Proposal for Lighthouse Sanctuary (Parola Santuwaryo) Shelter in Kalinga in Partnership with IAT
The International Association for Transformation (IAT - Philippines) is pleased to submit a proposal
for the partnership with your organization, Parola Santuwaryo Inc., in setting up a children’s shelter
in Kalinga.
1. Build a shelter in Kalinga that will provide professional rehabilitation services and serve as a
healing sanctuary for survivors of sexual abuse and sex trafficking in the Cordillera
Administrative Region and even in the Cagayan Valley Region.
2. Transition survivors from a rehabilitation program to an educational scholarship program.
3. Empower graduate survivors to become independent members of society by helping them
transition into the corporate world or reintegrate back into family life and society.

SECOND PHASE
The second phase shall start as soon as remodeling or renovation of the proposed temporary shelter
in Kalinga begins. IAT shall send 1 or 2 social workers from Kalinga to Laoag for intensive training at
the shelter of Parola for 3 to 6 months for the social workers to adopt the culture of Parola and be
confident in applying the healing programs to the shelter in Kalinga.
THIRD PHASE
Once IAT starts taking in survivors in the shelter in Kalinga, the rehabilitation program of Parola shall
be fully implemented. The shelter in Kalinga shall carry the name of Parola while the funding will be
coming from IAT.
Two (2) rooms will be remodeled into bedrooms that may cater a maximum of six (6)
children per room
One (1) room will be remodeled into the bedroom of the house parents and social workers
One (1) room will be converted into the kitchen and dining space
One (1) room will be dedicated for the group and individual rehabilitation sessions
One (1) room will be converted into an activity room for their spiritual, emotional, and
physical growth
When found necessary, walls surrounding the temporary shelter will be raised and another wall
shall be built to enclose and isolate the temporary shelter for survivors to be protected from
influences that may affect their rehabilitation and healing.
PERMANENT SHELTER
With approval from DSWD and LGU and adhering to space requirements and standard provisions, a
permanent 2-storey shelter will be built within the compound of IAT in Tabuk City.
The proposed initial location of the permanent shelter will be at the southern boundary of the
property which is currently the playground. The figure below shows the proposed locations.
