Details of Service RCSI Hospital Group was established in 2015. The Group comprises of the
following hospitals:
 Beaumont Hospital
 Our Lady of Lourdes Hospital
 Louth County Hospital
 Connolly Hospital
 Cavan General Hospital
 Monaghan Hospital
 Rotunda Hospital
 The Academic Partner for the Group is the Royal College of Surgeons in
Ireland (RCSI)
The RCSI Hospitals Group serves populations in five counties; North Dublin, Louth,
Cavan and Monaghan.

Services in Louth County Hospital Dundalk include ambulatory, medical, surgical


day care services, stroke, medical and orthopaedic, rehabilitation together with a
regional screening service for Bowel Screening and Colposcopy under the NCCP
National Programmes.

Our Lady of Lourdes Hospital provides acute medical and surgical services as well
as maternity services to the catchment area of Louth and the surrounding catchment
areas including parts of North County Dublin and County Meath.

Reporting Operational day to day issues to be delegated by the General Manager to the Deputy
Relationship General Manager of Our Lady of Lourdes Hospital & Louth County Hospital.
Strategic and performance issues require direct reporting to the General Manager of Our
Lady of Lourdes Hospital & Louth County Hospital.

Purpose of the Post The post holder will effectively and efficiently manage the delivery of high quality clinical
and operational services in Louth County Hospital. He/she will provide leadership to a
range of clinical, clerical and support service departments in Louth County Hospital.

Principal Duties and Operational Management:
Responsibilities  Ensure day to day operations of hospital services and ensure departments are
managed safely and effectively
 Liaise with Department Heads in order to ensure patient services are delivered in
line with resource allocation and ensuring value for money.
 Ensure efficient patient flow within Louth County Hospital to allow timely access of
patients from Our Lady of Lourdes Hospital to the Stroke Rehabilitation, Care of
the Older Persons Rehabilitation, Step Down and Palliative Care Units.
 Be responsible and accountable for implementation of appropriate key
performance measures ensuring compliance with National targets and standards
by working closely with clinicians and managers to implement programmes of
change, including the National Clinical Programmes.
 Ensure KPIs (Key Performance Indicators) for scheduled care, incorporating
access to Outpatients, Endoscopy and Day cases and National Screening
Programme procedures are being met on a monthly basis.
 Support the day to day functions of the Operations Manager’s office including
timely responses to Parliamentary questions and Public Representations and
ensuring correspondence meets all deadlines.
 Committee member of the Financial Control & Discretionary Spend Committee for
the Louth County and Our Lady of Lourdes Hospital and be responsible for the
approval of all Hospital supplies for Louth County Hospital.
 Collaborate with service users and their family/carers. Review practices and
implement recommendations in line with the National Patient Experience Survey.
 Be responsible for collection of charges for patient services and other
miscellaneous income.
 Adhere to Major Emergency Plan for Our Lady of Lourdes Hospital and Louth
County Hospital.

Audit & Quality Improvement


 To ensure that the Health Information and Quality Authority (HIQA) Standards are
met within the Hospital.
 Have a working knowledge of HIQA standards as they apply to the role, e.g.
Standards for Healthcare, National Standards for the Prevention and Control of
Healthcare Associated Infections, Hygiene Standards, Decontamination
Standards. Ensure these are adhered to and comply with associated HSE
protocols for implementing and maintaining these standards. Oversee ongoing
Audits that are held in this regard.
 Liaise with the Quality & Patient Safety Department as required.

Leadership & Performance Management


 Evidence of day to day people management including performance management
and objective setting, recruitment and retention.
 Provide consistent and visible leadership to all staff.
 Participate and be responsible for managing the HSE’s complaints, grievance and
disciplinary policies.
 In collaboration with the Deputy General Manager, establish, implement,
maintain, support and continuously review efficient and effective working
relationships and communications across the hospital.
 Participate, as required, in the recruitment, selection and appointment of staff.

Health & Safety


 Work in a safe manner with due care and attention to the safety of others.
 Implement agreed policies, procedures and safe professional practice adhering to
relevant legislation, regulations and standards.
 Be responsible for risk minimisation and management of own area of work and
reporting any potential hazards of any respect of the service to the Deputy
General Manager.
 Document appropriately and report any near misses, hazards and accidents and
bring them to the attention of the relevant persons(s).

Essential:
 Have a minimum of 5 years experience at a senior level in a complex organisation
such as a hospital.
 Must possess sufficient administrative capacity to discharge the functions of the
office and have management ability and experience.

Desirable
 A relevant professional/third level qualification.

Health
Candidate must be fully competent and capable of undertaking the duties attached to the
office and be in state of health such as would indicate a reasonable prospect of ability to
render regular and efficient service.

Character
Candidate must be of good character.

Age
Age restrictions shall only apply to a candidate where he/she is not classified as a new
entrant (within the meaning of the Public Service Superannuation Act, 2004). Candidate
who is not classified as a new entrant must be under 65 years of age.

Terms & Conditions
Tenure This post is permanent, whole-time & pensionable.
A panel may be created from which future vacancies may be filled
Appointment as an employee of the Health Service Executive is governed by the
Health Act 2004 and the Public Service Management (Recruitment and Appointment)
Act 2004 and Public Service Management (Recruitment and Appointments)
Amendment Act 2013.

Remuneration The salary scale for this post is:


€49,837 - €64,786 as of 01/01/2020 Department of Health Pay Scales.

Working Week The standard working week applying to the posts is 37 hours. Candidates must be
flexible to travel to other sites as required.

HSE Circular 003-2009 "Matching Working Patterns to Service Needs (Extended


Working Day I Week Arrangements); Framework for Implementation of Clause 30.4 of
Towards 2016" applies. Under the terms of this circular, all new entrants and staff
appointed to promotional posts from Dec 16 th 2008 will be required to work agreed
roster I night duty providing 24/7 service arrangements as advised by their line
manager.

Annual Leave The annual leave associated with this post is 30 days.

Superannuation All pensionable staff become members of the pension scheme.

Probation Every appointment of a person who is not already an officer of the Health Service
Executive or of a Local Authority shall be subject to a probationary period of 12 months
as stipulated in the Department of Health Circular No.10/71.

HIQA Standards/ Appointees must have a working knowledge of HIQA Standards as they apply to the
Infection Control role for example, Standards for Healthcare, National Standards for the Prevention and
Control of Healthcare Associated Infections, Hygiene Standards etc. and comply with
associated HSE protocols for implementing and maintaining these standards as
appropriate to the role.
