WHEREAS, one of the powers and duties of the City Mayor in ensuring the
efficient, effective and economical governance the purpose of which is the general
welfare of the city and its inhabitants is to carry out emergency measures as may be
necessary during and in the aftermath of man-made and natural disasters and
calamities pursuant to Section 455 (b) (1) (vii) of RA 7160 or the Local Government
Code of 1991 (RA 7160);
WHEREAS, the determination on the current status of Iligan was deliberated last
August 13, 2020 in a joint meeting initiated by the Iligan City Inter-Agency Task Force-
Management on Emerging Infectious Disease- Incident Management Team (IATF-
MEID-IMT) together with the Department of Health (DOH-10) and other concerned
regional offices of which various parameters and measures are identified to contain the
local transmission of COVID-19;
WHEREAS, in addition to the advisories from national and those issued by the
local health authorities on the implementation of stringent social distancing practices
and such other health protocols, it is necessary to supplement the same with additional
guidelines for the imposition of stricter measures for such purpose;
WHEREAS, as of August 31, 2020, there are a total of three hundred twelve
(312) confirmed COVID-19 cases, of which One Hundred Eighty-One (181) are active
cases in Iligan City;

NOW, THEREFORE, I, CELSO G. REGENCIA, City Mayor of Iligan, by virtue of
the powers vested in me by law and with the approval of the National Inter-Agency
Task Force-MEID, pursuant to Section 2 of Executive Order No. 112, Series of 2020 of
President Rodrigo R. Duterte and the Revised Omnibus Guidelines on the
Implementation of Community Quarantine in the Philippines, do hereby placed the City
of Iligan under Modified Enhanced Community Quarantine (MECQ) and provides its
implementing guidelines:
Skeleton work force shall be implemented by the different offices of the City
Government of Iligan EXCEPT the City Health Office, Gregorio T. Lluch Memorial
Hospital, Barangay Health Workers, City Social Welfare and Development, City
Disaster Risk Reduction Management Office, and the City Environment
Management Office (including the Public Services Division), and other
indispensable services of the City Government.

shampoo, and conditioners; Diapers, feminine hygiene products, toilet papers,
wet wipes and Disinfectants; Medicines and Vitamins; Medical Products, such
as: PPEs, Masks, Gloves, Others; medical supplies, devices and equipment,
including suppliers of input, packaging and distribution; Pet food, Feeds, and
Fertilizer;
3. Essential Retail (e.g., groceries. markets, convenience stores, drug stores;
4. Food preparation insofar as take-out and delivery services;
5. Water Refilling Stations;
6. Laundry Services (including self-service);
7. Public and Private Hospitals;
8. Health, emergency and frontline services such as dialysis centers,
chemotherapy centers and the like;
9. Other medical, dental, rehabilitation and optometry clinics, non-aesthetic
dermatological clinics, EENT; Provided there is strict observance of infection
prevention and control protocols, Provided further that dental procedures shall
be limited to emergency cases only and that the wearing of PPE by dentists
and attendants shall be mandatory. Home service therapy for PWD shall be
allowed;
10. Logistics Service Providers (Cargo Handling, Warehousing, Trucking, Freight
Forwarding, and Shipping Line);
11. Delivery and courier services, whether in-house or outsourced transporting
food, medicine, or other essential goods, including clothing, accessories,
hardware, house wares, school and office supplies, as well as pet food and
other veterinary products;
12. Water supply and sanitation services and facilities, including waste disposal
services, as well as property management and building utility services;
13. Establishments engaged in repair and maintenance of machinery and
equipment, including those engaged in the repair of computers and household
fixtures and equipment;
14. Telecommunications companies (e.g., ISPs, cable providers, telco 3 rd party
contractors);
15. Energy and power companies (incl. 3rd party contractors) across transmission,
distribution, maintenance, retail, exploration, operations, trading and delivery
of raw materials (incl. refineries and depots);
16. Gasoline stations;
17. Workers accredited by the DOTr to work on utility relocation works, and
specified limited works across thirteen (13) railway projects, including
replacement works for the Metro Manila Rail Transit System Line 3;
18. Airline and aircraft maintenance, pilots and crew, and employees of aviation
schools for purposes of the pilot's recurrent training for flight proficiency and
type rating using simulator facilities; and ship captains and crew, including
shipyard operations and repair;
19. Public and private construction projects that are essential (i.e., quarantine and
isolation facilities for PUMs, and suspect, and confimed COVID-19 patients,
facilities for the health sector including those dealing with PUMs and suspect,
and confimed COVID-19 patients, facilities for construction personnel who
perform emergency works, flood control, and other disaster risk reduction and
rehabilitation works, sewerage projects, water service facilities projects, and
digital works, health facilities). Priority public and private construction projects,
defined as those that refer to food production, agriculture, fishery, fishport
development, energy, housing, communication, water utilities, manufacturing,
and BPO, subject to the guidelines to be issued by DPWH;
20. Manufacturing companies and suppliers of equipment or products necessary
to perform construction works, such as cement and steel;
21. Business Process Outsourcing (BPO) and Export- 100% oriented companies,
including mining and quarrying (without need to set up on-site or near site
accommodation or point-to-point shuttle service);

