DEFINITION & OBJECTIVES
Safe work procedure applied at the workplace will eliminate or minimize the risk of injury to people, damage to
property and harm to the environment.

Safe work procedure in this element means well defined procedures and instructions to carry work assignments or
tasks properly; they are geared towards illustrating the proper way to complete a task or work assignment, it should
include considerations for safety, quality and productivity. These procedures should be documented as work
procedures or instructions in cases where there is a statutory requirement to do so or in other cases where it is
deemed necessary.

The objective of safe work procedure is to eliminate or reduce to a minimum risk of death, injury to persons and
damage to properties and assets during the execution of work.

1. SAFE WORK PROCEDURE FOR PERSONAL PROTECTIVE EQUIPMENT

Appropriate PPE shall be assign as per individual nature of project / worksite. Additional requirement shall also be
complied, as per client’s requirements. Generally, standard PPE shall be Safety Helmet, Safety Boots and Safety Belts.
Other PPE shall be applied are as follow:

2. SAFE WORK PROCEDURE FOR MANUAL LIFTING

 Facing the load, get firm footing. Keep your feet shoulder width apart for a stable base and point the toes slightly
outward and one foot slightly ahead of the other.

 Bend your knees and squat. Don't bend at the waist. Keep "leverage" in mind at all times.

 Don’t do more work than you have to. Lifting while bent at the waist means you’ve not only lifting the weight of
the load but also about 1/2 of your own body weight.

 Tighten stomach muscles. Abdominal muscles support your spine when you lift, offsetting the force of the load.
Train muscle groups to work together. Any type of abdominal exercise to tone muscles will also help. Conditioned
stomach muscles can serve the same purpose as back belts to protect your back when lifting.

 Move the load close to your body and get a firm grip on it, using your hands - not just your fingertips. Make sure
that this grip will hold and you will not have to change your grip later.

 Lift steadily using your leg, abdominal and buttock muscles. Let these muscles do the work, not your weaker back
muscles.

 Lift smoothly and don’t jerk as you lift. Sudden movement and weight shifting can injure your back.

 Keep the load close. Don't hold the load away from your body. The closer it is to your spine, the less force it exerts
on your back. Keep your back in alignment with your ears, shoulders and hips. Your nose and your toes should be
facing the load when lifting.

 When walking with the load, keep your back upright. Whether lifting or laying down the load, don't add the
weight of your body to the load. Again, bend your knees and follow the same procedures in reverse when putting
down the load.

 Whenever possible, use mechanical help, such as carts, hand trucks or forklifts.

 NEVER use "jerking" or twisting motions while lifting or carrying anything, no matter how heavy it is. If you must
turn, turn with your feet, not with your body to avoid twisting when lifting.

3. SAFE WORK PROCEDURE FOR HOISTING OF MATERIAL FROM GROUND LEVEL TO MATERIAL RECEIVING
PLATFORM

 Ensure a safe system of work is implemented, all foreseeable risks are identified and control measures are
implemented to eliminate or mitigate the risks through the implementation of a Lifting Plan and PTW system.

 Ensure that the worksite is physically safe for the lifting operation e.g., there is no physical obstruction in the path
of the load.

 Ensure that the lifting equipment to be used is properly maintained and certified in accordance with legislative
requirements.

 Ensure that the lifting operation has the necessary resources to carry out the lift safely e.g. , receptacle for lifting
loose items.

 Ensure that personnel deployed as part of the lifting team are suitably trained, competent and certified, and that
they have been briefed on the lifting operation.

 Ensure that only competent sub-contractors are used.

 Ensure that all accidents, near misses, equipment failure or damage are reported and recorded.

 The lifting supervisor shall be appointed in writing by -----. This position is defined as the person who is in-charged
with actively supervising the lifting operation on site.

 Coordinate all lifting activities in accordance with the Lifting Plan.

 Brief all lifting team members on the Lifting Plan, safe lifting procedure and RA.

 Ensure that only registered crane operators, appointed riggers and appointed signalmen participate in any lifting
operation involving the use of mobile and tower cranes.

 Ensure that the ground conditions are safe for any lifting operation to be performed, be present during all lifting
operations to ensure that the lift is carried out in accordance with the lifting plan.

 Keep within his/her sight and view of all the lifting operations.

 Inspect the lifting equipment prior to use to check for any defects or abnormalities.

 Check that load radius indicator and other safety devices if they are functioning properly.

 Ensure that the ground is stable and the surrounding is free from any structures or materials that may obstruct
the lifting operation.

 Carry out lifting operation only when a lifting supervisor is present on site.

 Disengage from any manoeuvre that is dangerous.

 Monitor environmental effects such as thunderstorm and strong wind that will affect the safe operations of the
lifting activity.

 Report any defects immediately to the lifting supervisor, and record such defects in maintenance log records.

 Stop the lifting activity whenever unsafe conditions occur.

 Check the crane wire rope to ensure if it is still within safe use.

 ensure the load is correctly rigged up prior to giving signals to commence the lifting activity

 Give correct and clear hand signals to the lifting equipment operator to manoeuvre the load safely from the point
of lift to the designated destination.

