1.Tamil Nadu State Wide Area Network (TNSWAN)
• TNSWAN was started in the year April 2005

• (TNSWAN) has been implemented as an effective grid
for the State Government Departments with vertical

connectivity between State Head Quarters, District Head
Quarters, Taluks and Blocks.
• TNSWAN provides Voice, Data and Video connectivity
to all Government Departments for efficient workflow in
Government and delivery of services to the public.
2.National Knowledge Network (NKN)
 Aimed at connecting all universities, colleges and

research establishments across the country.
 Common platform to the scientists, researchers, doctors,
scholars and students to work together for advancing
human development.
3.Tamil Nadu State Data Centre (TNSDC)
 The Government of Tamil Nadu implemented the first

ISO certified State Data Centre (TNSDC-1) in the
country in 2011.
 TNSDC enables State Government Departments and
their agencies to host their applications, services and
servers on a common, secured and controlled
infrastructure.
 A high level security architecture framework has been
implemented at TNSDC to ensure data protection of
all the Government Applications / Services.

 TN Cloud Services- TN Cloud has been established at
TNSDC.
 Since TNSDC-1 has reached 100% of its full capacity,
the TNSDC-2 is being executed from the year 2020.
 More than 253 applications/services are currently
hosted in TNSDC-I, TNSDC-II and Cloud „Thamizh
Megam‟.

 The Directorate of e-Governance was created in 2006 to
lead all the e-Governance initiatives of the Government
of Tamil Nadu.
 To Implement the National e-Governance Plan.
 TNeGA is implementing various e-Governance projects
with the objective of accessible to the common man in an
efficient and transparent manner.
 TNeGA has implemented G2C projects such as

 e-District is one of the State Mission Mode Projects

electronic delivery of identified high volume of citizen
centric services through Common Service Centers

TNSWAN, SDC, and SSDG.

 State Resident Data Hub (SRDH) is acts as a single
source of validation for information related to the
population.
 SRDH will access data from NPR (NATIONAL
POPULATION REGISTER) Linked to Aadhar.
 It will help the govt in better targetting, effective
service in delivery, greater accountability,and efficient
monitoring of schemes.
SFDB - State Family Database

• SFDB will be the single source of resident data for Tamil
Nadu.
• SFDB will use the makkal number from makkal portal.

• TNEGA has created makkal portal in which Each
resident of TN AN UNIQUE No has been created called
makkal number.

Tamil Nadu Geographical Information System (TNGIS)

 The individual departments would collaborate with,
make available to and utilize the maps and the
geographical information 16 services provided by the
Tamil Nadu Government Geographical Information
System.
Standardized Digital Address Number (SDAN)
 To identify the location of a place/property in the State,
Standardized Digital Address Number (SDAN) System
will be implemented using appropriate technology.

Digital Tamil Nadu (DiTN)
 The mission of the DiTN is to enable all Government
departments to transform their services and functions
Digitally.
 This will provide transparent and citizen-centric
Government to citizens.
Simplify TN – ( SiTN )
 A new initiative called „Simplify TN‟ has been
undertaken to simplify governance.
 Priority is being given to areas with maximum public
interface.
CEET - Centre of Excellence in Emerging Technologies

bridge the knowledge gap between development and
application of emerging technologies in Government
Departments.
OBJECTIVES
1. Find low-cost scalable solutions for Government
problems.
2. Define and promote best practices and standards
followed across the globe in emerging technologies.

