1. INTRODUCTION

The scope of this document is to describe the main control logics of the PV + BESS (“Battery
Energy Storage System”) for Sol de Insurgentes, Baja California Sur, Mexico.

In particular, the document proposes a subdivision of functions between the EMS and the PV Plant
Controller, according to the diagram in Figure 1.

2. ENERGY MANAGEMENT SYSTEM

2.1 Ramp Rate Limitation (RRL)

The function calculates the BESS and PV power setpoint and limitation in order to comply with the
specified ramp rates.

The function temporarily disables the ramp rate limits in case a new TSO plant power limit is
received in order to reach the new operating point as fast as possible.

The function manages the BESS SoC management power setpoint offset

2.2 Frequency control

The function calculates an active power variation (delta) as a function of measured frequency
according to the grid code specification.

The function allows separate enabling and configuration of primary frequency control,
overfrequency control and underfrequency control.

Two configuration options are available: look-up-table coordinates or dead band + droop +
saturation coefficients

2.3 External active power setpoint

The function manages the change of the plant active power limit to feed to the ramp rate limitation
function.

2.4 SoC management

The function calculates an active power offset to feed to the ramp rate limitation block.

The SoC management active power offset is a function of the SoC error (target SoC – measured
SoC).

2.5 Active power setpoint combiner

The function combines the different plant active power setpoint (RRL, FCtrl) and regulates the
BESS and PV power references in order to control the PCC active power.

2.6 Reactive power control

The function regulates the BESS reactive power reference in order to control the reactive power
at the BESS MV connection point.

2.7 BESS Dispatcher

The function dispatches the computed BESS active and reactive power references amongst the
different systems according to the individual SoC, temperature and voltage in order t o optimize
the power share.

2.8 Manual mode

The function manages the local manual control of the BESS system disabling and bypassing the
active and reactive power references computed by the various functions.

3. PV POWER PLANT CONTROLLER

3.1 Q/V/PF Control

The function calculates the PV plant reactive power reference in order to control the PCC reactive
power to comply to the selected control mode target: reactive power control, voltage control, power
factor control.

3.2 PV dispatcher

The function dispatches the active power reference received from the EMS and the computed
reactive power reference amongst the different systems according to the individual status in order
to optimize the power share.

3.3 Manual mode

The function manages the local manual control of the PV system disabling and bypassing the
active and reactive power references computed by the various functions or received from the EMS.