22. Printing presses authorized by the BIR or other appropriate agencies to print
official receipts and other accountable forms;
23. Media Establishments;
24. Mining and Quarrying (only export oriented mining companies without need for
provision of on-site or near site accommodation);
25. Electronic commerce companies;
26. Postal, courier and delivery services for articles or products other than food,
medicine, or other essential goods, including clothing, accessories, hardware,
house wares, school and office supplies, as well as pet food and other
veterinary products;
27. Real estate activities (leasing);
28. Housing service activities, such as but not limited to 100% plumbing, roofing,
and electrical works;
29. Veterinary Activities;
30. Security and Investigation Activities;
31. Funeral and embalming services;
32. Banks, money transfer services, pawnshops, microfinance institutions, and
credit cooperatives;
33. Capital markets (e.g., BSP, SEC, PDEC, PDTC, etc.);
34. Rental and Leasing Activities, other than real estate, e.g., vehicle rental,
equipment rental for permitted sectors);
35. Employment Activities that involve recruitment and placement for permitted
sectors;
36. Real estate activities ( leasing );
37. Housing service activities, such as but not limited to 100% plumbing, roofing,
and electrical works;
D. The following are the establishments allowed to strictly operate at fifty to one
hundred percent (50%) operational capacity namely:
CATEGORY II
1. Office Administrative and Office Support (such as photocopying, billing, and
record keeping services);
2. Other financial services (e.g. money exchange, insurance, reinsurance,
lending companies, and non-compulsory pension funding);
3. Legal and Accounting; Management Consultancy Activities; Management
Consultancy Activities; Architecture and Engineering Activities; Technical
Testing and Analysis; Scientific and Research Development; Advertising and
Market Research; Computer programming (such as writing, modifying, testing
and supporting software, planning and designing computer systems),
information service activities (such as data processing and hosting activities)
and other related activities;
4. Publishing and printing services (such as printing of newspapers, magazines,
and other periodicals, books, brochures, manuscripts, posters, maps, atlases,
advertising catalogues, prospectuses, etc; printing directly onto textiles,
plastic, glass, metal wood, and ceramics);
5. Film, music, and TV production;
6. Recruitment and placement agencies for overseas employment;
7. Other services such as photography services; fashion, industrial, graphic, and
interior design);
8. Wholesale and retail trade of motor vehicles, motorcycles, and bicycles,
including their parts and components;
9. Repair of motor vehicles, motorcycles, and bicycles, (including vulcanizing
shops, battery repair shops, auto repair shops, car wash);
10. Malls and commercial centers (non-leisure only), subject to guidelines to be
issued by the DTI;

