It is to inform that, through the reference 1 st Cited, the Mandal Agricultural


Officers in the district have submitted the Preliminary crop damage report due to Heavy rains
occurred during the months of September and October. The Mandal wise, crop wise preliminary
crop damage details are submitted as follows:-

The Spl Commissioner of Agriculture, A.P, Guntur vide reference 2 nd cited has
issued detailed guidelines and has instructed to take up the enumeration of agriculture crop
damages duly forming the teams as per the SOP guidelines communicated earlier and directed to
complete enumeration of crop damages by 5th of November 2022.

As per the guidelines communicated the Tahsildars concerned are hereby directed to
constitute following village level and mandal level teams for taking up enumeration of the crop
damages above 33% in the reported mandals

Village level enumeration teams may be constituted with the following members.

a. Village Revenue Officer


b. Panchayat Secretary
c. Village Agricultural Assistant /VHA/VSA/VFA /AEO/Multi Purpose Extension Officer
d. Mandal Revenue Inspector/Surveyor.

Mandal level enumeration teams may be constituted with the following officials.

1. Tahsildar
2. Mandal Agricultural Officer
3. Mandal Parishad Development Officer.

The above teams have to enumerate the crop damages duly following the Guidelines
issued by Spl. Commissioner of Agriculture, A.P., Guntur.

I. Enumeration of crop damage more than 33% of expected Yield loss should be
considered as per new guidelines issued (ref 3rd cited).
II. The actual cultivator registered in e-karshak shall be only be considered at the
time of enumeration of crop damages more than 33% by the village level teams as
per the existing guidelines.
III. While enumeration of the crop damages farmer wise areas should be
verified/compared with the ADANGAL/PAHANI.
IV. The ADA’s(R)/ADH are instructed to ensure that Mandal Agricultural Officers
should verify the SF/MF status in consultation with the concerned Tahsildar’s by
verifying 1B register.
V. The final beneficiary list in 33 column proforma given by the commissioner for
Disaster Management, Andhra Pradesh duly incorporating the bank account and
Aadhar number of the beneficiary should reach this office Within one week
VI. After completion of enumeration the affected farmers list should be displayed in
RBK for social auditing for redressing the grievances, if any.
VII. Further it is very essential to ensure that the grievances if any, during social audit
shall be redress and submit the lists of the effected farmers duly signed by village/
Mandal level teams.
VIII. The beneficiary list are being displayed in Grama Panchayat/Tahsildar/
MPDO/RBK Offices for three days inviting the objection and suggestions before
consolidation of beneficiaries list
IX. After 3 days of display, the list shall be finalized by the District Administration
including computerization and proposals should be submitted to office of the
Commissioner of Agriculture, Andhra Pradesh, Guntur.

The enumeration teams are also instructed to commence the enumeration


immediately and should be completed within 5th of November. The Village level enumeration
team after preparation of Farmer wise, crop wise, enumeration lists for crop damages above
33% have to be submitted the same to the Mandal Level team in the 33 column prescribed
format and the same has to be submit to the District Agricultural Officer, Guntur for taking up
further necessary action.

The Asst .Directors of Agriculture (R ), the Revenue Divisional Officer and the
Mandal Special Officers concerned are hereby kept as monitoring officers to supervise the
enumeration regularly and also to see that the enumeration is completed within the stipulated
time duly verifying the enumerated area (area damaged above 33% yield loss) at random to
ensure the correctness of the data.

The Mandal Agricultural Officers concerned are instructed to submit the high resolution
Photographs (8 “ x 12” size) of all the crops damaged duly embossing the name of the crop
damaged, stage of the crop affected, Name of the farmer, Village, Mandal and District
immediately to this office.

The Asst .Directors of Agriculture (R) of the crop affected divisions are directed to
scrutinize the lists submitted by Mandal level team duly observing the following points before
submission of lists to the District Agricultural Officer, Guntur.

a. Total area should not be more than 2 ha .including multiple incidences of crop
damage during same crop season in case of other than small and marginal
farmers.
b. Total damaged area of the farmer should be thoroughly checked and see that
the same farmers cultivated in different places and repeated more than once in
the list which should not be more than 2.0 hectares per farmer.
c. The damaged area reported shall not be more than area sown for any crops.
d. Categorization of farmers shall be based on the extent He/ She owned but not
on the extent of the crop that he has sown. (I. Same farmer should not be shown
as SF for one crop and Other Farmers (OF) for different crop, II)Damaged area
of the Other Farmer category should not be shown under SF/MF category
though the damage is less than 2 ha., III)Avoid duplication of names with same
crop and same area at different Survey Numbers.
e. Every farmer will be entitled for input subsidy for only one calamity/ disaster
for the same agricultural season ( 2.0 Ha of Crop Damage of All crop put
together to that particular farmer)
f. All the columns in the list should be filled along with the details of bank account
number, Aadhar number and Survey numbers.
g. The proposal of input subsidy of the crop damages proposed duly following the
scale of relief for the affected crops as per G.O.Ms.No.15, dt.04.12.2015 of the
Rev(DM), dept & G.O.MS, No.19, dt.23.12.2014 of the Rev(DM)Dept.

Further the enumeration lists should be displayed at prominent places i.e. RBKs,
Village Secretariat at village level in each of the respective village and also at MPDO, MRO office
at mandal level for verification by the Villagers / Farmers. The village wise abstract Certified by
the Mandal Level Team shall also be submitted along with the final list.

The Tahsildars, Mandal Parishad Development Officers and Mandal Agricultural


Officers are instructed communicate the guidelines and also issue necessary instructions to
Village Revenue Officers / Panchayat Secretaries /AEOs/VAAs/VHAs/VSAs/MPEOs in this
regard for taking up the entire activity in benefitting manner in stipulated time.