4. Organise workshops in the areas of emerging
technologies, invite innovative ideas and nurture

e-Paarvai
 Cataract is one of the main reasons of blindness in
India. Detection of Cataract at its initial stages can
help save the vision.
 TNeGA has developed an AI-based mobile application
to provide quick screening of Cataract.
Face Recognition System (FRS) – (தச஬ற்கக நுண்ைறிவு
அடிப்பகடயியொன முக அகட஬ொர லருககப் பதிதலடு)
 Developed by Tamil Nadu e-Governance Agency is one
of the milestones in the use of AI.
AI-Based Pest And Disease Identification
 AI-based pest and disease identification – Farmers can
upload the photo of the plant infected by pests using
Uzhavan app.
 AI based pest identification model developed by TNeGA
diagnoses the pest and suggests remedial measures.
Namadhu Arasu (MyGov)

 „Namadhu Arasu‟ is a unique platform for the people of
Tamil Nadu to participate in governance, sharing ideas
and suggestions with the Government in areas related to
policies, programs and schemes.
Valar 4.0
 Micro, Small and Medium Enterprises department –
Developed „Valar 4.0‟, a Networking Portal for
Industries stakeholders in Tamil Nadu to promote
collaboration between Industry and Academia on
leveraging research to adopt technologies related to
Industry 4.0.
Achievements / Awards of CEET during
last year
 The AI based e-Paarvai solution developed to detect
cataract using a mobile phone, won the National „AI
Game Changers 2021‟ award from NASSCOM.
4.TAMIL NADU BLOCKCHAIN BACKBONE –

NAMBIKKAI INAIYAM
 TNeGA aims to setup and maintain a state-wide
blockchain infrastructure that can be leveraged by all
Government departments and agencies, public sector
enterprises and others.

 This platform will enable the government of Tamil Nadu
to establish a single trusted source of truth that will be
used to create an efficient fraud resilient system for
government processes.
 It will extend processes and modules to existing
government workflows and make them more secure,
efficient and transparent.
Fuctions:
 Nambikkai Inaiyam will be used to develop

applications such as securing the documents and
records.
 Protecting Government websites and portals and
enabling easy verification of Government issued
certificates/licenses.
5.TAMIL VIRTUAL ACADEMY (TVA)
 Tamil Virtual University (TVU) was established by
the Government of Tamil Nadu on 18th May 2000.
 The TVU was renamed as Tamil Virtual Academy
(TVA) with effect from 16th July 2010.

addition of rare printed books, newspapers, periodicals,
palmleaf manuscripts, written manuscripts, photographs
and audio-visual material from the 18th century onwards
Palm-leaf Manuscripts Digitisation
 Palm-leaf Manuscripts available in the
Dr.U.V.SwaminathaIyer Library and Directorate of
Indian Medicine and Homeopathy and the International
Institute of Tamil Studies.
 7,68,097 palm-leaf manuscript pages have been digitised
and uploaded in the website.

2.Kani Tamil Peravai – A Forum for Tamil Computing

 TVA promotes research in tamil computing using
tamil software development.
 “Kani Tamil Peravai” has been created in 100 higher
educational institutions across Tamil Nadu to create
awareness on the necessity for Tamil Computing.
 TVA offers training to the students to develop Tamil
blogs, Tamil apps, etc.
3.TAMIL PERUNKALANGIYAM Tamil Mega
Encyclopedia Project
 Like wikipedia.
 Morethan 84000 tamil articles uploaded in TVA website

 TVA collects web-based Tamil content and develops
“Tamil Perungkalanjiyam“.
4.Localization of Khan Academy‟s Educational videos
 Khan Academy, a US-based organization, has created
more than 8,714 educational videos in English on
subjects such as Mathematics, Science, History, Arts,
Humanities, Economics and Finance.
 Around 4,000 videos have been translated and uploaded
in YouTube channel.
5. Theera Kadhal Thirukkural
 In order to promote Thirukkural concepts among the

youth, Tamil Virtual Academy is taking steps to
undertake various activities under 'Theera Kadhal
Thirukkural'.
 A painting competition titled 'Kuraloviyam‘ was
conducted for school and college students as first
activity.

LIMITED” (TACTV)

04.10.2007
 The Corporation was renamed as Tamil Nadu Arasu
Cable TV Corporation Limited (TACTV) in 2011.
 The Vision is to provide

 to the public at an affordable cost using the latest and
emerging Technologies.

 Providing high quality cable TV signals to the public at
an affordable cost.
 At present TACTV is providing the Cable TV services
with 217 channels (140 FTA channels + 77 pay
channels).