 Ensure communication is maintained with the lifting equipment operator throughout the lifting activity in
accordance with the lifting plan.

 Ensure that the immediate areas within the lifting activity (start point and final position) are clear of any hazards
during the manoeuvre.

 Maintain his/ her position so as to ensure line of sight during the controlled phase of the lift and to ensure this
position is free of danger.

 Refrain from handling load/ rigging simultaneously when giving signal to the crane operator.

 Ensure all slings, webbings, shackles and other lifting gears used to rig the load are within the SWL of the lift, in
good condition and duly certified.

 Ensure that the load is rigged up in a such a manner that it is stable, balanced (centre of gravity beneath the hook)
and secured (i.e., no loose items).

 Ensure that the lifting equipment operator has been informed of the weight of the load.

 Establish tag lines to control the load as it is being manoeuvred.

 Report any defect in the lifting/ rigging and materials to the lifting supervisor.

4. SAFE WORK PROCEDURE FOR INSTALLATION OF FAÇADE, ALUMINIUM AND GLAZING, GLASS CANOPY,
ALUMINUM TRELLIS, SS HANDRAILS & BALUSTRADE WORKS

 To apply PTW for the workers working above 2 meter height.

 To wear a proper hand glove when doing installation of glass panel.

 Do not over-exert the body while handling materials.

 Workers to barricade the work area and keep unauthorized personnel from entering.

 Safety Signage to be installed/displayed before work commences.


 Workers to wear their hand gloves whenever hand injury hazard exist.

 After work housekeeping must be done to clean up the work area.

 Do not wear dark glasses at site.

 Provide enough lighting and avoid working long hours and ensure sufficient resting time for workers.

 Try to arrange workers to do some light duty and /or simple works at night, arrangement reasonable

5. SAFE WORK PROCEDURE FOR HOT-WORKS

 To apply PTW for Hot-Work from the main contractor before commencing to work.

 Hot Work preparation must be done at least a day before the work is expected to commence.

 A fire watcher must be equipped with appropriate fire extinguisher and must be present at site whenever welding
works or hot works is in progress.

 To check the area free from any combustible material.

 To provide sufficient fire extinguisher before hot work commence.

 To provide sufficient fire blanket to contain spark from falling/flying over.

 Site Supervisor to ensure that welders wear the correct type of hand gloves/face shield while welding.

 Workers to wear safety glass when grinding, cutting or whenever eye injury hazard exist.

 To cordon off the area to prevent unauthorized entry.

 To display Hot-Work signage at the work area for authorized entry.

6. SAFE WORK PROCEDURE FOR TOWER / MOBILE SCAFFOLD

 Scaffold is a temporary structure with supporting platforms which is used mainly for work, access, egress or
storage of materials during the work.

 Tower scaffolds are a particular form of scaffolding that usually consist of fabricated frame units constructed as
single-bay towers. Most available tower systems are aluminium, but steel systems are also available. A tower
scaffold that is fitted with caster wheels equipped with effective locking devices is deemed to be a mobile tower
scaffold.

 If a scaffold exceeds 4m, it must be erected by an approved scaffold contractor.

 Edge protection such as guard-rails must be provided at the highest landing and Toe-board must be installed not
more than 90 mm.

 When a tower scaffold is mounted on casters for use as a mobile scaffold, the following rules should be strictly
observed:

 Tower scaffolds should be moved with caution;

 Prior to moving, the route must be checked for power lines, overhead obstructions and for holes and uneven
surfaces on the ground;

 When it is necessary to deploy tower scaffolds on an inclined surface, measures must be taken to ensure stability,
such as the use of outriggers. Otherwise, tower scaffolds should not be deployed on an inclined surface.

 Never access the scaffold until all its caster wheels are locked to prevent movement;

 Never shift or move the scaffold while anyone is on it;

 Every scaffold should be of good construction, of suitable and sound material and of adequate strength for the
purpose for which it is used.

 Scaffolds should be designed, erected, maintained or be altered or be dismantled by trained persons under the
supervision of a competent person. Scaffold should also be periodically (every 7 days or after rain) inspected by a
competent person.

 Scaffolds should be securely supported.


 Safe & secured means of access to and egress from the work area should be provided by using ladders.

 Person working on the MEWP has to be adequately trained by a competent person before operation.

 Never move the equipment with the worker in an elevated platform.

 Use outriggers if provided.

 Keep at least 3 meters away from the nearest overhead lines.

 Use the equipment within the safe working load (SWL).

 Safety harness with double lanyards should be worn by the worker working at height. The lanyards should be
securely anchored to a suitable anchorage point or static line.

 The person working on the MEWP should be protected by physical barricades to prevent falls. Most platforms are
fitted with a safety interlocking system to prevent accidental toppling.

 Report any unsafe condition to your immediate supervisor & display the “NOT SAFE FOR USE” tag.

 Ensure all the loose tools & material when use at height, proper land yard must be safely secure to the internal
anchorage point.

 Supervisor to spot check on the lanyard secure measure during operation.

