parallel to the existing one.
c. Clean this section of the pipeline by launching a pig powered with treated
water.
d. Once the pig has passed GS-B, block the old pipeline section between GS-D
and GS-B. The pig will continues traveling to GOSP A being push with the oil
production of GS-B.
e. Hookup the new section with the existing facilities at both ends (GS-D and
GS-B).
g. Install the pipeline between GS-B and GOSP A parallel to the existing one.
h. Shut down production in GS-D, GS-B and GS-H North. The production coming
from J&K fields is flowing by the 12” pipeline between GS-J3 and GOSP-A.
i. Clean the full pipeline between GS-D and GOSP A by launching a pig
powered with treated water from GS-D.
j. Hookup the new sections with the existing facilities at GS-B, GS-H North and
GOSP A.

5.2. Pipeline Specification
The company is in charge of the line pipes purchasing, installation of the external
coating, ends beveling, and transportation to the site warehouse. The table below
is only for the information to the Contractor.

5.3. Pipeline Installation Details
The new pipeline should be installed between Gathering Station D area at pig
launcher L-1301 just downstream of 18” block valve, and GOSP A pig receiver L-
1302 just upstream of 18” block valve, passing by and interconnecting the pipeline
with GS-B, GS-J3, GS-H North, and GOSP A.
a. Full port ball valves will be replaced only if the current ones are deteriorated.
b. Tie-in the new pipeline at GS-D just downstream the pig launcher L-1301 as
per drawing 20/57/D/004.
c. Tie-in the new 18” pipeline with the 18” section pipeline coming from GS-B at
the barred tee. See drawing 18/57/D/004 for reference.
• Tie-in the 12” pipeline with the 8” common header of the J&K production
manifold gathering system at GS-J3. See marked up drawing 26/65/M/030
for reference.
• Tie-in the new 12” pipeline with the new 18” pipeline in a similar manner
that it is shown in the marked-up drawing 26/57/D/009.
e. Tie-in the 12” pipeline coming from GS-H North with the new 18” pipeline at
the 12” x 18” barred tee as it is shown in drawing 24/57/D/005.
f. Tie-in the new 18” pipeline with the L-1302 pig receiver block valve of GOSP
A. See drawing 20/57/D/007.
g. The coordinates of the location of each tie-in are shown in the table below
(T.B.C.).

i. The pipeline design shall be verified for a water cut of 95% at the end of its
service life.

k. The pipeline shall be laid down in a trench of 1 m deep, then buried using the
same excavation material.
l. The new pipeline sections shall be submitted to a hydrostatic test with a test
pressure equal to 1.5 times the design pressure. Duration of the hydrostatic
test will be agreed in a later stage. Before commencing the test, it will be
indicated the hydrotesting water source and suitable chemicals for corrosion
inhibition, as well as the duration of the test and submit to AOO for approval.
Contractor will provide a multifunctional hydro-test chemical for hydrotest water
treatment and submit to the AOO for approval as well as the application
procedure.
c. Welding:
• WPS, PQR & WQT shall be reviewed & approved by third party agency.

shall be cut off and new bevel shall be prepared. All the information shall
be recorded and submitted for Company review and approval.
• Contractor shall submit all valid calibration certificate for Company review
and approval. Contractor shall ensure to keep a copy of all calibration
certificates in the field during the execution of the job.
• Field cut pipe shall be tested for lamination check on both ends (at least
covering 100mm on each side).
• For Tie-in joints additional MPI testing shall be applied after the root pass
welding.

• Contractor shall provide Welders ID card, which shall contain the
qualification range and must be present with the welders during the
welding activity.
• Document preparation for WQT, Painter performance test & the required
inspection activity shall be the responsibility of the EPC CONTRACTOR.
f. Documentation
If the Contractor does not have the CP design capability, Contractor may hire the
service of any reputable design company. But in this case, Contractor will mention
the company name. Proposed company must have at least 10 years of
experience in the cathodic protection design.
Each new spool needs to be insulated at the ends of the rest of the pipework at
site. The AOO specification 02/54/040 covers Insulating Joints and Unprotected
Ends (Section 8.6). All gasket kit materials must be consistent with the NACE
Standard Recommended Practice RP0286-2002 and with characteristics equal
or higher than Pikotec VCS (dielectric strength more than 500 VPM, low water
absorption less than 0.085%, high compressive strength ~450 Nmm-2 and
operating temperature higher than 140° C) for both crude oil and also water
services and shall be submitted to Akakus’ Corrosion Division for approval (Line
Backer has already been approved).