Internet Service to Home through Tamil Nadu Internet
and Connectivity Services Ltd., (TANICS) (தமிழ்நொடு

 To provide internet related services to the public at an
affordable cost.

E -SEVAI
 Tamil Nadu Arasu Cable TV (TACTV) Corporation
would be one of the agencies assisting in providing e-
services in all parts of the State.
 TACTV will establish and run Arasu e-Sevai Centres in
all Districts.
 At present, TACTV is operating 580 Arasu e-Sevai
centres across the State in urban areas providing 136
Citizen Centric Services.
7.TAMIL NADU FIBRENET CORPORATION

LIMITED (TANFINET)
• Tamil Nadu FibreNet Corporation (TANFINET) is a
Special Purpose Vehicle (SPV) setup by the Government
of Tamil Nadu to implement the BharatNet project to
provide high speed broadband connectivity in the rural
areas of the State.
BharatNet 2015
 BharatNet, a project of the Government of India,
envisages connecting all Village Panchayats of the
country with high speed bandwidth using Optical
Fibre Cable (OFC) with a minimum scalable
bandwidth of 1 Gbps.

 To connect 12,525 Village Panchayats, 528 Town
Panchayats, 121 Municipalities and 21 Corporations of
Tamil Nadu with high speed bandwidth and low
latency digital infrastructure using Optic Fibre Cable
(OFC), under the BharatNet and TamilNet projects.
TamilNet 2017
 "TamilNet" will be implemented to connect all the
Corporations, Municipalities and Town Panchayats of
the State through high speed bandwidth using optical
fibre network.
 TANFINET for building the network for TamilNet.
8.CENTRE FOR DEVELOPMENT OF ADVANCED
COMPUTING (C-DAC)
 Centre for Development of Advanced Computing (C-
DAC) is the premier R&D organization of the
Ministry of Electronics and Information Technology
(MeitY) for carrying out R&D in IT, Electronics and
associated areas of cloud computing, Open Source
technologies and platforms, Tamil computing
interfaces etc.
9. STATE E-GOVERNANCE MISSION TEAM (SEMT)

 The SeMT is a core group of IT Consultants
specialized in the areas of Programme Management,

Technology Management, Financial Management and
Change Management.
 SeMT would act as an e-Governance advisory body.
 SeMT is funded by Ministry of Electronics &
Information Technology (MeitY) and is functioning
under TNeGA.
10.District e-Governance Society (DeGS)
 District e-Governance Societies have been constituted in
all Districts.
 This Society is headed by the District Collector, except
in Chennai, where the Commissioner, Corporation of
Chennai acts as the Head.
 It provides overall guidance to e-Governance projects at
the district level.
 (Managed by TNEGA)
 Aim: automation of workflow and internal processes of
district administration by integration of various depts.
Amma e-Gramam
• Tele-medicine, tele-education, LED lighting, WiFi
hotspot, Skill Development, Digital Knowledge Centre
and Common Service Centres will be made available at
the selected villages.
• This Project will be executed through Corporate Social
Responsibility funds of public and private companies.

• In Phase-I this scheme will be implemented in 6 villages.

 Primary Agricultural Co-operative Societies (PACCS),

Cooperative Credit Society. (PACCS),
 Urban CSC managed by ELCOT
 coastal/ remote area CSC by International Fund for

 Currently there are 13,516 Centres with 13,895
counters functioning across the State.

 The Portals and Websites of Government Departments
would be integrated with the State Portal.

 The departments would convert their application forms
into e-Forms
Unified Payment Gateway
 Based on the requirements of the Departments, their
web-based applications would have interfaces with a
Payment Gateway so as to enable payment
transactions online.
 A Mobile Payment Gateway would also be introduced
at appropriate time.
STANDARDS FOR e-GOVERNANCE

 Electronics Test & Development Centre (ETDC) are
available for quality testing.
 Information technology act 2000- deals with
cybercrime and electronic commerce
 The IIM, Tiruchirapalli will support TNeGA on
impact assessment of various departments‟