 Do not stand/ sit on top of the scaffold guardrail.

 There must not be no illegal modifications to any scaffolding on site.

 Do not cover the scaffold with containment sheeting such as shade cloth, unless it has been specifically designed
for the purpose and it is only used in an enclosed, wind-protected environment.

 Tower scaffolds must be inspected by a competent person before its first use:
- After substantial alteration;
- After any event likely to have affected its stability; or
- Once it has been in place for 7 days.

 At intervals not exceeding 7 days, tower scaffolds must be inspected and a written report must be done.
7. SAFE WORK PROCEDURE FOR GONDOLA

 Coordinate with the main contractor regarding the area of works to be proceeded.

 Review the RA and SWP submitted by the supplier before commencing work.

 Permit-to-work to be submitted highlighting the nature of the works to be carried out.

 Ensure that the gondola is at the ground/platform level before starting work.

 Lifting equipment to be inspected every 6 months by authorized examiner.

 Equipment to be tested by PE.

 Check the safety lifeline rope and ensure it is tied properly to the structure or part of the structure

 Check hoist daily before use.

 Workers shall be trained on the safe use and control of the gondola and its safety devices. Workers shall be fully
instructed on the dangers likely to arise and the precautions to be observed as well as the appropriate actions to
be taken during an emergency situation.

 Check and ensure the caster wheels of the counter weight are all locked.

 Educate the workers on the importance of wearing and using their PPE at all times.

 Ensure that the workers’ PPE are not damaged and are in proper working condition.

 Anchor safety harness with fall back arrestor & anchor onto the lifeline provided.

 Ensure the gondola is not overloaded and always observe safe working load.

 Only workers with proper training may work on and operate the gondola.

 Ensure no one is working directly above or below the gondola working area.

 Barricade the work area and have warning signage placed.

 Ensure safety netting is provided inside the gondola to prevent objects from falling out of gondola

 Use lanyard for hand tools and secure all loose tools.

 Ensure all the loose tools & material when use at height, proper lanyard must be safely secure to the internal
anchorage point.

 Supervisor to spot check on the land yard secure measure during operation.

 Securely anchored to a suitable anchorage point or static line.

 The person working on the MEWP should be protected by physical barricades to prevent falls. Most platforms are
fitted with a safety interlock system to prevent accidental toppling.

 Report any unsafe condition to your immediate supervisor & display the “NOT SAFE FOR USE” tag.

 Once work is finished, gondola has to be lowered down to ground/platform level.

 Housekeeping of the work area to be carried out after the works has been completed.

8. SAFE WORK PROCEDURE FOR USING OF BOOM LIFT / SCISSOR LIFT

 Only authorized operator can operate the boom lift that has been trained by the supplier.

 To apply PTW at height when using boom lift or scissor lift.

 Check the ground condition, if ground is soft provide steel plate is necessary.

 Workers need to wear safety harness when working at boom lift or scissor lift.

 To barricade the area and signage to be displayed for authorized entry.

 Workers are not allowed to stand/sit on top of boom lift guardrail.

 Loose material should be removed from the working platform.

 Workers not to use the access when the boom lifts at height level.

 Always access at the ground level.

9. SAFE WORK PROCEDURE FOR USING OF A-FRAME LADDER

 A-Ladder must be inspected on every day before use.

 Ladders should be used as a means of access to or egress from a work area and not as a working platform.

 Step and trestle ladders should only be used when they are in the fully open position. A step ladder may be used
in the closed position by leaning it against a support. However, care should be taken to ensure that only the front
stiles carry the load. Only trestle ladders are to be used to support work platform upon which a person has to
work.

 Person on ladder should maintain three points of contact at all times, e.g. two feet and one hand or two hands
and one foot

 Ensure buddy system is enforced when using the ladder. Ladder shall be at firm and even ground. Ensure workers
not standing on last 03 rungs.
 Anchor body harness when working at height.

 Use a 2-person team to transport ladders that are greater than 2m in height, carry the ladder close to your body.

 Perform daily checking on the ladder before using it.

 Do not handle or use ladders where the workers or the ladder may make contact with power lines, or use metal or
reinforced metal ladders in the vicinity of live electrical equipment.

 Do not set up ladders in passageways, doorways, driveways or other places where a person, vehicle or crane lifted
load can hit it. (if the use of ladder is unavoidable, erect a barrier or lock the door shut or as a last resort, a person
standing at the base).

 Do not use the step ladder near the edge of an open floor or on scaffolding to gain extra height, if the ladder
topples, the worker could fall over the edge.

 Do not carry materials and tools by hand when ascending or descending the ladder. Materials or tools which
cannot be safely secured on the worker’s belt should be independently transferred or hoisted to the work station.

 Do not work on the ladder continuously for extended periods of time (recommended work time: 10-15 minutes).

 Do not allow anyone else to be on the ladder at the same time.

 To strictly comply with SDS requirement during usage of sealant/silicon.

 Adequate PPE to be provided.

 To use proper mask during works at the expose area.

 Do not store in enclosed area.

 Fire Extinguisher on standby at the storage area.