11. Other non-leisure whole sale and retail establishments such as:
Dining/Restaurants (delivery and take out only); Hardware stores; Clothing and
accessories; Bookstores and school and office supplies stores; Baby or infant
care supplies stores; Pet shops, pet food and pet care supplies; IT,
communications, and electronic equipment; Flower, jewelry, novelty, antique,
perfume shops; Toy store (with playgrounds and amusement area closed);
Music stores; Art galleries (Selling only); Firearms and ammunition trading
establishment (subject to strict regulation of the PNP-Firearms and Explosives
Office);
12. Other Manufacturing; Beverages (e.g. alcoholic drinks); Electrical Machinery;
Wood products, Furniture; Non-metallic products, Textiles/Wearing apparels;
Tobacco products; Paper and Paper products; Rubber and Plastic products;
Coke and Refined Petroleum products; Other non-metallic mineral products;
Computer, Electronic and Optical Products; Electrical Equipment; Machinery
and Equipment; Motor Vehicles, Trailers and Semi-Trailers; Other Transport
Equipment, others;
13. Real estate activities (Other Real estate activities);

G. CONTACT TRACING – Establishments are mandated to have their
clients/visitors/customer fill out a contact tracing form with the following details:
a. Name
b. Address
c. Date
d. Time of Visit
e. Place previously visited
I. OPENING OF CLASSES –. The opening of the classes has been moved to October
5, 2020 as per Memorandum to the DEPED Secretary dated August 14, 2020, from the
Office of the President. It is part of the policy that face-to-face or in-person holding of
classes shall be suspended,
No aircraft, passenger or cargo vessel shall land, dock, anchor, stay or come in the Port
of Iligan or the City of Iligan for the purpose of disembarking or loading passengers
travelling to or out of Iligan City without the previous written permission of the City
Mayor or his duly authorized representative in writing;
Cargo vessels and aircraft loading or unloading essential commodities such as food,
medicines, medical supplies, essential building materials, needed spare parts etc., may
land, dock or anchor in the suitable landing area, wharf or pier or stay in an anchorage
of the Port of Iligan for the purpose of loading and or unloading the said materials
without previous written permission of the City Mayor or his duly authorized
representative in writing;
In the event of emergency, wherein other members of the family are needed,
presentation of Quarantine Pass may be waived. The Authorized Person Outside
Residence (APOR) is exempted from the Quarantine Pass requirement, provided valid
identification card.

Barangays shall ensure the implementation of HQP grouping/clustering, to wit:
M. ENTRY OF NON RESIDENTS- Non Residents within the region entering the City for
purposes of procuring essentials goods and accessing basic and services shall be
required to present valid identification card, Medical Health clearance issued by the
Authorized Government Medical Doctor. The entry of Non-Residents from other regions
with the similar purpose shall be required to present Medical Health Clearance and
Travel Authority issued by the authorized government authority from the place of origin.
The entry of Non-Residents to Iligan is scheduled thrice a week, preferably, Monday,
Wednesday, And Friday. The allowable period to stay is VALID FOR ONE DAY ONLY,
unless entry is related to emergency cases in which case, a valid referral from a
recognized physician shall be presented.
O. LIQUOR BAN –Selling and consumption of liquors or any intoxicating products are
prohibited in public places in Iligan City.
P. CURFEW HOURS – The curfew hours in Iligan City shall be from 7:00 PM TO 5:00
AM. Exempted are the workers employed in government offices rendering services
related to security, health, social services, sanitation, environment and disaster,
government engaged in food delivery services, hospitals, medical laboratories,

pharmacies, drugstores, other health services/personnel, doctor’s and dentist’s clinics,
gas stations, and mass media outlets;
For this purpose, work in the City Government shall be until 4:00pm only. Other public
and private establishments may adopt working hours schedule.
S. Individual outdoor exercise such as outdoor walks, jogging, running or biking are
allowed within MECQ areas. Provided, that the minimum health standards and
precautions such as the wearing of masks and the maintenance of social distancing
protocols are observed.
T. ROLE OF THE BARANGAYS – All Barangays in Iligan City are required to establish
Barangay Control Points (BCP) for purposes of carrying-out relevant laws, rules and
regulations pertinent to COVID-19 pandemic. They shall also establish Barangay
Isolation Units (BIU) and ensure its functionality.
Section 4. All previous executive orders inconsistent with this order is hereby
repealed or modified accordingly.
This Order shall take effect for starting on September 2, 2020 at 12:01 in the
morning until 12:01 in the morning of September 30, 2020.
