Greetings!

On May 21, 2019, Mr. Hospicio A. Paragoso, the City Budget Officer/City
Government Department Head II of the City Government of Iligan will reach the
compulsory retirement age of 65 years with government service record of 20 years.
However, due to his exemplary performance, expertise and long years of service,
apparently he cannot be easily replaced.

Couple by the fact that his next in-rank will also reach the compulsory retirement
of 65 years this November 2019 (barely 6 months from the date of his retirement) and
also by that time, the city government is precluded from processing application and
appointment for his replacement due to the upcoming May 2019 National and Local
Elections as the appointment ban will be in effect.

Paragraph 3 Section 129 of Rule XII of the CSC 2017 Revised Omnibus Rules on
Appointment and Other Human Resource Actions states:

“xxx The extension of service of a person who will reach the compulsory
retirement age of sixty-five (65) years may be allowed for a period of six (6) months
and in meritorious circumstances may be extended for another six (6) months. The
request for extension shall be made by the Head of Office. The same shall be filed
with the Commission not later than three (3) months prior to the date of the
official/employee’s compulsory retirement. xxx" (Italics supplied)

Pursuant to the above cited CSC rule, the undersigned is requesting your office
for the issuance of the Commission’s resolution granting the extension of service of Mr.
Hospicio A. Paragoso as City Budget Officer of the City Government of Iligan for a
period of six (6) months as explained in the preceding paragraphs and in order not to
obstruct public service.

Also, as required by the said rule, attaching herewith, for your perusal, are the
following documents:
1.) Medical Certificate, dated 8 January 2019, issued by Dr. Eflieda C. Valdehueza,
MD, OIC Chief of Hospital of Gregorio T. Lluch Memorial Hospital certifying
that Mr. Hospicio A. Paragoso is still mentally and physically fit to perform the
duties and functions of his position as Annex “A”;

2.) Certified true copy of Mr. Paragoso’s PSA Certificate of Live Birth as Annex “B”;

3.) Certification, dated 15 January 2019, issued by Ms. Noemi Rabe-Torres, Director
III of the Civil Service Commission Regional Office X certifying that Mr.
Paragoso has no pending administrative case in their office as Annex “C”;

4.) Certification, dated 16 January 2019, issued by the Office of the Ombudsman
Regional Office X certifying that Mr. Paragoso has filed his Ombudsman
Clearance Application as Annex “D”;

5.) Certification, dated 7 January 2019, issued by Atty. Voltaire I. Rovira, City Legal
Officer of Iligan City certifying that Mr. Paragoso has no pending Administrative
Case as Annex “E”;

6.) Certified true copy of the updated Plantilla of Personnel issued by the City
Human Resource Management Office as Annex “F”; and

7.) Postal Money Order Check under check no. 0800041981 in the amount of Php
500.00 as proof of payment of the filing fee as Annex “G”.