6. OPERATIONS
7. QUALITY ASSURANCE
The Quality Standards shall confirm to ISO 9001. Vendor and Contractor shall submit
details of his quality assurance procedures with reference to the following areas:
• Documentation
• Control of Sub-Suppliers
• Manufacture and Manufacture Planning Records
• Defect Control
• Control of non-conforming materials
• Testing and Inspection
• Installation and Commissioning
• (At Bid Stage) A typical quality plan from a previous similar Scope of Work
2. Contractor will be responsible for presenting to Company original, official, and valid
health certificates for all its employees prior to commencement of the work;
otherwise they will not be allowed to enter the premises.
3. Contractor shall provide and maintain on site an adequate first aid outfit for his
personnel. At least one member of his staff shall be fully qualified in an authorized
for all first aid activities and emergency cases.
4. Contractor shall provide all COVID-19 PPE to their employees at site during the
execution of the project.

2. Akakus Oil Operations require that each contractor appoints the appropriate
HSE personnel to their organization to ensure compliance with minimum HSE
requirements. Requirements for HSE personnel are as follows:
3. For contracts awarded which involve major high risk activities or simultaneous
operations, the Contractor shall develop a Contract HSE Plan describing the
specific actions, programs and procedures that will be implemented by the
Contractor to manage hazards associated with the execution of the Contract.
4. The Contract HSE Plan shall cover all Contract phases from mobilization
through execution, demobilization, and Site restoration.
7. Contractor will not be allowed to start working without proving that they have
received the relevant AOO HSE procedures and work instructions for the area
or activity to be carried out.
8. The sewage generated by the Contractor shall be treated to comply with the
limits of the United Nations Environment Program. If possible, treated water
will be used for irrigation.
9. Contractor shall ensure that any person, admitted to the Site by Contractor or
Subcontractor will undertake a site specific HSE Induction.
10. Key Point: The requirements specified in this Section apply regardless of the
status of an activity (e.g. standing by or demobilized).

8.2. Hazard Identification and Risk Assessment
1. Akakus Oil Operations require that the Contractor shall carry out Hazard
Identification and Risk Assessment, which will initially identify the significant
hazards and risks involved in their scope of work.
6. Contractor must also be familiar with the AOO Emergency Response Plan.
Akakus Oil Operations have reviewed the typical content of the Services to be
provided under the Contract and has identified the following activities and that,
as a minimum, should be considered by Contractor when assessing and
developing their Contract HSE Plan:

• Mechanical Equipment
• Excavations

7. The above is not an exhaustive list. The Contractor shall develop their
Contract HSE Plan based on the actual activities being undertaken. Some of
the above may not be applicable to the contract and in some cases additional
activities may need to be considered.

8.3. HSE Training
Contractor shall report to AOO and shall investigate all work-related HSE
incidents and comply with the requirements as outlined in AOO Incident
Reporting and Investigation Process Procedure GP-HS-12.
1. Upon completion of the contract, Contractor shall satisfactorily restore the Site
work areas and camp facilities.
1. If AOO considers that the Contractor has failed to comply with minimum HSE
requirements, then AOO shall issue Contractor with an HSE Non-
Conformance report.

3. Any interruption to work activities due to non-conformities with Contractor
HSE minimum requirements or neglect of such requirements will be solely at
the Contractor expense.
1. Contractor shall adhere to all AOO HSE Policies and Procedures relevant to
the contract activity.
2. Contractor shall ensure it has access to these documents and any updates
issued by AOO. Contractor shall request AOO to provide (access to) these
documents if this is not the case.
